Book excerpt: An analysis of the failure of U.S. broadband policy to solve the rural–urban digital divide, with a proposal for a new national rural broadband plan. As much of daily life migrates online, broadband—high-speed internet connectivity—has become a necessity. The widespread lack of broadband in rural America has created a stark urban–rural digital divide. In Farm Fresh Broadband, Christopher Ali analyzes the promise and the failure of national rural broadband policy in the United States and proposes a new national broadband plan. He examines how broadband policies are enacted and implemented, explores business models for broadband providers, surveys the technologies of rural broadband, and offers case studies of broadband use in the rural Midwest. Ali argues that rural broadband policy is both broken and incomplete: broken because it lacks coordinated federal leadership and incomplete because it fails to recognize the important roles of communities, cooperatives, and local providers in broadband access. For example, existing policies favor large telecommunication companies, crowding out smaller, nimbler providers. Lack of competition drives prices up—rural broadband can cost 37 percent more than urban broadband. The federal government subsidizes rural broadband by approximately $6 billion. Where does the money go? Ali proposes democratizing policy architecture for rural broadband, modeling it after the wiring of rural America for electricity and telephony. Subsidies should be equalized, not just going to big companies. The result would be a multistakeholder system, guided by thoughtful public policy and funded by public and private support.

Book excerpt: WiMAX Broadband Wireless Access Technology, based on the IEEE 802.16 standard, is at the origin of great promises for many different markets covering fixed wireless Internet Access, Backhauling and Mobile cellular networks. WiMAX technology is designed for the transmission of multimedia services (voice, Internet, email, games and others) at high data rates (of the order of Mb/s per user). It is a very powerful but sometimes complicated technique. The WiMAX System is described in thousands of pages of IEEE 802.16 standard and amendments documents and WiMAX Forum documents. WiMAX: Technology for Broadband Wireless Access provides a global picture of WiMAX and a large number of details that makes access to WiMAX documents much easier. All the aspects of WIMAX are covered. Illustrations and clear explanations for all the main procedures of WiMAX are pedagogically presented in a succession of relatively short chapters Topics covered include WiMAX genesis and framework, WiMAX topologies, protocol layers, MAC layer, MAC frames, WiMAX multiple access, the physical layer, QoS Management, Radio Resource Management, Bandwidth allocation, Network Architecture, Mobility and Security Features a glossary of abbreviations and their definitions, and a wealth of explanatory tables and figures Highlights the most recent changes, including the 802.16e amendment of the standard, needed for Mobile WiMAX Includes technical comparisons of WiMAX vs. 802.11 (WiFi) and cellular 3G technologies This technical introduction to WiMAX, explaining the rather complex standards (IEEE 802.16-2004 and 802.16e) is a must read for engineers, decision-makers and students interested in WiMAX, as well as other researchers and scientists from this evolving field.

Book excerpt: The instant New York Times bestseller. From Microsoft's president and one of the tech industry's broadest thinkers, a frank and thoughtful reckoning with how to balance enormous promise and existential risk as the digitization of everything accelerates. “A colorful and insightful insiders’ view of how technology is both empowering and threatening us. From privacy to cyberattacks, this timely book is a useful guide for how to navigate the digital future.” —Walter Isaacson Microsoft President Brad Smith operates by a simple core belief: When your technology changes the world, you bear a responsibility to help address the world you have helped create. This might seem uncontroversial, but it flies in the face of a tech sector long obsessed with rapid growth and sometimes on disruption as an end in itself. While sweeping digital transformation holds great promise, we have reached an inflection point. The world has turned information technology into both a powerful tool and a formidable weapon, and new approaches are needed to manage an era defined by even more powerful inventions like artificial intelligence. Companies that create technology must accept greater responsibility for the future, and governments will need to regulate technology by moving faster and catching up with the pace of innovation. In Tools and Weapons, Brad Smith and Carol Ann Browne bring us a captivating narrative from the cockpit of one of the world's largest and most powerful tech companies as it finds itself in the middle of some of the thorniest emerging issues of our time. These are challenges that come with no preexisting playbook, including privacy, cybercrime and cyberwar, social media, the moral conundrums of artificial intelligence, big tech's relationship to inequality, and the challenges for democracy, far and near. While in no way a self-glorifying "Microsoft memoir," the book pulls back the curtain remarkably wide onto some of the company's most crucial recent decision points as it strives to protect the hopes technology offers against the very real threats it also presents. There are huge ramifications for communities and countries, and Brad Smith provides a thoughtful and urgent contribution to that effort.

