Available in PDF, EPUB and Kindle. Book excerpt: With all levels of governments currently, and for the foreseeable future, under significant fiscal stress, any new transit funding mechanism is to be welcomed. Value capture (VC) is one such mechanism, which involves the identification and capture of a public infrastructure-led increase in property value. This book reviews four major VC mechanisms: joint development projects; special assessment districts; impact fees; and tax increment financing; all of which are used to fund transit in the United States. Through the study of prominent examples of these VC mechanisms from across the US, this book evaluates their performance focusing on aspects such as equity, revenue-generating potential, stakeholder support, and the legal and policy environment. It also conducts a comparative assessment of VC mechanisms to help policy makers and practitioners to choose one, or a combination of VC mechanisms. Although the book focuses on the US, the use of the VC mechanisms and the urgent need for additional revenue to fund public transportation are world-wide concerns. Therefore, an overview of the VC mechanisms in use internationally is also provided.

Book Synopsis Tolling Practices for Highway Facilities by : Linda M. Spock
Download or read book Tolling Practices for Highway Facilities written by Linda M. Spock and published by Transportation Research Board. This book was released on 1998 with total page 64 pages. Available in PDF, EPUB and Kindle. Book excerpt: This synthesis will be of interest to administrative and financial officials of toll authorities, as well as members of the governing boards of these agencies. It will also be of interest to state departments of transportation and to legislators who are exploring innovative methods for financing major highway facilities. This synthesis also provides useful information for bonding and other financial institutions. It presents information on the current tolling policies and practices employed by highway, bridge, and tunnel tolling authorities throughout the United States. This report of the Transportation Research Board presents a profile of the traditions, pricing practices, and operational aspects of the tolling industry. Based on information derived from survey responses from 41 toll organizations, representing over 90% of annual U.S. toll transactions, the research for the synthesis indicates that the tolling industry employs a wide range of policies and practices, including many innovative approaches, used in response to the need to provide improved highway facilities. Case studies of several selected innovative tolling practices are discussed: variable/congestion pricing; high- occupancy toll, or HOT lanes; public-private partnerships; interagency partnerships; and others such as state infrastructure banks (SIBs), shared resource agreements, and transportation utility fees. Detailed information on the experience of states with privatization of highway facilities is also presented. A unique summary of the future issues to be addressed in the tolling industry as gleaned from the survey concludes the document.

Available in PDF, EPUB and Kindle. Book excerpt: The Western Riverside County Multiple Species Habitat Conservation Plan (MSHCP) is an ambitious effort to balance development and environmental concerns in an area of rapid urban growth. In return for setting up a 500,000-acre conservation reserve, the U.S. Fish and Wildlife Service and the California Department of Fish and Game granted the county and cities in western Riverside County a 75-year "take" permit for endangered species. The take permit allows the cities and county to approve development projects outside the reserve that could negatively affect 146 sensitive plant and animal species. The plan is supposed to speed the frequently time-consuming and litigious process of permitting new highway and development projects while establishing an integrated conservation reserve rather than the patchwork of uncoordinated reserves that was so often the case in the past. The Western Riverside County Regional Conservation Authority (RCA) acquires land for and manages the reserve. This monograph examines the value of the land needed for the reserve, the financial consequences of acquiring the land over different periods of time, and the projected costs of operating the reserve. It compares projected costs and revenues and identifies potential funding sources to fill any resulting funding gap. It also examines the prospect for achieving the MSHCP's habitat-conservation goals and whether the MSHCP has, in fact, streamlined the permitting processes. Finally, it identifies issues that the RCA Board of Directors, RCA staff, and stakeholders should address to ensure the plan's success and the ongoing economic and ecological health of the county

Volume 2 provides a rich array of information about individual case studies from around the nation and thoughtful analyses by individual scholars about many of the critical issues surrounding congestion pricing., as revised by their authors after the symposium.
Book Synopsis Administrative System Innovation and Building a Public Service-Oriented Government by : Marc Holzer
Download or read book Administrative System Innovation and Building a Public Service-Oriented Government written by Marc Holzer and published by Cambridge Scholars Publishing. This book was released on 2019-11-15 with total page 331 pages. Available in PDF, EPUB and Kindle. Book excerpt: From the late 1970s until the present day, the New Public Management movement flourished in the United Kingdom, New Zealand, Australia and a number of other countries over the globe. Nowadays, governments across the world are more service-oriented than previously, and administrative system innovations are encouraging new ways of improving public services. Increasingly, more and more countries are witnessing administrative innovations to provide better, quicker, and more efficient and effective service to the public. To this end, this collection of essays highlights public service theory and practices. While some chapters concentrate on innovation in administrative systems, others pay attention to more theoretic and practical issues. A few examine municipal-level public service and innovation, whereas others focus on environment, community policing, public infrastructure, partnership governance, and e-service and e-participation, as well as citizen participation. The book represents an excellent, updated resource for scholars, students and practitioners in the broad field of public administration, public policy, public affairs and public management.
