Book excerpt: Over the past two decades economic growth in Thailand has proceeded at a high rate, with agriculture continuing to play an important role in the growth process. Non-farm activities have become a major source of income and employment for rural households. The present study has been undertaken to establish the factors explaining the growth in rural non-farm employment and its dependence on agricultural growth, the resulting benefits, and measures to accelerate growth and thereby alleviate rural poverty. The major conclusions are: (1) growth of rural non-farm employment is predominantly linked to agricultural growth; (2) little scope exists for direct measures to generate more rural non-farm employment; (3) judicious investments in physical and social infrastructure should be designed for rural poverty pockets; and (4) the anti-rural bias of agricultural price policies and industrial protection policies have not been offset by specific agricutural or nonagricultural programs in rural areas, distortions to which the primacy of Bangkok must be attributed. Statistical tables are included.

Book excerpt: Despite rapid industrialization in Thailand, the contribution of agriculture to GDP remains unusually high. The share of agricultural employment in total employment has also remained high, relative to the country's income level, as has the share of the rural population relative to the total population. Agribusiness has grown significantly, and there has been a rise in the number of large and strongly financed commercial farms that are less labour intensive. Contract farming has also been developing. The introduction of a rice premium by the government obstructed the modernization of the agricultural rice sector and caused the rice share in GDP to steadily decline, while that for upland crops such as cassava, maize, sugarcane, and oil palm increased. However, rice remains the most important crop. The high proportion of the population still living in rural areas and working in the agricultural sector attests to the resilience of that sector in the face of industrialization.

The empirical analysis of single household income data shows that, surprisingly, income is not determined by factors like the size of holding, regional location or farm type. Only land productivity and off-farm income are found to strongly determine the household's economic position. Based on this result, the study analyses and discusses selected policy measures that would positively influence these two factors. This study concludes that the more these policies are integrated into a consistent and comprehensive 'equity cum growth' development strategy, the more likely they are to further growth and distribution at the same time.
