Wandering through the streets of developing cities, these poorest of the poor have no place to go. More and more, these city developments are not simply accepted passively; rather, resistance by organized homeless groups--civil protests, squatting, and legal advocacy--spread as conditions of everyday life deteriorate for the very poor. Out of Place: Homeless Mobilizations, Subcities, and Contested Landscapes details the development of two organized homeless resistances in two different cities. From the redevelopment protesters and squatting activities of the Student-Homeless Alliance in San Jose to the squatter camps of Tranquility City in Chicago, the differences and similarities between both groups are highlighted within the context of city redevelopment policies. Wright argues for considering homelessness not merely as an issue for social welfare, but first and foremost as a land use issue directly connected to issues of gentrification, displacement, and the cultural imaginings of what the city should look like by those who have the power to shape its development. How the homeless combat the restructurings of everyday life, how they attempt to establish a "place" is understood within the context of tactical resistances. Questions of collective identity and collective action are raised as a result of the successful organizing efforts of homeless groups who refuse to be victims. The struggle between individual and collective forms of empowerment is highlighted, with the conclusions pointing to the necessity to rethink and go beyond the traditional solutions of more housing and job training.

As the job market has grown more volatile, a variety of labor market intermediaries—organizations that help job seekers find employment—have sprung up, from private temporary agencies to government "One-Stop Career Centers." In Staircases or Treadmills? Chris Benner, Laura Leete, and Manuel Pastor investigate what approaches are most effective in helping workers to secure jobs with decent wages and benefits, and they provide specific policy recommendations for how job-matching organizations can better serve disadvantaged workers. Staircases or Treadmills? is the first comprehensive study documenting the prevalence of all types of labor market intermediaries and investigating how these intermediaries affect workers' employment opportunities. Benner, Leete, and Pastor draw on years of research in two distinct regional labor markets—"old economy" Milwaukee and "new economy" Silicon Valley—including a first-of-its-kind random survey of the prevalence and impacts of intermediaries, and a wide range of interviews with intermediary agencies' staff and clients. One of the main obstacles that disadvantaged workers face is that social networks of families and friends are less effective in connecting job-seekers to stable, quality employment. Intermediaries often serve as a substitute method for finding a job. Which substitute is chosen, however, matters: The authors find that the most effective organizations—including many unions, community colleges, and local non-profits—actively foster contacts between workers and employers, tend to make long-term investments in training for career development, and seek to transform as well as satisfy market demands. But without effective social networks to help workers locate the best intermediaries, most rely on private temporary agencies and other organizations that offer fewer services and, statistical analysis shows, often channel their participants into jobs with low wages and few benefits. Staircases or Treadmills? suggests that, to become more effective, intermediary organizations of all types need to focus more on training workers, teaching networking skills, and fostering contact between workers and employers in the same industries. Adam, in the United States—a destination often imagined as an earthly Eden, or jannah, by so many of his compatriots—now sees heaven in a return to Somalia. The stories of these three people are among the many that emerge from mass migration triggered by the political turmoil and civil war plaguing Somalia since 1988. And they are among the diverse collection presented in eloquent detail in Elusive Jannah, a remarkable portrait of the very different experiences of Somali migrants in the UAE, South Africa, and the United States. Somalis in the UAE, a relatively closed Muslim nation, are a minority within a large South Asian population of labor migrants. In South Africa, they are part of a highly racialized and segregated postapartheid society. In the United States they find themselves in a welfare state with its own racial, socioeconomic, and political tensions. A comparison of Somali settlements in these three locations clearly reveals the importance of immigration policies in the migrant experience. Cawo M. Abdi’s nuanced analysis demonstrates that a full understanding of successful migration and integration must go beyond legal, economic, and physical security to encompass a sense of religious, cultural, and social belonging. Her timely book underscores the sociopolitical forces shaping the Somali diaspora, as well as the roles of the nation-state, the war on terror, and globalization in both constraining and enabling their search for citizenship and security.
