The region experienced two decades of simmering conflicts even before Moscow's illegal annexation of Crimea in 2014, and Russia has used military force against other countries in the region four times since 2008. As participants at a March 2019 workshop in Bucharest, Romania, discussed, Russia is also using informational, economic, energy, and clandestine instruments to advance its goals of transforming the Black Sea, along with the Sea of Azov, into virtual internal waterways, where Russia can have the kind of freedom of action it has achieved in the Caspian Sea. While the Black Sea littoral countries want to protect themselves from Russian hostile interference, domestic political factors as well as the countries' membership in or level of association with the European Union and NATO influence the degree of overlap and divergence in their interests. Under the circumstances, it is difficult for Western countries to craft and implement a coherent, sustainable strategy to protect common interests and counter malign Russian influence and intimidation, even as it is critical that they do so.

Romania, a nation historically embattled between the East and West, positions itself as a stalwart ally of the United States against a resurgent Russia. To understand the motivations of each actor, one must be keenly aware of both the history and the culture of each side. As the United States navigates into unforeseen waters piloted by the Trump administration, a possible battle on the Black Sea appears imminent, if not in military might then certainly in ideology. This study explores the past interactions of Romania, the United States, and Russia through an historical perspective in order to analyze present motivations. An attempt to understand intentions behind actions may prove helpful in preventing a possible flashpoint on the Black Sea and a renewed Cold War. The study will contain chapters on the major influences in Romania and the Black Sea as well as chapters containing the differing historical and cultural perspectives of actors involved. The first chapter will be the introduction outlining the history of Romania in regard to the effects on current issues. Following the introduction will be chapters on Romania's evolution in NATO and the European Union as well as the relationship specifically with that of the United States. In addition, a chapter will discuss current issues and conflicts from the western perspective and then that of the Russian perspective. The final chapter and conclusion will provide implications for future Black Sea/Romania-Russia potential for cooperation as well as conflict. Russia's aggressive actions, including provocative military activities in the periphery of NATO territory and its demonstrated willingness to attain political goals by the threat and use of force, are a source of regional instability, fundamentally challenge the Alliance, have damaged Euro-Atlantic security, and threaten our long-standing goal of a Europe whole, free, and at peace. ... Russia's destabilizing actions and policies include the ongoing illegal and illegitimate annexation of Crimea, which we do not and will not recognize and which we call on Russia to reverse; the violation of sovereign borders by force; the deliberate destabilization of eastern Ukraine; large-scale snap exercises contrary to the spirit of the Vienna Document, and provocative military activities near NATO borders, including in the Baltic and Black Sea regions and the Eastern Mediterranean; it's irresponsible and aggressive nuclear rhetoric, military concept and underlying posture; and its repeated violations of NATO Allied airspace.

North Atlantic Treaty Organization (NATO) stands out as a likely counterweight to the local problems that have plagued the region, and could serve as a stabilizing force. NATO has played an important role in Southeast Europe in the post-Cold War years. Book excerpt: The EU and NATO are facing an increasingly uncertain and complex situation on their eastern and south-eastern borders. In what the EU has traditionally conceived as its 'shared neighbourhood' with Russia and NATO its 'eastern flank', Moscow is exhibiting a growingly assertive military posture. The context of the Baltic and the Black Sea regions differs, but Russia's actions in both seem to be part of the same strategy aiming to transform the European security order and its sustaining principles. The Kremlin seems to follow similar policies and tactics, mainly through the militarisation of the Kaliningrad Oblast and Crimea as the centrepiece of its strategy of power projection vis-à-vis NATO and the EU. An all-out war remains an unlikely scenario, but frictions or accidents leading to an unwanted and uncontrolled escalation cannot be completely ruled out. Tensions and military developments take place in both the Baltic and Black seas, but are not only about them. Russia is testing the Euro-Atlantic response and resilience at large. To assess how far it might be willing to go, it is necessary to evaluate how Russia perceives the West and its actions, taking into account the deep and entrenched clash of perceptions between Brussels and Moscow, and the worldview of the latter.
