Book excerpt: Major data limitations arise within the realm of assessing services trade restrictiveness measures among Commonwealth countries, many of which overwhelmingly depend on this sector for growth and jobs. Quantifying the Barriers to Services Trade in the Commonwealth focuses on addressing policy barriers within services sectors in Kenya and Rwanda, including commercial banking, distribution and road transportation, which are key enablers of trade. Our findings suggest many policy barriers are crosscutting issues, rather than sector specific. Moreover, there is a degree of regulatory convergence with other Commonwealth countries included in the OECD’s trade restrictiveness database, which helps to reduce trade costs.

Book excerpt: In this paper, we provide an overview of the concerns surrounding the variations in the calculation of risk-weighted assets (RWAs) across banks and jurisdictions and how this might undermine the Basel III capital adequacy framework. We discuss the key drivers behind the differences in these calculations, drawing upon a sample of systemically important banks from Europe, North America, and Asia Pacific. We then discuss a range of policy options that could be explored to fix the actual and perceived problems with RWAs, and improve the use of risk-sensitive capital ratios.

Book excerpt: The explosive finale of the New York Times bestselling Frostblood Saga, perfect for fans of Three Dark Crowns, Red Queen, and A Court of Thorns and Roses. Ruby's world has changed more than she ever could have imagined. She's in love with a powerful Frost King. She's the heir to the Fire Throne. And she may be a Nightblood--the spawn of a vengeful deity hellbent on releasing an imprisoned army of shadowy wraiths. Once freed, these beasts will roam the earth, devouring the spirits of every last person until he or she is nothing but an empty husk. Ruby is able to control the shadows to a degree, even hosting one in her own body. But will this tenuous connection--which threatens to consume her--be enough to hold the beasts back? With time running out, she must bring Frostbloods and Firebloods together to make a stand against an immortal foe more deadly than any she's faced. And the price of peace may be her very life. In this heart-pounding finale of Elly Blake's gorgeously written and action-packed Frostblood Saga, the fate of Frostbloods, Firebloods, and all of humanity is at stake.

Available in PDF, EPUB and Kindle. Book excerpt: How did a society on the edge of collapse and dominated by wandering bands of armed men give way to a vibrant Buddhist culture, led by yogins and scholars? Ronald M. Davidson explores how the translation and spread of esoteric Buddhist texts dramatically shaped Tibetan society and led to its rise as the center of Buddhist culture throughout Asia, replacing India as the perceived source of religious ideology and tradition. During the Tibetan Renaissance (950-1200 C.E.), monks and yogins translated an enormous number of Indian Buddhist texts. They employed the evolving literature and practices of esoteric Buddhism as the basis to reconstruct Tibetan religious, cultural, and political institutions. Many translators achieved the de facto status of feudal lords and while not always loyal to their Buddhist vows, these figures helped solidify political power in the hands of religious authorities and began a process that led to the Dalai Lama's theocracy. Davidson's vivid portraits of the monks, priests, popular preachers, yogins, and aristocratic clans who changed Tibetan society and culture further enhance his perspectives on the tensions and transformations that characterized medieval Tibet.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides a concise and practical guidance on the implementation analysis of the new revised standards of the Basel Committee on Banking Supervision (BCBS) on the supervision of the international banking system. Based on publicly available data on default rates and realised loss-given-default rates, it provides an analysis of credit and market risk, assessing the extent to which the new framework on risk-based and leverage ratio requirements affects the modelling of banking risks. Moreover, it provides a detailed analysis of the Fundamental Review of the Trading Book (FRTB), which changes the philosophy for the risk valuation and capital requirements of the market risk, and of the latest developments on the credit valuation adjustments (CVA) framework. It also examines the impact of the final calibration of operational risk parameters on the level of capital requirements. It provides an overview of the modelling properties that govern the application of the internal models for credit and market risk, and provides evidence on the overall impact on banks’ cost of funding due to the implementation of Basel reforms as shaped in December 2017. Finally, the book provides practical examples and hands-on applications for assessing the new BCBS framework.

Book excerpt: The Workshop on Experimental Algorithms, WEA, is intended to be an int- national forum for research on the experimental evaluation and engineering of algorithms, as well as in various aspects of computational optimization and its applications. The emphasis of the workshop is the use of experimental me- ods to guide the design, analysis, implementation, and evaluation of algorithms, heuristics, and optimization programs. WEA 2008 was held at the Provincetown Inn, Provincetown, MA, USA, on May 30 – June 1, 2008. This was the seventh workshop of the series, after Rome (2007),Menorca(2006),Santorini(2005),RiodeJaniero(2004),Asconia(2003), and Riga (2001). This volume contains all contributed papers accepted for presentation at the workshop. The 26 contributed papers were selected by the Program Committee onthebasisofatleastthreerefereereports, somecontributedbytrustedexternal referees. In addition to the 26 contributed papers, the program contained two invited talks. Camil Demetrescu, of the University of Rome “La Sapienza,” spoke on “Visualization in Algorithm Engineering.” David S. Johnson of AT & T Labs – Research, gave a talk on “Bin Packing: From Theory to Experiment and Back Again.” We would like to thank the authors who responded to the call for papers, our invited speakers, the members of the ProgramCommittee, the external referees, and the Organizing Committee members for making this workshop possible.

And what can we do about it? With cutting-edge research from top scholars in the field, the chapters present an overview of psychological models of prejudice and investigate key domains such as racism, sexism, and the criminal justice system. This student edition of the award-winning Handbook includes new pedagogical features such as learning objectives, core terms and definitions, summary points, discussion questions, recommended reading, and an instructor's test bank. It also features a new conclusion chapter that analyzes eight hard problems currently faced by researchers and activists, thus engaging students in deep, forward-thinking discussion. Developed specifically for use in Psychology of Prejudice courses at the undergraduate and graduate levels, the Concise Student Edition is an essential teaching and learning resource.

Analog forms of rule-based play (ludus) would hardly be conceivable without dice, cards, and game boards. In the act of free play (paidia), children as well as adults transform simple objects into multifaceted toys in an almost magical way. Even digital play is suffused with material culture: Games are not only mediated by technical interfaces, which we access via hardware and tangible peripherals. They are also subject to material hybridization, paratextual framing, and processes of de-, and re-materialization.
