Book excerpt: For the time being, public management reform represents the concern of most states, no matter their development level, geographical and strategic position, membership to various supranational structures or political and social organisation systems. This process represents the topic of several papers and publications of outstanding international scientists or specialized structures of international organizations, such as OECD. In the EU Member States or acceding states, an argument for public management reform consists also in the need to bring into line with the national and regional administrations and even European administration. In the reform process, the most visible actors are the public authorities and institutions as well as the academic environment, which at national, regional or European level has structured own levers and mechanisms for debate and action concerning the reform mentioned. In line with the above efforts, it is worth to mention the activity of the European Group for Public Administration (EGPA), the Network of Institutes and Schools of Public Administration in Central and Eastern Europe (NISPAcee), International Institute of Administrative Sciences (IIAS), European Public Law Organization (EPLO), European Institute of Public Administration (EIPA) etc. In this respect, I have oriented my own preoccupations of analysis and research, expressed in theoretical and empirical studies, accepted with interest in prestigious regional, European or Trans-Atlantic scientific events. In the actual context of developing administrative sciences in Romania, I consider that a synthesis of the main themes and outcomes is useful. They benefited of national and international recognition, being accepted at specialised events, being published or quoted. The contents of the current volumes focus on two important fields of research in administrative sciences: fundamental issues and developments of public administration and services, on one hand, and civil service, on the other hand. Within this broad topic, several chapters aim and present relevant, conceptual and empirical issues of the fundamental processes in national and European administration, i.e. decentralisation, setting up and asserting the European Administrative Space or regional cooperation. Romanian experiments and practices for representing the local interests in the governmental decision-making process, partnership and local governance or universal services are in line with the European trends for developing the public services. In fact, Europeanization of national public administrations represents the outcome and the engine of changes in Romanian public management in the context of the European integration. The first volume concludes with a broad comparative study concerning Romanian and Japanese public management. Result of a Foreign Visiting Professor programme at the National Institute of Multimedia Education, Japan, the study reveals the core values deriving from the culture and social organisation of two peoples with distinct history and development, that unify and separate the national public administration systems. The conclusions of the first volume are formulated in most studies. They are shaping Romanian public administration as a developing system, open and convergent towards the European values characterising the whole European integration process. The second volume focuses on civil servants career and training. The Europeanization process, the curricular harmonization of the content and organisation of higher education in the area of administrative sciences are analysed in view of the principles of European Higher Education Area. Basically, the studies describe a new for researching and method evaluating the contents of the Bachelor and Master programmes according to a set of principles, promoted by the European bodies, such as the European Association for Public Administration Accreditation (EAPAA). The studies represent an extension towards the pillars of a European dialogue concerning in-service training and the impact of new technologies in public organisations. Important experiences in management and training of Romanian civil service are approached in the context of promoting meritocratic criteria or developing the democratic mechanism, supporting the Romanian public management reform. Of course, only reading these lines, a concrete and detailed idea about the current paper could not be formulated. For those interested, it will be a major effort to cover all the topics presented. Every topic is subject to appreciations and critics, representing the pillar of new developments. In fact, it represents one of the aims for my approach. The other aims are focused on re-launching the professional and scientific dialogue in specialised academia on the coordinates of research in the field of public management, accepted at European level, ensuring an enhanced internal, national and European visibility for the contributions of the Romanian public management school.

Its objectives require a corps of professional civil servants, career civil servants, with adequate training, able to achieve a new interface within the relations with the citizen. From this perspective, the preoccupations of training a new category of leaders for the Romanian public sector have been expressed by through creation of a specific category, called public managers. Book excerpt: This paper presents a number of issues related to the mobility of civil servants and to the politicizing the civil service in Romania in the period 2000-2010. Analysis of the politicization phenomenon has allowed identification of three stages: 2000-2004, 2005-2008 and 2009-present. Application of legislation within the civil service has allowed a considerable increase of the stability level. Professionalization of the prefect function did not generate a considerable increase in its level of stability. Lately it is noted an increased dependency of the public function to the political system, through legislative changes initiated at the government level. In this paper, using qualitative and quantitative methods, a number of issues related to mobility of civil servants and to the politicization of civil service are highlighted. For this study, there were used data sets from a sample of civil servants form the public administration. Civil servants' oppinion is totally unfavorable to the process of politicizing the public administration.

Reform is considered as a fundamental part of a national effort to improve efficiency as diverse as Greece (Michalopoulos, 2003), increasing the competence and effectiveness of public administration, increasing the expertise, professionalism, knowledge and transparency (Slovenia, Romania, Bulgaria, Croatia). The year 1990 represented the start of founding the decentralised system, marked by legislative, institutional, political, economic reforms. The states analysed have represented the arena of the reforms in the administrative and judicial systems, some states have been interested to continue their preoccupations in view to implement the Community legislation into their domestic legislation, as well as to review and adapt to the specific European developments and requirements, while other states have been interested in the progress process in view of accession (Croatia) or in adopting a collection of laws, strategies and action plans for becoming EU and NATO members. The public administrations in the South-Eastern Europe area are subjected to a reform process according to the requirements of the integration process in the EU structures (Andrei, Matei, Rosca, 2008). The process is defined as an ensemble of reform measures at the level of civil service, local government and achievement of decentralization. Moreover, on the South Eastern European states, as well as on other countries, the economic and financial crisis exerts pressures influencing the mechanisms of the relationship between the two political and administrative levels, in all cases with implications related to financial constraints and effects on public service. The reforms of state administration started some time before countries’ accession to the EU (Bulgaria, Romania, Slovenia). The accession criteria of Copenhagen (1993), Madrid (1995) and Luxembourg impose to the candidate states conditionalities on guaranteeing democracy, rule of law, human rights, protection of minorities, economic conditionalities – functional market economy, political conditionalities – adherence to the objectives of the political, economic, monetary Union of the EU, resulted from the membership obligations.[...]

Book excerpt: Abstract: Romania's society has experienced radical political, social and economic changes since the fall of Ceausescu's dictatorial regime in 1989, concurrent with the collapse of the Soviet Union. This research delves into the causes of changes in Romania's bureaucracy that are both internal and EU-membership-induced, and thus external to Romania, and assesses the extent to which it has experienced the consequent changes in its quality of governance. Of special interest are the causes of inter-ministerial variation in civil service reform, as captured by EU-membership conditionality, political partisanship, and the initial characteristics of the specific ministry. The Ministries of Foreign Affairs; Education, Research and Youth; European Integration; and Agriculture and Rural Development are exhaustively examined from this perspective. Conclusions are deduced regarding the consequent improvement, or lack thereof, in the quality of governance in Romania. The primary causal finding is that in Romania initial characteristics mattered for civil service reform legislation, but not for its implementation. More specifically, the more decentralized the ministry was, the lesser was the extent of realized reform. Additionally, the greater the personnel-turnover rate, the more pronounced was the implementation of reform. Also, a higher extent of external intervention, particularly in terms of EU invasiveness, taking the form of supply of EU funds, technocratic personnel, and supervision, led to the realization of more ministerial reform. As for political partisanship, which is a country-wide issue that potentially affects all ministries, a cross-country comparison between Bulgaria and Romania revealed that the type of party in power, whether post-communist or liberal, is a significant determinant of when the reform law was adopted, but had little impact on its implementation. The prediction, based on the theoretical model, that the Ministry of Education and Agriculture should realize the least improvement in the quality of governance, whereas Foreign Affairs and European Integration should realize the most, concurs with the observed facts of relative implementation success in the different ministries.
