Book excerpt: For the time being, public management reform represents the concern of most states, no matter their development level, geographical and strategic position, membership to various supranational structures or political and social organisation systems. This process represents the topic of several papers and publications of outstanding international scientists or specialized structures of international organizations, such as OECD. In the EU Member States or acceding states, an argument for public management reform consists also in the need to bring into line with the national and regional administrations and even European administration. In the reform process, the most visible actors are the public authorities and institutions as well as the academic environment, which at national, regional or European level has structured own levers and mechanisms for debate and action concerning the reform mentioned. In line with the above efforts, it is worth to mention the activity of the European Group for Public Administration (EGPA), the Network of Institutes and Schools of Public Administration in Central and Eastern Europe (NISPAcee), International Institute of Administrative Sciences (IIAS), European Public Law Organization (EPLO), European Institute of Public Administration (EIPA) etc. In this respect, I have oriented my own preoccupations of analysis and research, expressed in theoretical and empirical studies, accepted with interest in prestigious regional, European or Trans-Atlantic scientific events. In the actual context of developing administrative sciences in Romania, I consider that a synthesis of the main themes and outcomes is useful. They benefited of national and international recognition, being accepted at specialised events, being published or quoted. The contents of the current volumes focus on two important fields of research in administrative sciences: fundamental issues and developments of public administration and services, on one hand, and civil service, on the other hand. Within this broad topic, several chapters aim and present relevant, conceptual and empirical issues of the fundamental processes in national and European administration, i.e. decentralisation, setting up and asserting the European Administrative Space or regional cooperation. Romanian experiments and practices for representing the local interests in the governmental decision-making process, partnership and local governance or universal services are in line with the European trends for developing the public services. In fact, Europeanization of national public administrations represents the outcome and the engine of changes in Romanian public management in the context of the European integration. The first volume concludes with a broad comparative study concerning Romanian and Japanese public management. Result of a Foreign Visiting Professorâ programme at the National Institute of Multimedia Education, Japan, the study reveals the core values deriving from the culture and social organisation of two peoples with distinct history and development, that unify and separate the national public administration systems. The conclusions of the first volume are formulated in most studies. They are shaping Romanian public administration as a developing system, open and convergent towards the European values characterising the whole European integration process. The second volume focuses on civil servants' career and training. The Europeanization process, the curricular harmonization of the content and organisation of higher education in the area of administrative sciences are analysed in view of the principles of European Higher Education Area. Basically, the studies describe a new for researching and method evaluating the contents of the Bachelor and Master programmes according to a set of principles, promoted by the European bodies, such as the European Association for Public Administration Accreditation (EAPAA). The studies represent an extension towards the pillars of a European dialogue concerning in-service training and the impact of new technologies in public organisations. Important experiences in management and training of Romanian civil service are approached in the context of promoting meritocratic criteria or developing the democratic mechanism, supporting the Romanian public management reform. Of course, only reading these lines, a concrete and detailed idea about the current paper could not be formulated. For those interested, it will be a major effort to cover all the topics presented. Every topic is subject to appreciations and critics, representing the pillar of new developments. In fact, it represents one of the aims for my approach. The other aims are focused on re-launching the professional and scientific dialogue in specialised academia on the coordinates of research in the field of public management, accepted at European level, ensuring an enhanced internal, national and European visibility for the contributions of the Romanian public management school.

At the starting point of its reform program, however, Romania was in a deep economic and institutional crisis and had no experience in even modest attempts to reform its economy. Book excerpt: The strategies of sustainable development emphasize the interdependence between the local and the global, between the already developed countries and the ones following this course, underlining the necessity of cooperation within economical, social and environmental sections. Since the overthrow of the Communist regime at the start of the last decade, Romania has had the objective of joining the European Union for both political and economic reasons as well as membership of NATO. However, well before this, Romania was the first country of Central and Eastern Europe to have official relations with the European Community. There is a need for clearer authority and responsibility across the public administration which should perhaps start with a clearer strategy and set of principles for sharing authority, responsibility and accountability across the different organisations and levels of government.

