This paper offers a critical overview of alternative approaches to setting poverty lines. In reviewing the methods found in practice, the paper tries to throw light on, and go some way toward resolving, ongoing debates about poverty measurement, emphasizing those debates which would appear to have greatest bearing on policy discussions.
Book Synopsis Advancing Inclusive Growth in Cambodia by : Mr.Niels-Jakob H Hansen
Download or read book Advancing Inclusive Growth in Cambodia written by Mr.Niels-Jakob H Hansen and published by International Monetary Fund. This book was released on 2019-09-06 with total page 25 pages. Available in PDF, EPUB and Kindle. Book excerpt: We evaluate the impact of fiscal reforms on growth and inequality in Cambodia using a calibrated general equilibrium model with heterogeneous agents (Peralta-Alva et al., 2018). Over the last two decades, Cambodia’s consumption inequality and poverty have declined. However, income inequality is higher, and large gaps remain between urban and rural residents. At the same time, domestic revenue mobilization has improved substantially, but collection of tax revenue is biased towards non-progressive sources. We use the model to evaluate the growth and inequality impact of reforms that increase infrastructure spending by raising (i) VAT, (ii) property tax, or (iii) personal income tax. We find that using property taxes delivers the largest increase in GDP and reduction in inequality. Reaping the gains from property taxation will however require additional investments in tax administration.

Book Synopsis Social Conditions in Sub-Saharan Africa by : R. Carr-Hill
Download or read book Social Conditions in Sub-Saharan Africa written by R. Carr-Hill and published by Springer. This book was released on 1990-11-09 with total page 295 pages. Available in PDF, EPUB and Kindle. Book excerpt: Sub-Saharan Africa is at the centre of the debate about development and about the relationship between prosperity in the North and poverty in the South. However, the data base for much of the argument is very weak. The purpose of this book is to present an up-to-date picture based on a critical evaluation of several hundred studies. Separate chapters consider food, fuel and water, health and education, and then three cross-cutting issues: urbanisation, women and human rights. The uniqueness of the book is not only in the care with which the data is examined but also in the emphasis upon interpreting data within a framework oriented towards the monitoring of the satisfaction of basic human needs.

Book Synopsis Farewell to Farms by : Deborah Fahy Bryceson
Download or read book Farewell to Farms written by Deborah Fahy Bryceson and published by Routledge. This book was released on 2019-05-23 with total page 233 pages. Available in PDF, EPUB and Kindle. Book excerpt: First published in 1997, this volume asks whether Africa’s future is necessarily rooted in peasant agriculture. The title of this book, Farewell to Farms, is deliberately intended to challenge the widely held view that Africa is the world’s reserve for peasant farming. African rural populations are themselves moving away from a reliance on agriculture. ‘De-agrarianisation’ takes the form of urban migration as well as the expansion of non-agricultural activities in rural areas providing new income sources, occupations and social identities for rural dwellers. Using recent continent-wide case study evidence, the authors assess the impact of de-agrarianisation on household welfare, business performance and national development. Their findings, which reveal new economic trajectories and social patterns emerging from a period of accelerated change, call into question assumptions about Africa’s future place in the world division of labour.
Book Synopsis Economic and Demographic Change in Africa by : Archie Mafeje
Download or read book Economic and Demographic Change in Africa written by Archie Mafeje and published by Oxford University Press, USA. This book was released on 1995 with total page 194 pages. Available in PDF, EPUB and Kindle. Book excerpt: The interaction between demography and the economy has been at the centre of the debate on the performance of African economics in recent years. Africa has in the past decade or so shown some of the highest population growth rates in the world, at a time when the economic crisis has becomedeeper and deeper. One school of thought blames the present economic crisis on radid population growth, another regards this growth as a stimulus to economic development. What emerges from this volume is that the quality of African labour is certainly a barrier to rapid economic growth. The rateof increase in the skill endowment of African labour is accordingly seen as both a constrain and a potential source for accelerated development in the future.
