Using data from a comprehensive survey of drug discovery projects, the authors identify the key drivers of research productivity, including scale, scope, and knowledge spillovers. They also explore the role of public policy in promoting innovation and improving the efficiency of the drug discovery process. This book is a must-read for anyone interested in the economics of innovation and the future of the pharmaceutical industry. Book excerpt: This paper presents the results of a study of the determinants of research productivity in the pharmaceutical industry. Using disaggregated, internal firm data at the research program level from ten major pharmaceutical companies, we find no evidence of increasing returns to scale at either the firm or the research program level. However our results suggest that there are three benefits to running research programs within the context of larger and more diversified R & D efforts: economies of scale arising from sharing fixed costs; economies of scope arising from the opportunity to exploit knowledge across program boundaries within the firm; and the enhanced ability to absorb internal and external spillovers. We also find that spillovers between firms may playa major role in increasing research productivity. The paper also speaks directly to the question of firm heterogeneity. A significant proportion of the "firm effect" identified in previous studies can be explained by the slowly changing composition of the research portfolio, as well as by less easily measured aspects of innovative capability.

Book excerpt: Excerpt from Scale, Scope and Spillovers: The Determinants of Research Productivity in Ethical Drug Discovery Economies of scale and scope in the production of knowledge play an important role in the theory of the firm, and the belief that there are significant spillovers of knowledge across firms has assumed a central role in new theories of economic growth. But although a considerable body of historical evidence is consistent with the existence of scale and scope economies in research, econometric efforts to document their importance have generated surprisingly inconclusive and sometimes contradictory results. Evidence for the existence of spillovers, although quite compelling, is also unsatisfactorily incomplete given the importance of their role in modern theory. The model characterizes insurers decisions on the face value and number of policies and the number of insurance lines. The model is applied to Canadian life insurance firms. Price-cost margins average from 13% to 40%. These margins emanate from information spillovers generated by marketing activities. Cost advantages due to size are small, but are substantial from diversity. Returns to scale average from 1.13 to 1.40, while returns to scope average from 70% to 100%.

Book excerpt: This book provides an assessment of the evolution and dynamics of regional innovation systems (RISs) and the economic and social impact of resulting knowledge spillovers, presenting comparative case studies on the regions of several Central and Eastern European (CEE) countries (Czech Republic, Poland, Hungary, Slovakia, Lithuania and Estonia). It analyses RISs on the basis of several dimensions, such as absorption capacity and intellectual capital, and using several methods such as data envelopment analysis, patent network analysis, and weighted sum approach. Further, by looking at the economic and social impact of knowledge spillovers in RISs and networking, it identifies key distinguishing factors, including foreign direct investments, still prevalent centralized decision-making, EU-driven innovation policies and public financing of innovations. Sectoral case studies, e.g. from the automobile, chemical and other hi-tech manufacturing industries, are presented to help readers understand the different types of knowledge spillovers in CEE countries and the evolution and dynamics of RISs, and provide a multifaceted overview of the CEE regions.

Book excerpt: A thoroughly revised and updated edition of the leading textbook on government and business policy, presenting the key principles underlying sound regulatory and antitrust policy. Regulation and antitrust are key elements of government policy. This new edition of the leading textbook on government and business policy explains how the latest theoretical and empirical economic tools can be employed to analyze pressing regulatory and antitrust issues. The book departs from the common emphasis on institutions, focusing instead on the relevant underlying economic issues, using state-of-the-art analysis to assess the appropriate design of regulatory and antitrust policy. Extensive case studies illustrate fundamental principles and provide insight on key issues in regulation and antitrust policy. This fifth edition has been thoroughly revised and updated, reflecting both the latest developments in economic analysis and recent economic events. The text examines regulatory practices through the end of the Obama and beginning of the Trump administrations. New material includes coverage of global competition and the activities of the European Commission; recent mergers, including Comcast-NBC Universal; antitrust in the new economy, including investigations into Microsoft and Google; the financial crisis of 2007–2008 and the Dodd-Frank Act; the FDA approval process; climate change policies; and behavioral economics as a tool for designing regulatory strategies.

Available in PDF, EPUB and Kindle. Book excerpt: The Geography of Small Firm Innovation offers a unique look at the importance of geographic proximity to the innovative activity of high-tech small firms. The book explores the concentration of innovation across metropolitan areas in the United States during the 1990s, by introducing a novel measure of small-firm innovation based on the U.S. Small Business Innovation Research Program, the largest federal R and D program for small business. The empirical evidence indicates the differing effects of technological infrastructure on the likelihood of innovation occurring in a metropolitan area, which has implications for public policy.