Available in PDF, EPUB and Kindle. Book excerpt: Access to the Internet is an increasing problem in many areas of the world. As the popularity and usefulness of the Internet increases on a daily basis, lack of access to the technology is putting many groups at a disadvantage in terms of better education, better jobs and even in terms of higher levels of civic participation. However, creating a network infrastructure to serve outlying communities and sectors of the population is not straight-forward. This book brings together all the aspects of the problem – technical, regulatory and economic - into one volume to provide a comprehensive resource. It describes the latest technological advances that allow cost-effective network infrastructures to be built, and places them in the context of the applications and services that the infrastructure will deliver. A section on business models and case studies from North American and Europe demonstrate that the solutions are economically and practically viable. This book is essential for anyone looking to gain an understanding of the issues and technology surrounding the access debate. It will be of particular relevance to network engineers/designers/planners at the incumbent operator companies charged with delivering broadband access to as yet unconnected regions. Governments and regulatory bodies will also find this a useful guide to the problems that they may face.

Available in PDF, EPUB and Kindle. Book excerpt: Broken Promises is the third book in a trilogy spanning 18 years. Bruce Kushnick, author, senior telecom analyst and industry insider, lays out, in all of the gory details, how America paid over $400 billion to be the first fully fiber optic-based nation yet ended up 27th in the world for high-speed Internet (40th in upload speeds). But this is only a part of this story. With over four million people filing with the FCC to 'Free the Net', one thing is abundantly clear -- customers know something is terribly wrong. Every time you pay your bills you notice that the price of your services keeps going up, you don't have a serious choice for Internet (ISP), broadband or cable service, much less competitors fighting for your business, or maybe you can't even get very fast broadband service. Worse, over the last few years, America's ISPs and cable companies have been rated "the most hated companies in America". While Net Neutrality concerns (detailed in Broken Promises) are important, the actions are only a first step and will most likely be tied up in court for the next few years. More importantly, it does not resolve most of the customer issues and there is nothing else on the horizon that will fix what's broken. Broken Promises documents the massive overcharging and failure to properly upgrade the networks, the deceptive billing practices, the harms caused from a lack of competition, the gaming and manipulating of the regulatory system, from the states to the FCC, and exposes the companies' primary strategy: How much can we get away with? There has been little, if any, regard for the customers they serve.--From http://newnetworks.com/bookbrokenpromises/ --(viewed on June 12, 2015).

Book excerpt: A robust manufacturing sector is a necessity and a sufficient condition for any country’s human and economic development as it creates employment and alleviates poverty. During this Fourth Industrial Revolution era, there is an urgent need in Africa to optimally utilize the existing resources to support manufacturing or else risk allowing the continent to fall behind in the industrial economy. Innovative strategies are needed that can unlock Africa’s manufacturing potential by exploring key areas that may help Africa mature and launch modernized economies that will benefit the developed world’s industrial economy. The Handbook of Research on Nurturing Industrial Economy for Africa’s Development examines various innovations necessary for Africa’s economic development including drivers of the manufacturing economy such as education, agriculture, human capital, science and technological innovations, language, politics, and business environments. The book explores strategies to increase Africa’s economic diversity, complexity, productivity, and ultimately competitiveness, and for the continent to realize its manufacturing/industrial potential. Further, chapters focus on African countries’ industrial economies in the African context and facilitating the fulfillment of the Sustainable Development Goals (SDGs) and the African Union’s Agenda 2063. This book is a valuable reference tool for government officials, economists, industrialists, practitioners, stakeholders, researchers, academicians, and students interested in the industrial economic development of Africa.

Available in PDF, EPUB and Kindle. Book excerpt: Billions of people around the world lack internet access. No one cared until the whole world had to go online. President Joe Biden has repeatedly said that the United States would close the digital divide under his leadership. However, the divide still affects people and communities across the country. The complex and persistent reality is that millions of residents live in digital deserts, and many more face disproportionate difficulties when it comes to getting and staying online, especially people of color, seniors, rural residents, and farmers in remote areas. Economic and health disparities are worsening in rural communities without available internet access. Students living in urban digital deserts with little technology exposure are ill prepared to compete for emerging occupations. Even seniors struggle to navigate the aging process without access to online information and remote care. In this book, Nicol Turner Lee, a leading expert on the American digital divide, uses personal stories from individuals around the country to show how the emerging digital underclass is navigating the spiraling online economy, while sharing their joys and hopes for an equitable and just future. Turner Lee argues that achieving digital equity is crucial for the future of America’s global competitiveness and requires radical responses to offset the unintended consequences of increasing digitization. In the end, Digitally Invisible proposes a pathway to more equitable access to existing and emerging technologies, while encouraging readers to weigh in on this shared goal.
