Peter R. Stopher, International Planning Studies In February 2003, the London Congestion Charging Scheme was introduced and in 2006 a similar policy was introduced in Stockholm. In both cases automobile traffic entering the cordon declined by about 20 percent. This book evaluates these and other similar programs exploring their implications for the United States. While there is increasing interest in road pricing in the US in many individual states, the motivation is often highway financing rather than congestion relief. The contributors argue that the prospects for extensive implementation in the US remain uncertain. Nevertheless, this book illustrates that the European experience suggests political feasibility is much less of a hurdle than was once considered and that congestion pricing would have a significant impact in reducing traffic as it did in Europe. This study s value lies in the fact that it examines road pricing in the real world and not simply from a theoretical viewpoint. As a comparative study it will appeal to both policymakers and academics in transportation economics and planning, urban economics, planning and economic geography.

The project ran from November 1997 to March 1998 and was monitored by a steering committee with representatives of the EU-member states. This book is dealing with the calculation of costs for road infrastructure and congestion and the allocation of these costs to vehicle types. It focuses on heavy goods vehicles. Book excerpt: Charging for the use of transport infrastructure has very different traditions in the various modes, reflecting the different nature of their infrastructure (nodal vs. linear), but also different historical traditions of open access, system integration, etc. Since the early 90's various European Commission initiatives took on this issue, looking mainly at the road sector, where many countries had no (direct) access charges. Heavy goods vehicles were systematically identified as the primary targets for a renewed approach to this problem. What seemed an easy catch has proved to be much harder, with the various countries adopting almost exclusively national approaches, and the European institutions unable to drive the process. This book looks at the challenges posed by this objective, recognising that there are multiple objectives for application of road tolls and charges, and discussing the various possible solutions, in the technical, institutional and legal dimensions. The multiplicity of national situations in Europe is put in perspective, the impacts of various charging schemes on regional development and on the environment are estimated, and the recent policy process is analysed, allowing a global view of the remaining difficulties and to make recommendations about the next steps in the process.

In this book an international and interdisciplinary group of scholars from Europe, China, the USA, Russia, and Australia investigate how academic mobility and cooperation is taking shape along the New Silk Road and what difference it will make, if any, in the global higher education landscape. Opening chapters present the global context for the NSR, the development of Chinese universities along international models, and the history and outcomes of EU-China cooperation. Based on fresh archival material, it shows that the western European Left-in particular social democratic parties, trade unions, and to a lesser extent 'Eurocommunist' parties-formulated a project to turn 'capitalist Europe' into a 'workers' Europe'. This project favoured coordinated measures for wealth redistribution, market regulation, a democratisation of the economy and of European institutions, upward harmonisation of social and fiscal systems, more inclusive welfare regimes, guaranteed employment, economic and social planning with greater consideration for the environment, increased public spending to meet collective needs, greater control of capital flows and multinational corporations, a reduction in working time, and a fairer international economic order favouring the global south. During the pivotal years following 1968, deeply marked by labour militancy, new social movements, economic crisis, and the unmaking of the 'postwar compromise', a window of opportunity opened in which European integration could have taken different roads. The defeat of 'social Europe' was a result of a decade-long social conflict which ended with the affirmation of a neoliberal Europe. Investigating this forgotten struggle and the reasons of its defeat can be useful not just to scholars and students eager to understand the historical evolution of European integration, the European Left, and European capitalism, but also to anyone interested in building alternative European and global futures.
