Book excerpt: In 2012, Russia assumes the Chairmanship of APEC, and is keen to build on its memberships of both East Asia Summit (EAS) and the Asia-Europe Meeting (ASEM). Russia is geographically and historically part of Asia and the Asia Pacific, and has been a dialogue partner of ASEAN since 1996. Still, the obstacles of distance and languages have led ASEAN member states and Russia to know and interact little between both sides. As growth poles in the world economy, there is much benefit in greater interaction between their rich economies. To commemorate the 15th Anniversary of the Russia-ASEAN dialogue partnership in 2011, the ASEAN Studies Centre at ISEAS and its counterpart from MGIMO-University, Moscow co-organized a two-day conference that year, in which papers were presented offering perspectives from Russia and the ten ASEAN member states. Representatives from academia, and the public and private sectors offered insights on topics including geopolitics, bilateral relations, business and economics, and culture and education. This is a timely book that affords the reader insights into where ASEAN-Russia relations currently stand and suggests how they can improve and move forward.

Available in PDF, EPUB and Kindle. Book excerpt: With the rise of India and China, the rest of Asia is feeling the great impact of socio-economic changes and challenges created by these twin engines of progress and cooperation. The question on the minds of regional analysts is: Where is Russia in the midst of these vast changes? What is its role? How and why is a great power like Russia adopting such a low profile in the region? In what ways can ASEAN engage Russia?Currently, Russia's interaction with ASEAN is limited to dialogue between both parties; trade between both sides is categorized by Russian arms sales and ASEAN raw materials. This book sets out to help explain these anomalies and puzzles, by examining the state of relations between Russia and selected individual ASEAN countries. Several interesting ideas are offered, such as a proposal for a Russia-ASEAN FTA; building tourism/business bridges through budget airlines; and proposals to strengthen and energize the ASEAN-Russia dialogue.

Available in PDF, EPUB and Kindle. Book excerpt: Written by the highly regarded diplomat Marty Natalegawa, former ambassador and foreign minister of Indonesia, this book offers a unique insider-perspective on the present and future relevance of ASEAN. It is about ASEAN’s quest for security and prosperity in a region marked by complex dynamics of power. Namely, the interplay of relations and interests among countries — large and small — which provide the settings within which ASEAN must deliver on its much-cited leadership and centrality in the region. The book seeks to answer the following questions: How can ASEAN build upon its past contributions to the peace, security and prosperity of Southeast Asia, to the wider East Asia, the Asia-Pacific and the Indo-Pacific regions? More fundamentally and a sine qua non, how can ASEAN continue to ensure that peace, security and prosperity prevail in Southeast Asia? And, equally central, how can ASEAN become more relevant to the peoples of ASEAN, such that its contributions can be genuinely felt in making better the lives of its citizens?

Examining how the Association of Southeast Asian Nations’ (ASEAN) has responded to external threats over the past 50 years, this book provides a compelling account of regional state actions and foreign policy in the face of potential sovereignty violation. The author draws on a large amount of previously unanalysed material, including declassified government documents and WikiLeaks cables, to examine four key cases since 1975. Taking into account state interests and the role of external powers, the author develops the ‘vanguard state theory’ to explain ASEAN state responses to sovereignty violation, which, it is argued, has universal applicability and explanatory power.

Book excerpt: This book analyses the Association of Southeast Asian Nations (ASEAN) as a powerful actor in International Relations by examining how the ASEAN community has evolved, looking specifically at its relationship with the EU with regards to human rights. The book adds to important contemporary debates within constructivist theory, shedding light on the need for ‘critical’ constructivism that emphasises language and contestation and what that may entail. On an empirical level, it challenges the idea of an 'EU-centrism,' demonstrating how ASEAN is the major driving force behind its human rights and community aspirations, as well as within the ASEAN-EU relationship. Furthermore, this book engages with the introspection surrounding constructivism by addressing the trouble with 'norms,' and instead unpacking the relationship between ASEAN and the EU to show language power in play. In particular, the book looks at how language, or rather coercive language, helps us ‘see’ contestation in action, something that researchers sympathetic towards the idea of ASEAN’s ‘resistance’ have been unable to show through a focus on norms. Tracing the evolution of the ASEAN community and human rights aspirations in a new light, showing how exactly the EU remains an inspiration, but not a model, and more interestingly how ASEAN demonstrates power in the relationship, the book will be of interest to academics working on Asian Studies, European Studies, International Relations Theory and human rights.

Book excerpt: The inauguration of the Asia-Europe Meeting (ASEM) in Bangkok in 1996 was celebrated with enthusiasm and hopes in the two regions because this forum represented a breakthrough in Asia-Europe relations. The region-to-region pattern of the relations becomes the study framework that enables the explorations of central themes which include the Asian regional identity, ASEAN collective diplomatic prominence, and the informality of the ASEM institution. In exploring those central themes, this book applies constructivist, realist, and neo-liberal institutional theories consecutively. The difference between Asian and European cooperative culture, as well as the longevity of an international institution, adds to the picture. This book contributes not only to the study of Asia-Europe relations but also to the understanding of regionalism in Asia.

