If this trend is not reversed, then it will be repeated in other situations by different actors. America must successfully oppose Russian PW to prevent it from becoming the strategy of choice for emerging regional or global powers opposed to U.S. interests. A broader analysis of Russian PW origins, evolution, and current capacity is needed in order to provide U.S. foreign policy makers and executors with viable options to address it. General policy recommendations for U.S. PW are proposed, as well as specific policy recommendations to enable proactive U.S. PW and counter Russian PW. The policy recommendations are founded on the premise that the United States interagency community is well-structured to embrace PW. The Department of State and its country teams are ideal to take the lead on regional- and country-specific strategies, with all members of the interagency community playing critical roles in advancing a strategy that spans the entire DIME spectrum. USSOF are particularly well-suited for PW and are capable of augmenting interagency efforts across the DIME spectrum.

Book excerpt: This edited volume explores patriotism and the growing role of militarism in today’s Russia. During the last 20-year period, there has been a consistent effort in Russia to consolidate the nation and to foster a sense of unity and common purpose. To this end, Russian authorities have activated various channels, from educational programmes and youth organizations to media and popular culture. With the conflict in Ukraine, the manipulation of public sentiments – feeling of pride and perception of threat – has become more systemic. The traditional view of Russia being Other for Europe has been replaced with a narrative of enmity. The West is portrayed as a threat to Russia’s historical-cultural originality while Russia represents itself as a country encircled by enemies. On the other hand, these state-led projects mixing patriotism and militarism are perceived sceptically by the Russian society, especially the younger generations. This volume provides new insights into the evolution of enemy images in Russia and the ways in which societal actors perceive official projections of patriotism and militarism in the Russian society. The contributors of the volume include several experts on Russian studies, contemporary history, political science, sociology, and media studies.

Book excerpt: This book frames the Armenian-Azerbaijani conflict over Nagorno-Karabakh in the context of European and international security. It is the first book to focus on the politics of the conflict rather than the dispute itself. Since their emergence twenty years ago, this and other “frozen conflicts” of Eurasia have been affected by transformations in European security, and many ways absorbed into an ever fiercer geopolitical struggle for influence. The wars in Georgia and Ukraine brought greater attention to some unresolved conflicts, but not to the conflict between Armenia and Azerbaijan. As the contributors to this volume argue, the conflict merits much greater European attention, for several reasons: it is on a path of escalation, existing mediation regimes are dysfunctional, and as both Georgia and Ukraine have showed, any outbreak of serious fighting will force the EU to respond. This book thus explains the interlocking interests of Russia, Turkey, Iran, the EU and United States in the conflict, and analyzes the negotiation process and the conflict’s international legal aspects.
