Book excerpt: The report reviews an experiment undertaken to examine the effectiveness of five sign treatments for controlling driver speeds in the vicinity of hazardous horizontal curves on rural two-lane highways. Signs examined ranged from the standard curve warning arrow to a regulatory speed zone sign in conjunction with a curve warning sign. Data collected during the experiment included both the following electronic and manual data: speeds of motorists as they approached and negotiated two horizontal curves, vehicle classification and registration information, and whether vehicles crossed over center and edge line markings.

Book excerpt: This report determines how curve warning sign guidelines are being interpreted and implemented by districts in California. Generally, district traffic engineers consider the existing criteria for curve warning signs and advisory speed plates in Chapter 4 of the "Traffic Manual" (California Department of Transportation, 1982) to be adequate direction for their use. The policies provide enough general direction to allow engineers to design specific sign installations that will be uniformly understood by the public. The largest difference in sign application occurred with the W14 sign and its repetition within a winding highway section. This report suggests that this sign is not as effective as believed.

Available in PDF, EPUB and Kindle. Book excerpt: Lane departure crashes are a significant safety concern. The majority of lane departure crashes occur on rural two-lane roadways, with a disproportionate number of these crashes on horizontal curves. Curve-related crashes involve a number of roadway and driver causative factors. A primary driver factor is speeding. Dynamic speed feedback sign (DSFS) systems are one method to reduce vehicle speeds and, consequently, crashes on curves. These systems show promise but they have not been fully evaluated on curves. The Center for Transportation Research and Education at Iowa State University conducted a national demonstration project to evaluate the effectiveness of two different DSFSs in reducing speed and crashes on curves at 22 total sites on rural two-lane roadways in seven States. The goal is to provide traffic safety engineers and other professionals with additional tools to manage speeds and crashes on rural horizontal curves more effectively. Data were collected before and at 1, 12, and 24 months after installation of the DSFS. On average, most sites had decreases in mean speeds, with decreases up to 10.9 miles per hour (mph) noted for both the point of curvature (PC) and center of curve (CC). Most sites experienced changes in 85th percentile speed of 3 mph or more at the PC, with the majority of sites having a decrease of 2 mph at the CC. The numbers of vehicles traveling 5, 10, 15, or 20 mph over the posted or advisory speed limit were also compared. Large reductions in the number of vehicles traveling over the posted or advisory speed occurred for all of the after periods at the PC and CC, indicating that the signs were effective in reducing high-end speeds, as well as average and 85th percentile speeds. A before-and-after crash analysis was also conducted, and crash modification factors (CMF) were developed. CMFs ranged from 0.93 to 0.95 depending on the crash type and direction of the crash.

Available in PDF, EPUB and Kindle. Book excerpt: Posting advisory speed signs at sharp horizontal curve sites is a practice well established in the United States. The purpose of these signs is to provide the driving public with a safe speed to negotiate such curves; however, the link between these signs and safety has not yet been clearly established. The first manuscript in this dissertation presents an effort to model safety as it relates to curve advisory speed signs. It proposes a statistical model relating crash frequency at 2-lane rural highways in Oregon to curve advisory speed signs and other influential factors. The Advisory Speed Crash Factor (ASCF) emerges as a sub-model that characterizes the safety effect of advisory speed signs. Results indicate that safety may be compromised if the advisory speed is either excessively prohibitive or excessively permissive. The second manuscript extends the use of the proposed ASCF to develop the OSU posting method, a new procedure that procures the "optimal" advisory speed derived from the ASCF. A field validation analysis, also presented in this manuscript, verified the meaningfulness of the proposed ASCF sub-model. The third manuscript outlines another methodology, named 'the Hybrid OSU Posting Method' in an effort to mitigate the well documented variability associated with using the Ball Bank Indicator (BBI). This method determines the advisory speed using the BBI in combination with the ASCF. Though benefits in safety performance and consistency resulted from using the Hybrid OSU method, this method is still outperformed by the computational OSU method.

Book excerpt: The Federal Highway Administration (FHWA) organized a pooled fund study of 26 States to evaluate low-cost safety strategies as part of its strategic highway safety effort. One of the strategies chosen to be evaluated for this study was improving curve delineation. Geometric, traffic, and crash data were obtained at 89 treated curves in Connecticut and 139 treated curves in Washington to determine the safety effectiveness of improved curve delineation. Treatments varied by site and included new chevrons, horizontal arrows, and advance warning signs as well as the improvement of existing signs using fluorescent yellow sheeting. All sites were on two lane rural roads. To account for potential selection bias and regression to the mean, an Empirical Bayes (EB) before after analysis was conducted. The aggregate results revealed an 18% reduction in injury and fatal crashes, a 27.5% reduction in crashes during dark conditions, and a 25% reduction in lane departure crashes during dark conditions. The reductions were more prominent at locations with higher traffic volumes and sharper curves (curve radius less than 492 ft) and in locations with more hazardous roadsides (roadside hazard rating (RHR) of 5 or higher) compared to locations with less hazardous roadsides (RHR of 4 or lower). In addition, curves where more signs were either added or replaced (with a more retroreflective material) within the curve experienced larger reductions in crashes. An economic analysis revealed that improving curve delineation with signing improvements is a very cost effective treatment with the benefit cost ratio exceeding 8:1.

Book excerpt: The Texas Department of Transportation (TxDOT) is in the process of conducting several parallel efforts to evaluate rural highway horizontal curves. Following the adoption of the 2011 Texas Manual on Uniform Traffic Control Devices, district personnel are checking and updating posted curve advisory speeds and other curve traffic control devices (e.g., Chevrons) in response to the December 31, 2019, compliance date. Recent legislation has allowed regulatory speed limits to be increased to 75 mph on some rural highways, resulting in a need to check and evaluate curves that had not previously been signed with advisory speeds. There is also renewed interest in implementing pavement friction treatments through the Highway Safety Improvement Program. In this research project, researchers collected and analyzed data to extend TxDOT’s curve advisory speed setting procedures to rural multilane highways and freeways as well as two-lane rural highways with speed limits of 75 mph. Researchers also improved TxDOT’s global positioning system (GPS) -based curve measurement system’s capabilities to measure grade. Finally, the researchers drafted the Horizontal Curve Evaluation Handbook to aid TxDOT’s practitioners in using the GPS-based system for evaluating curves.