Book excerpt: 'Let us turn our faces towards Asia', exhorted Lenin when the long-awaited revolution in Europe failed to materialize. 'The East will help us conquer the West.' Peter Hopkirk's book tells for the first time the story of the Bolshevik attempt to set the East ablaze with the heady new gospel of Marxism. Lenin's dream was to liberate the whole of Asia, but his starting point was British India. A shadowy undeclared war followed. Among the players in this new Great Game were British spies, Communist revolutionaries, Muslim visionaries and Chinese warlords - as well as a White Russian baron who roasted his Bolshevik captives alive. Here is an extraordinary tale of intrigue and treachery, barbarism and civil war, whose violent repercussions continue to be felt in Central Asia today.

Available in PDF, EPUB and Kindle. Book excerpt: The Association of Southeast Asian Nations is a miracle. Why?In an era of growing cultural pessimism, many thoughtful individuals believe that different civilisations-especially Islam and the West-cannot live together in peace. The ten countries of ASEAN provide a thriving counter-example of civilizational co-existence. Here 625m people live together in peace. This miracle was delivered by ASEAN.In an era of growing economic pessimism, where many young people believe that their lives will get worse in coming decades, Southeast Asia bubbles with optimism. In an era where many thinkers predict rising geopolitical competition and tension, ASEAN regularly brings together all the world's great powers.Stories of peace are told less frequently than stories of conflict and war. ASEAN's imperfections make better headlines than its achievements. But in the hands of thinker and writer Kishore Mahbubani, the good news story is also a provocation and a challenge to the rest of the world. This excellent book explains, in clear and simple terms, how and why ASEAN has become one of the most successful regional organizations in the world. - George YeoA powerful and passionate account of how, against all odds, ASEAN transformed the region and why Asia and the world need it even more today. - Amitav Acharya

Book excerpt: Founded in 1967, the Association of Southeast Asian Nations (ASEAN) has emerged as one of the most successful regional organizations in the world. This book discusses the future of ASEAN against a backdrop of a growing US–China rivalry and the security implications of COVID-19. Chapters in this book move through a history of ASEAN and its multilateral institutions, including the ASEAN Regional Forum (ARF) and the East Asia Summit (EAS), featuring rare photographic material to contextualize both recent developments in regional security and projections for ASEAN’s prospects. Key concepts and terms are unpacked throughout, with the chapters focusing on rapidly changing international and regional environments, economic insecurities such as trade conflicts, human rights, and ASEAN identity, and providing extensive analysis of the factors challenging the principle ASEAN Centrality and the Indo-Pacific security architecture. The concept of security community frames this book, despite being subject to change if intraregional discord and institutional stagnation take hold. As a discussion of the role and future of ASEAN in a pivotal period of world history, ASEAN and Regional Order will prove vital to both students and scholars of international relations, regional organizations, and Asian studies more broadly.

Available in PDF, EPUB and Kindle. Book excerpt: The Association of Southeast Asian Nations (ASEAN) is strategically significant because of its size, dynamism, and role in the Asian economic and security architectures. This paper examines how ASEAN seeks to strengthen these assets through "centrality" in intraregional and external policy decisions. It recommends a two-speed approach toward centrality in order to maximize regional incomes and benefit all member economies: first, selective engagement by ASEAN members in productive external partnerships and, second, vigorous policies to share gains across the region. This strategy has solid underpinnings in the Kemp-Wan theorem on trade agreements. It would warrant, for example, a Trans-Pacific Partnership (TPP) agreement with incomplete ASEAN membership, complemented with policies to extend gains across the region. The United States could support this framework by pursuing deep relations with some ASEAN members, while broadly assisting the region's development.

Available in PDF, EPUB and Kindle. Book excerpt: With many predicting the end of US hegemony, Russia and China's growing cooperation in a number of key strategic areas looks set to have a major impact on global power dynamics. But what lies behind this Sino-Russian rapprochement? Is it simply the result of deteriorated Russo–US and Sino–US relations or does it date back to a more fundamental alignment of interests after the Cold War? In this book Alexander Lukin answers these questions, offering a deeply informed and nuanced assessment of Russia and China’s ever-closer ties. Tracing the evolution of this partnership from the 1990s to the present day, he shows how economic and geopolitical interests drove the two countries together in spite of political and cultural differences. Key areas of cooperation and possible conflict are explored, from bilateral trade and investment to immigration and security. Ultimately, Lukin argues that China and Russia’s strategic partnership is part of a growing system of cooperation in the non-Western world, which has also seen the emergence of a new political community: Greater Eurasia. His vision of the new China–Russia rapprochement will be essential reading for anyone interested in understanding this evolving partnership and the way in which it is altering the contemporary geopolitical landscape.
