Book excerpt: The failure to include gender in the economic history of rural development has severely limited our understanding of privatizing, collectivist and colonial economic policies that disrupted and transformed the lives of rural women and men in the modern world. This book is unique in its focus on female economic agency, and in its exploration of the latter virtue in comparative historical perspective. It presents the apparently disparate cases of 17th-century England, 20th-century Russia and the Soviet Union, and 20th-century Kenya, as their top-down modernization projects were implemented in similar fashion --particularly in the case of women. The female half of the population was largely absent from contemporary economic databases, but nevertheless stereotyped as obstacles to rational economic decision-making. Introducing rural women and their innovations into male-centered narratives of economic history lays the foundation for a more demographically balanced and realistic understanding of rural behavior and rural development. In this study, women’s labor and land claims are the lens through which both female agency and the delegitimizing of women’s land claims become more visible. Both policy-makers and their leading critics deployed virtually identical language to describe backward, unruly and invariably “unsightly” peasant women.

For example, women in sub-Saharan Africa are the backbone of the agricultural sector, accounting for 70% of agricultural labour and being responsible for 60% of agricultural production and 80% of food production (Kabeer, 1994). Yet this critical work is often overlooked and many women have little opportunity to participate in decisions about their community's natural resources or join training and capacity-building initiatives designed to promote sustainable resource management (WWF, 2002c). This dissertation seeks to argue that rural women in Madagascar are very important in the management of natural resources; indeed this is one of the main aspects conservationists have to deal with when considering the sustainable use of natural resources (WWF, 2002c; UN, 2000; Ngong and Arrey, 2003). Having discussed the major areas of rural women's work in Africa and their implications for the environment, this dissertation will explore the role of rural women in Madagascar to exemplify the issues associated with resource use in a biodiversity hotspot. First, general research on the topic will be introduced followed by a specific case study of Antandroy women in Analoalo, a village in the Spiny Forest of South-Eastern Madagascar. The dissertation will conclude by examining the importance of women in the use of natural resources and ways in which they could be integrated into sustainable rural development. Book excerpt: Feminist concern with difference has rarely extended to rurality even if it is now widely recognized that experiences of inequality depend on intersections of several identities in each individual life. This lack of concern may reflect the urban background of the majority of feminist academics or at least their urban positionality once in the academy. It may equivalently be that feminists have been influenced by stereotypes of rural women as traditional and reactionary, and thus seen them as unlikely exponents of gender equality, and an unfruitful focus for scholarly energies. Perhaps the problem is a broader one, that is, reflective of the much documented, but still apparent unwillingness of many feminists to recognize and address difference in any of its manifestations. Regardless, even with the recent interest in intersectionality which has necessarily renewed and reenergized debates in feminism about diversity and inclusion, the question of how women are differently positioned because of their non-metropolitan location has remained largely overlooked.

Book excerpt: Despite the legal and policy foundation of BiH, gender considerations have only marginally been mainstreamed in state and entity policies on rural development or other sectors related to agriculture. At the state level, the Strategic Plan for Rural Development of Bosnia and Herzegovina (2018-2021) addresses support for women as a cross-cutting initiative but fails to fully mainstream gender. Rather, the strategy includes a stand-alone sub-section on gender equality that presents rather superficial analysis of gender disparities in rural areas and includes no strategic guidance. Measures are suggested for “young people/women” in combination and for improving access to business grants, rural loans and agricultural associations. One monitoring indicator measures “women’s participation” in investment programs for agricultural holdings and diversification of rural economy (Strategic Plan for Rural Development of Bosnia and Herzegovina (2018-2021). The inconsistent application of gender mainstreaming to policy development and the very limited capacity of most line ministries to include a gender perspective in their core work contribute to a situation in which gender equality is poorly reflected in state policies that concern agriculture and rural development. Meanwhile, rural areas are marked by women’s poverty, which is linked to their economic dependence, over representation in informal and unpaid work, and the fact that elderly rural women in particular tend not to be covered by the pension system and are often living alone because they are widowed.
