Book excerpt: For America’s rural and suburban areas, new challenges demand new solutions. Author Randall Arendt meets them in an entirely new edition of Rural by Design. When this planning classic first appeared 20 years ago, it showed how creative, practical land-use planning can preserve open space and keep community character intact. The second edition shifts the focus toward infilling neighborhoods, strengthening town centers, and moving development closer to schools, shops, and jobs. New chapters cover form-based codes, visioning, sustainability, low-impact development, green infrastructure, and more, while 70 case studies show how these ideas play out in the real world. Readers —rural or not—will find practical advice about planning for the way we live now.

Available in PDF, EPUB and Kindle. Book excerpt: Suburban sprawl has been the prevailing feature—and double-edged sword—of metropolitan America's growth and development since 1945. The construction of homes, businesses, and highways that were signs of the nation's economic prosperity also eroded the presence of agriculture and polluted the environment. This in turn provoked fierce activism from an array of local, state, and national environmental groups seeking to influence planning and policy. Many places can lay claim to these twin legacies of sprawl and the attendant efforts to curb its impact, but, according to John H. Spiers, metropolitan Washington, D.C., in particular, laid the foundations for a smart growth movement that blossomed in the late twentieth century. In Smarter Growth, Spiers argues that civic and social activists played a key role in pushing state and local officials to address the environmental and fiscal costs of growth. Drawing on case studies including the Potomac River's cleanup, local development projects, and agricultural preservation, he identifies two periods of heightened environmental consciousness in the early to mid-1970s and the late 1990s that resulted in stronger development regulations and land preservation across much of metropolitan Washington. Smarter Growth offers a fresh understanding of environmental politics in metropolitan America, giving careful attention to the differences between rural, suburban, and urban communities and demonstrating how public officials and their constituents engaged in an ongoing dialogue that positioned environmental protection as an increasingly important facet of metropolitan development over the past four decades. It reveals that federal policies were only one part of a larger decision-making process—and not always for the benefit of the environment. Finally, it underscores the continued importance of grassroots activists for pursuing growth that is environmentally, fiscally, and socially equitable—in a word, smarter.

Book excerpt: This manuscript focuses on the development of hybrid city-country (penurban) landscapes around large urban areas which mesh stylized countryside with functional links to the cities. These landscapes are central to American mindsets as they combine the dreams, expectations, and experiences of the nation in expressive cultural landscapes. An interpretive-analytical methodology is used in this single-authored, multidisciplinary work which draws on insights from history, American Studies, social sciences, urban studies, and environmental studies, and cultural studies in order to portray lifestyle and settlement phenomena overlooked by single disciplinary fields. Telling the story of how penurban landscapes emerged, the work blends original research with a re-reading of existing work to understand developing lifestyle and settlement patterns. The book aims at readers in history, urban studies, environmental studies, consumerism and American Studies.

Available in PDF, EPUB and Kindle. Book excerpt: Nature-Friendly Communities presents an authoritative and readable overview of the successful approaches to protecting biodiversity and natural areas in America's growing communities. Addressing the crucial issues of sprawl, open space, and political realities, Chris Duerksen and Cara Snyder explain the most effective steps that communities can take to protect nature. The book: documents the broad range of benefits, including economic impacts, resulting from comprehensive biodiversity protection efforts; identifies and disseminates information on replicable best community practices; establishes benchmarks for evaluating community biodiversity protection programs. Nine comprehensive case studies of communities explain how nature protection programs have been implemented. From Austin and Baltimore to Tucson and Minneapolis, the authors explore how different cities and counties have taken bold steps to successfully protect natural areas. Examining program structure and administration, land acquisition strategies and sources of funding, habitat restoration programs, social impacts, education efforts, and overall results, these case studies lay out perfect examples that other communities can easily follow. Among the case study sites are Sanibel Island, Florida; Austin, Texas; Baltimore County, Maryland; Charlotte Harbor, Florida; and Teton County, Wyoming. Nature-Friendly Communities offers a useful overview of the increasing number of communities that have established successful nature protection programs and the significant benefits those programs provide. It is an important new work for public officials, community activists, and anyone concerned with understanding or implementing local or regional biodiversity protection efforts.

Book excerpt: There are specific topics which, in microcosm, bring together many of the strands of a whole society. The pressures at work in responding to the problems involved in these topics both in implementing and retarding their resolution, provide a unique insight into the strains of our time. In many ways, the subject of growth controls is a prime exemplar of this species. Grouped under this rubric are all the environmental concerns which are increasingly prominent: the natural limits of land-holding capacity, the trade-offs between intensive land use, and the physical limitations of earth and space. But these elements, while far from being defined, are much more finite than the particulars at the other end of the spectrum that of the character and individual substance and way of life, which revolve around the level of intensity of land use. For example, as we near the end of the twentieth century, an increasing demand is heard for a return to the simpler, more bucolic environment. Just as the suburb replaced the city as the prime location so the suburb in turn finds it very difficult to compete against the lures of the countryside. The drive towards exurbia, and with is greater levels of decentralization, and with it greater levels of decentralization becomes a dominant theme, at least for the affluent. All these and many other elements are at work within the simple title of Growth Management.
