Furthermore, only half of higher education students, on average, complete their degree, and labor market returns to higher education vary greatly across institutions and programs. Book excerpt: One out of every five Latin Americans or around 130 million people have never known anything but poverty, subsisting on less than US$4-a-day throughout their lives. These are the region ́s chronically poor, who have remained so despite unprecedented inroads against poverty in Latin America and the Caribbean since the turn of the century. Left Behind: Chronic Poverty in Latin America and the Caribbean takes a closer look at the region’s entrenched poor, who and where they are, and how existing policies need to change in order to effectively assist them. The book shows significant variations of rates of chronic poverty both across and within countries. Within a single country, some regions show incidence rates up to eight times higher than the lowest. Despite the higher rates of chronic poverty in rural areas, chronic poverty is as much an urban as a rural issue. In fact, considering absolute numbers, urban areas in many countries, including Chile, Brazil, Mexico, Colombia and the Dominican Republic, have more chronic poor than rural areas. Undoubtedly the region has come a long way during the decade in terms of poverty reduction, guided by a mix of sustained growth and increased levels in amounts and quality of public spending and programs targeted directly or indirectly to the chronic poor. While improving endowments and the context where the chronic poor live is a necessary condition going forward, the decade’s experience suggests that it may not be enough to reach the chronic poor. The book posits that refinements to the existing policy toolkit †“ as opposed to more programs †“ may come a long way in helping the remaining poor. These refinements include intensifying efforts to improve coordination between different social and economic programs, which can boost the income generation process and deal with the intergenerational transmission of chronic poverty by investing in early childhood development. Equally important though, there is an urgent need to adapt programs to directly address the psychological toll of chronic poverty on people’s mindset and aspirations, which currently undermines the effectiveness of the existing policy efforts.

Book excerpt: In Rural Resistance in the Land of Zapata, Tanalís Padilla shows that the period from 1940 to 1968, generally viewed as a time of social and political stability in Mexico, actually saw numerous instances of popular discontent and widespread state repression. Padilla provides a detailed history of a mid-twentieth-century agrarian mobilization in the Mexican state of Morelos, the homeland of Emiliano Zapata. In so doing, she brings to the fore the continuities between the popular struggles surrounding the Mexican Revolution and contemporary rural uprisings such as the Zapatista rebellion. The peasants known in popular memory as Jaramillistas were led by Rubén Jaramillo (1900–1962). An agrarian leader from Morelos who participated in the Mexican Revolution and fought under Zapata, Jaramillo later became an outspoken defender of the rural poor. The Jaramillistas were inspired by the legacy of the Zapatistas, the peasant army that fought for land and community autonomy with particular tenacity during the Revolution. Padilla examines the way that the Jaramillistas used the legacy of Zapatismo but also transformed, expanded, and updated it in dialogue with other national and international political movements. The Jaramillistas fought persistently through legal channels for access to land, the means to work it, and sustainable prices for their products, but the Mexican government increasingly closed its doors to rural reform. The government ultimately responded with repression, pushing the Jaramillistas into armed struggle, and transforming their calls for local reform into a broader critique of capitalism. With Rural Resistance in the Land of Zapata, Padilla sheds new light on the decision to initiate armed struggle, women’s challenges to patriarchal norms, and the ways that campesinos framed their demands in relation to national and international political developments.

Book excerpt: Amid the growing calls for a turn towards sustainable agriculture, this book puts forth and discusses the concept of agrarian extractivism to help us identify and expose the predatory extractivist features of dominant agricultural development models. The concept goes beyond the more apparent features of monocultures and raw material exports to examine the inherent logic and underlying workings of a model based on the appropriation of an ever-growing range of commodified and non-commodified human and non-human nature in an extractivist fashion. Such a process erodes the autonomy of resourcedependent working people, dispossesses the rural poor, exhausts and expropriates nature, and concentrates value in a few hands as a result of the unquenchable drive for profit by big business. In many instances, such extractivist dynamics are subsidized and/or directly supported by the state, while also dependent on the unpaid, productive, and reproductive labour of women, children, and elders, exacerbating unequal class, gender, and generational relations. Rather than a one-size-fits-all definition of agrarian extractivism, this collection points to the diversity of extractivist features of corporate-led, external-input-dependent plantation agriculture across distinct socio-ecological formations in Latin America. This timely challenge to the destructive dominant models of agricultural development will interest scholars, activists, researchers, and students from across the fields of critical development studies, rural studies, environmental and sustainability studies, and Latin American studies, among others.
