The Federal Highway Administration (FHWA) and National Highway Traffic Safety Administration (NHTSA) support a comprehensive approach to intersection safety that incorporates engineering, education, and enforcement countermeasures to prevent red light running and improve intersection safety. Red light cameras can be a very effective countermeasure to prevent red light running. There are a number of studies that indicate reduction in crashes at signalised intersections due to red light cameras. The fundamental objective of the research in this book is to determine the effectiveness of RLC systems in reducing crashes. A description of all project efforts is described in this book.

Book excerpt: This research project, "Dynamic Bridge Substructure Evaluation and Monitoring," was sponsored by the Federal Highway Administration (FHWA) under contract number DTFH61-96- C-00030. The research was funded to investigate the possibility that by measuring and modeling the dynamic response characteristics of a bridge substructure, one could determine the condition and safety of the substructure and identify its foundation type (shallow or deep). Determination of bridge foundation conditions with this approach may be applied to quantify losses in foundation stiffness caused by earthquake, scour, and impact events. Identification of bridge foundation type may be employed to estimate bridge stability and vulnerability under dead and live load ratings, particularly for unknown bridge foundations. Chapter 2 introduces the research project scope and presents the results of a literature review of related topics. Chapter 3 describes the bridges in Texas that were selected for modal vibration tests during the research.

At the time of publication study members included state DOT libraries in Washington, Oregon, Montana, Kansas, Minnesota, Ohio, Pennsylvania, Tennessee and Louisiana; and the University Transportation Center at the University of Wisconsin-Madison. In addition to the Toolkit, the study has also published an Interim Report of the formation, major activities and accomplishments of the study from its launch in October 2004 through its third annual meeting in September 2007. The Technical Advisory Committee members of the pooled fund study were instrumental in creating this toolkit, which is a product of the collective work of the study. The purposes of this toolkit are to ease the learning curve of those new to librarianship and/or transportation; to pull together the collective wisdom of pooled fund members on topics that the pooled fund has addressed through its work of connecting and networking transportation libraries; to serve as a living document, updated frequently in print and online; to capture some of the institutional memory that is leaving the DOTs as waves of retirements loom; and to give transportation librarians of varying experience levels and work situations some tools to inspire, enhance and streamline librarians' work as well as library operations to make the transportation library an indispensable resource within the parent organization.

Book excerpt: This project entailed the design, development, testing, and evaluation of intersection decision support (IDS) systems to address straight crossing path (SCP) intersection crashes. This type of intersection crash is responsible for more than 100,000 crashes and thousands of fatalities each year. In developing these IDS systems for both signalized and stop-controlled intersections, a top-down systems approach was used that determined the necessary system functions and evaluated the capability of different technologies to perform those functions. Human factors tests were also conducted that evaluated the effectiveness of warning algorithms and infrastructure-based driver-infrastructure interfaces in eliciting a stopping response from drivers about to be involved in an SCP intersection crash. Results indicated that further technological development is needed for the sensing and intersection state IDS functions. Furthermore, infrastructure-based warning interfaces tested were greatly outperformed by previously-tested in-vehicle warnings. Thus, future research on IDS systems should focus on their infrastructure-cooperative configuration, where the system supports an in-vehicle warning.
