Book excerpt: As a result of migration, more than 25% of Romanian L1 speakers live outside of Romania and Moldova - mostly in other European countries, but also in America and Australia. In the meantime, many second-generation speakers have become part of this group. The situation has resulted in various different constellations of language contact, both within the group of Romance languages and amongst typologically different and unrelated languages. Despite the fact that these contact scenarios present a wide range of research perspectives, there have been hardly any studies on Romanian as a language of migrants up until now. The volume Romanian in the Context of Migration brings together contributions on the Romanian language in Europe and in North America in the context of current migration linguistics. It includes studies on Romanian in Canada, France, Germany, Italy, Portugal, Slovenia and Spain and on the Romanian of those who return to Romania and Moldova. Über 25 % der Sprecher mit Rumänisch als L1 leben heute - infolge der Migration - außerhalb von Rumänien und der Republik Moldau, zumeist in anderen Ländern Europas, aber auch in Amerika und Australien. Inzwischen sind zahlreiche Vertreter der 2. Generation hinzugekommen. Aus dieser Situation ergeben sich unterschiedliche Konstellationen von Sprachkontakt, sowohl innerromanisch als auch mit typologisch verschiedenen und nicht verwandten Sprachen. All diese Kontaktszenarien eröffnen vielfältige Forschungsperspektiven. Dennoch gibt es bislang kaum Untersuchungen zum Rumänischen als Sprache von Migrantinnen und Migranten. Der Sammelband Romanian in the Context of Migration vereint Beiträge zum Rumänischen in Europa und Nordamerika im Kontext der aktuellen Migrationslinguistik. Er umfasst Studien zum Rumänischen in Deutschland, Frankreich, Italien, Kanada, Portugal, Slowenien und Spanien und zum Rumänischen der Rückkehrer.

Following the liberalization of border controls and the massive economic and political changes in Eastern Europe, human mobility has increased and is becoming a permanent feature of post-Cold War Europe. The arrival of many Eastern Europeans, with Romanians being the largest migrant group, has produced public concerns on immigration in some West European countries. This is particularly the case in Italy, where Romanian irregular migrants are often stigmatized as poor troublemakers by authorities and the mass media. This book challenges such commonly-held assumptions that artificially divide migrants into categories of wished and unwished immigrants—winners and losers of international migration. This book compares two migrant groups. The first is composed of ethnic Germans who migrated legally from Timisoara, Romania, to Nuremberg, Germany. The second is made up of those who migrated irregularly from Borsa, Romania, to Milan, Italy. The analysis highlights a paradoxical situation. Irregular Romanian migrants in Milan had fewer rights and opportunities, yet through migration they gained prestige and came to enjoy a sense of success. Alternately, the Germans who had migrated to Nuremberg, who received more rights and opportunities, perceived that they had suffered a loss of social prestige. The focus on migrants’ social status employed in the book seeks to clarify this puzzle and provide an analytical framework for researching the linkages between the migration and incorporation of Romanians—who are today European citizens—and European states’ migration policies and migrant transnationalism.

Book excerpt: The change in Romanian political regime in 1989 has lifted the barriers for population circulation and mobility that were further more amplified in 2002 by the liberalization of Romanians' circulation in the Schengen space. In such context, the aim of this paper is to analyze to what extent Romania's accession to the EU in 2007 has added new features to the Romanian migration phenomenon. Therefore, the paper describes characteristics of Romanian labor migration and its labor market outcomes in the context of the EU second enlargement, covering the recent trends and characteristics, as well as the effects on the receiving and origin countries.The restructuring process that accompanied a painful economic transition created severe disequilibria on the labor market, generating a crisis that remains ongoing. From this perspective, migration was and still is the population's response to this crisis and at the same time reduces the unemployment pressure on the Romanian government. Furthermore, in the new context of financial European crisis, the migration outflows didn't reverse and most migrants prefer to develop adjustment strategies in their destination countries. Romania's accession to the EU in 2007 did not generally change the previous characteristics of Romanian migration. However, one of the key features of Romanian migration would be the new wave of the labor mobility of professionals with impacts upon Romanian economy and society.

After the Romania's adhesion to the European Union, the need for an increased productivity, the lack of capital, the competition on the EU market and the low wages have concurred to the intensification of the migration process of the labour force, especially to the West European countries. As example, from over two millions of Romanians working abroad (almost 10 % from total population), 40% have chosen to work in Italy, 18% in Spain, 5% in Germany. In this context, the questions that appear refer to the following issues: Does a real possibility exist for the emigrants to join the active population of the destination country and being employed according to their competences? How many Romanians citizens continue to stay in a foreign country if their job is not proper with their professional skills? Which countries in European Union apply discrimination on its labour market? Do European Countries usually admit Romanian employees temporarily and expect them to leave in short time if they can't find a proper job? Which are the socio-economic effects of labour mobility on the Common Market of EU? Which are the forecasts concerning the labour mobility in the next years? In our paper, we try to answer these questions and we also intend to make a comparative analysis concerning - what we consider - some of the most important challenges occurred in Romania's economy in the context of the mentioned migration process: the adoption of an economic growth model based on the increase of the employed population, the diminution of the discrepancies between our country labour market and the EU target established through Lisbon Strategy, the creation of a new structure of occupation with support in productivity growth and labour price.

Book excerpt: One of the greatest challenges during the enlargement process of the European Union towards the east is how the issue of the Roma or Gypsies is tackled. This ethnic minority group represents a much higher share by numbers, too, in some regions going above 20% of the population. This enormous social and political problem cannot be solved without proper historical studies like this book, the most comprehensive history of Gypsies in Romania. It is based on academic research, synthesizing the entire historical Romanian and foreign literature concerning this topic, and using lot of information from the archives. The main focus is laid on the events of the greatest consequence. Special attention is devoted to aspects linked to the long history of the Gypsies, such as slavery, the process of integration and assimilation into the majority population, as well as the marginalization of Gypsies, which has historic roots. The process of emancipation of Gypsies in the mid-19th century receives due treatment. The deportation of Gypsies to Transnistria during the Antonescu regime, between 1942-1944, is reconstructed in a special chapter. The closing chapters elaborate on the policy toward Gypsies in the decades after the Second World War that explain for the latest developments and for the situation of this population in today's Romania.
