Die Praktikabilität des Sanktionsmechanismus wird anhand der Beispielsfälle Österreich und Italien dargestellt.Während Österreich im Jahr 2000 nach der Regierungsbeteiligung der FPÖ durch die übrigen Mitgliedstaaten außenpolitisch isoliert worden ist, wurde zwar in der italienischen und europäischen Öffentlichkeit immer wieder der "Interessenkonflikt" in der Person Berlusconi - als zugleich größter Medienunternehmer und Ministerpräsident Italiens - unter demokratiepolitischen Aspekten kritisiert, ein "europäisches" Einschreiten ist jedoch unterblieben.
