Book excerpt: Excerpt from Russian Expansion on the Pacific 1641-1850: An Account of the Earliest and Later Expeditions, Made by the Russians Along the Pacific, Coast of Asia and North America; Including Some Related, Expeditions to the Arctic Regions I became interested in Alaska during a three years residence in that territory in the service of the United States government. On my return I began investigations with a view of writing the story of Alaska as a part of American history and of giving but little time to topics connected with the Asiatic side of the North Pacific Ocean. But as I proceeded I was compelled to modify my plans. I could not make intelligent headway with the Bering voyages without a sound knowledge of the cartographical and geographical ideas of the period in which they were undertaken. This led to the study of Terra de Jeso. In my expectation of working up the background of Siberian history from secondary authorities I was disappointed for they proved to be unreliable and I was obliged to go to the sources. Gradually it developed that which was planned as the background became the principal part of the picture. My point of view had in the meantime undergone a change: the discovery of Alaska which I had regarded as a beginning chapter of American history, I found to be the closing chapter of a period of Russian expansion. I realized also how closely the history of Alaska is bound up with that of Siberia, and that in order to know the one it was necessary to understand the other. Under the circumstances I concluded to devote this entire monograph to a careful study of the conditions and the history of Russian expansion on the Pacific up to 1750 and at some future time to follow up this movement and bring it up to date. Broughton had first visited the North Pacific in 1792 in command of the brig Chatham during Vancouver's voyage. When negotiations between Vancouver and Juan Francisco Bodega y Quadra reached an impasse, Broughton was sent back to London to seek fresh instructions, travelling across Mexico and returning to Europe in Spanish ships. Back in London in July 1793 he was appointed in command of the sloop Providence with orders to rejoin Vancouver in the Pacific, taking with him the astronomer John Crosley.

Book excerpt: A fundamental problem in studying early modern Russian history is determining Russia’s historical development in relationship to the rest of the world. The focus throughout this book is on the continuity of Russian policies during the early modern period (1450–1800) and that those policies coincided with those of other successful contemporary Eurasian polities. The continuities occurred in the midst of constant change, but neither one nor the other, continuities or changes alone, can account for Russia’s success. Instead, Russian rulers from Ivan III to Catherine II with their hub advisors managed to sustain a balance between the two. During the early modern period, these Russian rulers invited into the country foreign experts to facilitate the transfer of technology and know-how, mostly from Europe but also from Asia. In this respect, they were willing to look abroad for solutions to domestic problems. Russia looked westward for military weaponry and techniques at the same time it was expanding eastward into the Eurasian heartland. The ruling elite and by extension the entire ruling class worked in cooperation with the ruler to implement policies. The Church played an active role in supporting the government and in seeking to eliminate opposition to the government.
