Book excerpt: Safeguards play a key role in verifying the effectiveness of restraints on the spread of nuclear weapons. Originally published in 1985, this book is a study of the safeguards system of the International Atomic Energy Agency, an important element of the non-proliferation regime. It breaks new ground by focusing on the politics of safeguards, especially the political problems of the IAEA and of the day-to-day application of safeguards. It contains a critical appraisal and proposals for ways of improving existing procedures, and of adapting them to the political and technological changes of recent years. Safeguarding the Atom gives an analysis of the following questions: What are IAEA safeguards and how do they work? How effective are they? How can they be reinforced? What sanctions can be imposed in the event of non-compliance? IAEA safeguards represent the world's first and so far only attempt to verify an arms control agreement by systematic on-site inspection, and their applicability to other arms control measures is examined.

Book excerpt: With an increase of global security concerns over potential terrorist acts, the threat of WMDs, and increasing political issues with nations seeking nuclear capability, the need to track, detect, and safeguard nuclear material globally has never been greater. Nuclear Safeguards, Security and Nonproliferation is a comprehensive reference that covers cutting-edge technologies used to trace, track, and safeguard nuclear material. It is a contributed volume with sections contributed by scientists from leading institutions such as Los Alamos National Labs, Sandia National Labs, Pacific Northwest Nuclear Labs, and Texas A&M University, and the Monterey Institute of International Studies. The book is divided into 3 sections and includes 30 chapters on such topics as - the security of nuclear facilities and material, the illicit trafficking of nuclear materials, improvised nuclear devices, how to prevent nuclear terrorism. International case studies of security at nuclear facilities and illegal nuclear trade activities provide specific examples of the complex issues surrounding the technology and policy for nuclear material protection, control and accountability. Specific cases include analysis of the timely issues in the nuclear programs of countries such as North Korea, Iran, and Kazakstan among others. Nuclear Security is a must-have volume for the dozens of private and public organizations involved in driving Homeland Security, domestic, and international policy issues relating to nuclear material security, non-proliferation, and nuclear transparency. - Written by some of the world's top scientists including members of the Nuclear Division of Los Alamos National Labs (U.S.) - A timely discussion of current international nuclear security issues includes case studies on Iraq, Iran and North Korea - Book takes a global perspective on nuclear security and non-proliferation detailing the little-known real-world technologies used to secure, detect and track nuclear material

Available in PDF, EPUB and Kindle. Book excerpt: Unforgettable congressional hearings in 1978 revealed that fallout from American nuclear weapons testing in the 1950s had overexposed hundreds of soldiers and other citizens to radiation. Faith in governmental integrity was shaken, and many people have assumed that such overexposure caused great damage. Yet important questions remain--the most controversial being: did the radiation overexposure in fact cause the cancers and birth defects for which it has been blamed? Elements of Controversy is the result of a decade of exhaustive research in AEC documentary records and the full clinical and epidemiological literature on radiation effects. More concerned with uncovering the historical story than with assigning blame, Barton Hacker concludes that every precaution was taken by the AEC to avoid harming test participants or bystanders. And, he points out, the biomedical literature suggests that these precautions worked. Yet top officials in Washington--for whom the success of nuclear weapons was of overriding importance--had asserted that testing involved no risks at all. Discrepancies between unverifiable government claims and the revelations that some actual risk was present explain the origins and angry persistence of the controversies, Hacker argues. The Department of Energy delayed publication of Hacker's study for five years, and while his controversial book is sure to draw objections from both sides of the radiation-hazard debates, it will provide a much-needed guide to understanding their polemics.
