When Edward Heath lost the 1974 General Election, Harold Wilson returned to No. 10 promising a fundamental renegotiation and referendum on EC membership. By the end of the first year of membership, 67% of voters had said ‘yes’ to Europe in the UK’s first-ever national referendum. Examining the relationship between diplomacy and domestic debate, this book explores the continuities between the European policies pursued by Heath and Wilson in this period. The chapters that follow provide the history of the lower end of Orange County, especially the Alexandria Tract, with particular attention to the land in and around Lake of the Woods. My brother asked me, "Why should I care about the Alexandria Tract?" My simple answer was, "Because we are descendants of Alexander Spotswood." He got me to thinking about what motivates anyone to write and especially to research and record one's findings for posterity. When the English settler came to Virginia, he brought his law and his library. The concept of land boundaries and personal ownership were foreign until then, as was the concept of written records. The land records, journals and family records of the five generations of Spotswoods, their relatives and neighbors that lived on and near the Lake of the Woods area have been preserved, but their story has not previously been written. Similarly, the modern pioneers that came in the late 1960s and later to form the community of Lake of the Woods should have their story preserved. Of all the places within a few hours of Washington, D.C., why pick the Wilderness to develop a large lake recreational community? The answer to this question cannot be found in any published history of Orange County. Why would families sell their home of generations including the family cemetery? The simple answer of “for the right price” is not the only explanation.

This book considers from an historical perspective the democratic device that provided the focus for this upheaval. Beginning in the late nineteenth century, it discusses how the idea of using referendums to resolve major political disputes first came onto the agenda, and why. It considers who advocated it, and in what circumstances. The book describes how referendums eventually came into use from the 1970s onwards, and the different patterns in their deployment in the decades that have followed. Major political figures, from Herbert Henry Asquith and Winston Churchill to Clement Attlee, Harold Wilson and Margaret Thatcher; to Tony Blair, David Cameron, and Boris Johnson form part of the story. Governments have come to power and fallen in the context of demands for referendums or the results they produced. The authors provide detailed accounts of each of the 13 major referendums that have taken place. Referendums took place at UK and sub-UK level. They were held on the position of Northern Ireland (1973) and Scotland (2014) within the UK; on devolution to Wales (1979; 1997; 2011) and Scotland (1979; 1979); on the Belfast/Good Friday Agreement (1998); on devolution to London (1998) and North East England (2004); on the parliamentary voting system (2011); and on UK participation in European integration (1975; 1975). The book provides a constitutional and international perspective, and ask how far the original ideas lying behind the referendum were fulfilled in practice.

Book excerpt: Life can be surprising. From this point on my life’s journey, I look back, and it almost seems surreal. As I gaze through that long traveled pathway of time, I can honestly say that had I had a chance at the beginning to glimpse forward to see where this traveled road would take me, I wouldn’t have believed it. And so, this is probably true for a lot of us in my generation. We were born into a time of change, significant change. The kind of change that would set our lives and those of the following generations apart from those of just one generation ahead of us. The previous generations secured our future. They paid for it with their personal sacrifice and unrivaled bravery. That future has also served to make the world a smaller place, whether it be by audio and video communications, computers, or the commonplace of jet travel. As part of this “new” world, I have gone on to see and do things that seemed to be out of reach from that generational point where I entered this life. As I have reached the more “senior” years of my life, I have found the temptation to document a lot of life’s little adventures, or “misadventures” as they may be. I am also responding to those many people who have said “you should write a book”. The technology of today has also made this temptation easy and practical to implement. This book is my first pass at this endeavor, at least in the non-technical realm. The subject matter was an easy choice. The events covered in this book affected many things in many ways. These effects include both future generations and the geographical aspects of the regions involved. More importantly, this story, at least in part, shares common elements with many other people and communities. In some cases, these same things are occurring right now, in probably very similar circumstances. This book just may provide helpful insight to others who now stand where we once stood. Bob Strauss

In 1950, it possessed only one highway, the Gulf Freeway, which ran between Houston and Galveston. Today, Houston and Harris County have more than 1,200 miles of highways, and a third major loop is under construction nearly thirty miles out from the historic core. Highways have driven every aspect of Houston’s postwar development, from the physical layout of the city to the political process that has transformed both the transportation network and the balance of power between governing elites and ordinary citizens. Power Moves examines debates around the planning, construction, and use of highway and public transportation systems in Houston. Kyle Shelton shows how Houstonians helped shape the city’s growth by attending city council meetings, writing letters to the highway commission, and protesting the destruction of homes to make way for freeways, which happened in both affluent and low-income neighborhoods. He demonstrates that these assertions of what he terms “infrastructural citizenship” opened up the transportation decision-making process to meaningful input from the public and gave many previously marginalized citizens a more powerful voice in civic affairs. Power Moves also reveals the long-lasting results of choosing highway and auto-based infrastructure over other transit options and the resulting challenges that Houstonians currently face as they grapple with how best to move forward from the consequences and opportunities created by past choices.
