Book excerpt: "Dabalen, Paternostro, and Pierre investigate the differences in outcomes (earnings and consumption) between individuals (households) who participate in the nonfarm sector and those who do not. They use propensity score matching methods where they create appropriate comparison groups of individuals and households. First the authors find that nonfarm self-employed individuals in rural Rwanda have significantly higher earnings than farm workers and nonfarm formal employees. Second, they show that the benefits to nonfarm self-employment are much higher among the nonpoor than among the poor. Third, the authors show that diversified households-- those with a farm and a nonfarm enterprise-- are less likely to be poor. Finally, farm households who do not participate in the market have significantly lower consumption levels than households that do. However, the benefits to market participation appear to matter less for the poor than for the nonpoor. The authors find little difference in expenditures between market participants and nonmarket participants for comparable households in the bottom 40 percent of the expenditure distribution. Book excerpt: This paper empirically investigates the role of off-farm and non-agricultural activities in Myanmar’s rural sector, based primarily on the nationally representative MLCS 2016/17. We find evidence of extensive diversification: rural households are generating about 25 percent of their income on the farm; the remaining income comes from wage labor (34 percent), non-agricultural businesses (27 percent), and about 15 percent from passive sources (remittances and others). More than half of rural households engage in non-farm activities. Despite this large participation, the non-farm sector is informal and has yet to reach its full job-creating potential. Diversification is broad-reaching, and prevalent at all levels of income; however, wealthier households participate more heavily in the non-farm sector. Land constraints, household size, education levels, and gender all appear correlated with households’ propensity to diversify. Since the start of the twin crises, we continue to see significant diversification in rural incomes and all sectors – farm and non-farm – suffering very similar income shocks.

Robust economic growth in large parts of the region has created better jobs -- those that pay higher wages for wage workers and reduce poverty for the self-employed, the largest segment of the regions employed. Going forward, South Asia faces the enormous challenge of absorbing 1 to 1.2 million entrants to the labor force every month for the next two decades at rising levels of productivity. This calls for an agenda that cuts across sectors and includes improving the reliability of electricity supply for firms in both urban and rural settings, dealing decisively with issues of governance and corruption, making access to land easier for urban informal firms and strengthening transport links between rural firms and their markets. The continuance of high economic growth to help improve job quality is not assured. But the regions demography can provide a favorable tailwind.