Book excerpt: New Public Management and the Reform of Education addresses complex and dynamic changes to public services by focusing on new public management as a major shaper and influencer of educational reforms within, between and across European nation states and policy actors. The contributions to the book are diverse and illustrate the impact of NPM locally but also the interplay between local and European policy spheres. The book offers: A critical overview of NPM through an analysis of debates, projects and policy actors A detailed examination of NPM within 10 nation states in Europe A robust engagement with the national and European features of NPM as a policy strategy The book actively contributes to debates and analysis within critical policy studies about the impact and resilience of NPM, and how through a study of educational reforms in a range of political systems with different traditions and purposes a more nuanced and complex picture of NPM can be built. As such the book not only speaks to educational researchers and professionals within Europe but also to policymakers, and can inform wider education and policy communities internationally.

Book excerpt: The Romanian public administration reform is on the working agenda of the governments since more than a decade and a half. Its objectives require a corps of professional civil servants, career civil servants, with adequate training, able to achieve a new interface within the relations with the citizen. From this perspective, the preoccupations of training a new category of leaders for the Romanian public sector have been expressed by through creation of a specific category, called public managers. The concept is based on the experiences gained up to the present by many European countries (U.K.) or on the American model and the recent experiments of the new EU Member States, such as Poland or Hungary. The paper approaches, on one hand, the responsibilities of the actors-trainers in the area of the Romanian leaders for the public sector, based on a SWOT analysis of human resources from public administration, and on the other hand, the activities of training the public managers in Romania, presenting YPS (Young Professional Scheme) experiment.

Available in PDF, EPUB and Kindle. Book excerpt: This volume examines corruption and provides tools and that can be utilized to combat it and encourage development. Using Romania as a case study, the authors argue that corruption can be reduced via institutional reforms and effective civic education. Describing various causes and types of corruption, the authors explore the causes and influences that result in corruption and the current political and bureaucratic practices that inhibit social, political or economic reform. The nations of Europe, including Romania, have different civil traditions varying in their intensity, cultural heritage, scope of activity, religious or non-religious affiliation, among other factors. Western Europe has experienced over a century of modern government involvement crowding out the efforts of traditional civil society, while Romania, along with the other Eastern nations of the former Soviet bloc, experienced almost a half-century of systematic efforts by communist regimes to eradicate and control all spheres of voluntary, nongovernmental civil life. Moreover, the inexperience and immaturity of Romanian society in the early transition period after communism, particularly its so-called “entrepreneurial class,” have discredited and abused the concept of civil society, utilizing it solely for tax benefits and selfish purposes. Having had to learn the hard way about some of the key aspects of public administration often taken for granted in other countries more experienced in democratic participation, Romania has most recently made significant progress toward overcoming corruption and implementing reforms and policies that will allow it to participate more fully in the global arena.

Political and managerial change has re-defined roles and relationships and how their public sectors function. Often this occurs in comparable ways because of a common administrative tradition, but choices made in different country contexts also produce divergent outcomes. In analysing the results and implications of reform, fundamental issues of and tensions in public administration and management are addressed.

Book excerpt: As the economic crisis is further building the administrative burden of the Romanian public administration, the legislation is constantly reshaped in order to counteract the obstacles the crisis imposes. In order to counteract the effects of the economic crisis, the Romanian public administration has undergone a series of reforms that aimed at administrative simplification, normative simplification and reducing the public expenditures. The goal of the article is to uncover and analyze the courses of action proclaimed or adopted by Romania in the light of legislative simplification. Based on relevant literature, the parameters of empiric analysis are identified and used to acknowledge the types of measures adopted. These elements of change are depicted from relevant official documents of political or juridical power. The conclusion of the article represents an assessment of the legislative measures undertaken and points out the general action plan of the Romanian public administration.
