Book excerpt: The subjects inquired into by Canadian federal royal commissions have ranged over such a wide field that the reports and special studies prepared by the 400 commissions since Confederation have become an essential part of any research in Canadian studies. In many cases the special studies which are always prepared by the best experts available stand as the most important works ever to appear on a given subject. For example, the studies used by the Royal Commission on Dominion-Provincial Relations (1937-1940) are still used as required reading in both graduate and undergraduate university courses almost thirty years later. In the author's work as Government Documents Librarian, he witnesses the daily use of royal commission material. The importance attached to royal commission documents and the considerable difficulty in locating many of the earlier reports let Henderson to undertake the compilation of this checklist four years ago.

Available in PDF, EPUB and Kindle. Book excerpt: The increased participation of women in the labour force was one of the most significant changes to Canadian social life during the quarter century after the close of the Second World War. Transforming Labour offers one of the first critical assessments of women's paid labour in this era, a period when more and more women, particularly those with families, were going 'out to work'. Using case studies from across Canada, Joan Sangster explores a range of themes, including women's experiences within unions, Aboriginal women's changing patterns of work, and the challenges faced by immigrant women. By charting women's own efforts to ameliorate their work lives as well as factors that re-shaped the labour force, Sangster challenges the commonplace perception of this era as one of conformity, domesticity for women, and feminist inactivity. Working women's collective grievances fuelled their desire for change, culminating in challenges to the status quo in the 1960s, when they voiced their discontent, calling for a new world of work and better opportunities for themselves and their daughters.

Book excerpt: The Private Planning Association of Canada initiated the Atlantic Economic Studies Program to study the implications for Canada of trade liberalization and closer economic integration among the nations bordering the North Atlantic. Over twenty studies by leading economists, which point out the significance of international trade for the structure and growth of the Canadian economy, have been published in a series of thirteen volumes. This is the last in the series, and it summarizes the conclusions expressed in the previous studies in chapters dealing with such topics as the growth of world markets and changing trade patterns, free trade alternatives for Canada, and the structure of the Canadian economy.

Book excerpt: This study is the first major attempt to estimate what would happen in Canada if all trade restrictions between that country and the United States were removed. Refuting a number of generally held assumptions, the authors' findings indicate that Canadian industries would benefit substantially, provided that they seized the opportunities to reorganize for the large North American market. The authors then explore resulting general equilibrium pressures on wages and exchange and continue with an analysis of the historical effects of protection on Canada.

Available in PDF, EPUB and Kindle. Book excerpt: Milton Moore, who calls this inquiry into an effective Canadian competition policy "a polite polemic," challenges the assumptions upon which combines legislation is based and questions the manner in which free enterprise operates in Canada. He addresses himself, not to the academic economist, but to the general public. Because realism and relevance inform his thinking, businessmen will recognize the world of business he describes as the one they inhabit. The author's basic premise is that the consumer is entitled to commodities and services at a price equal to the lowest attainable cost. But as industry is now organized, there is a gross waste of resources, and if the usual solution advocated for this problem (free trade in manufactured products with the United States) were to be effected, most of what remains of our economic independence would be lost. Professor Moore makes some radical proposals on the subject, notably the subordination of tariff policy to competition policy and the removal of the firm's right of refusal to sell, both to a degree not previously suggested. The work is infused with his view that the public good takes precedence over the right of the individual to pursue his economic self-interest. "Unless politically courageous decisions are made," he warns, "... our competition policy will continue to be the charade that it now is."

Book excerpt: Canada is the largest trading partner of the United States, and the two governments have begun negotiations for a free trade agreement which would tie their relationship even closer. This study analyzes the difficult problems that must be addressed in the negotiations - including quite different perceptions in the two countries of what constitutes fair trade. It suggests several possible ways of reducing differences over subsidies and countervailing duties. It also addresses the exchange rate relationship between the two dollars, and how this affects the trade outlook. An appendix by John Williamson calculated a fundamental equilibrium exhange rate for the Canadian dollar.
