Book excerpt: The unknown history of economic conservatism in India after independence Neoliberalism is routinely characterized as an antidemocratic, expert-driven project aimed at insulating markets from politics, devised in the North Atlantic and projected on the rest of the world. Revising this understanding, Toward a Free Economy shows how economic conservatism emerged and was disseminated in a postcolonial society consistent with the logic of democracy. Twelve years after the British left India, a Swatantra (“Freedom”) Party came to life. It encouraged Indians to break with the Indian National Congress Party, which spearheaded the anticolonial nationalist movement and now dominated Indian democracy. Rejecting Congress’s heavy-industrial developmental state and the accompanying rhetoric of socialism, Swatantra promised “free economy” through its project of opposition politics. As it circulated across various genres, “free economy” took on meanings that varied by region and language, caste and class, and won diverse advocates. These articulations, informed by but distinct from neoliberalism, came chiefly from communities in southern and western India as they embraced new forms of entrepreneurial activity. At their core, they connoted anticommunism, unfettered private economic activity, decentralized development, and the defense of private property. Opposition politics encompassed ideas and practice. Swatantra’s leaders imagined a conservative alternative to a progressive dominant party in a two-party system. They communicated ideas and mobilized people around such issues as inflation, taxation, and property. And they made creative use of India’s institutions to bring checks and balances to the political system. Democracy’s persistence in India is uncommon among postcolonial societies. By excavating a perspective of how Indians made and understood their own democracy and economy, Aditya Balasubramanian broadens our picture of neoliberalism, democracy, and the postcolonial world.

Vinayak Chaturvedi's analysis provides an important intervention in the social and cultural history of India by examining the nature of peasant discourses and practices during the nineteenth and twentieth centuries. Through rigorous archival study and fieldwork, Chaturvedi shows that peasants in Gujarat were active in the production and circulation of political ideas, establishing critiques of the state and society while promoting complex understandings of political community. By turning to the heartland of M.K. Gandhi's support, Chaturvedi shows that the vast majority of peasants were opposed to nationalism in the early decades of the twentieth century. He argues that nationalists in Gujarat established power through the use of coercion and violence, as they imagined a nation in which they could dominate social relations. Chaturvedi suggests that this littletold story is necessary to understand not only anticolonial nationalism but the direction of postcolonial nationalism as well.

Regulatory efforts were part of a modernizing project seeking to produce alignments between British and Indian business procedures, and to create the financial basis for incipient industrialization in India. For vast sections of Indian society, however, they pushed credit/debt relations into the realm of extra-legality, while the new, regulated agents of finance remained incapable (and unwilling) of serving their needs. Combining historical and ethnographic approaches, the book questions underlying assumptions of modernization in finance that continue to prevail in postcolonial India, and delineates the socioeconomic responses they produced, and studies the reputational economies of debt that have emerged instead – extra-legal markets embedded into communication flows on trust and reputation that have turned out to be significantly more exploitative than their colonial predecessors.

Yet underlying much of this literature is the assumption that peasants simply existed everywhere, a general if not generic group, traced backward from modernity to antiquity. Focused on the transformation of Panjab during the nineteenth and early twentieth centuries, this book accounts for the colonial origins of global capitalism through a radical history of the concept of "the peasant," demonstrating how seemingly fixed hierarchies were in fact produced, legitimized, and challenged within the preeminent agricultural region of South Asia. Navyug Gill uncovers how and why British officials and ascendant Panjabis disrupted existing forms of identity and occupation to generate a new agrarian order in the countryside. The notion of the hereditary caste peasant engaged in timeless cultivation thus emerged, paradoxically, as a result of a dramatic series of conceptual, juridical, and monetary divisions. Far from archaic relics, this book ultimately reveals both the landowning peasant and landless laborer to be novel political subjects forged through the encounter between colonialism and struggles over culture and capital within Panjabi society. Questions of progress, exploitation and knowledge come to animate the vernacular operations of power. With this history, Gill brings difference and contingency to understandings of the global past in order to re-think the itinerary of comparative political economy as well as alternative possibilities for emancipatory futures.
