Last year, almost 25 700 people did not make it home ; more than 200 000 people came home with life-changing, serious injuries. Every fatal or serious crash on our roads is a tragedy. It is our moral obligation - our shared responsibility - to take road safety seriously. Road safety is also one of the big European success stories. In 2014, there were 5 700 fewer deaths than in 2010. In the year 2000, very few Member States had a fatality rate lower than 80 deaths per million inhabitants. By 2014, only five Member States had a fatality rate above that. This is an amazing result, and it is the result of hard and dedicated road safety work throughout the European Union. This does not mean we can now sit back and relax. The work we still have ahead is challenging. How can we make the most out of modern technologies for safety? What innovative ideas are there for the safety of the most vulnerable road users? And how to continue mobilising Member States and local stakeholders for the day-to-day work on the ground? This report provides some facts and figures for a better understanding of the overall road safety situation in the European Union.

Book excerpt: This report presents the status of road safety in the WHO European Region and provides a baseline assessment of how far 49 countries have come in implementing the recommendations of the World Report on Road Traffic Injury Prevention. In the Region, road crashes result annually in 120,000 deaths, 2.4 million injuries and a great economic burden, which may be up to 3% of a country's gross domestic product. Road traffic injuries are the leading cause of death among people 5-29 years old. Vulnerable road users such as pedestrians, cyclists and users of motorized two-wheelers constitute 39% of all road traffic injury fatalities, with pedestrians being more at risk in the eastern part of the Region. Countries differ greatly in mortality rates for road traffic injuries; the average in low- and middle-income countries is twice that in high-income countries. Countries policy responses in providing road safety for their citizens have differed. This report proposes the following areas of action: narrow the gap between countries with the lowest and highest mortality rates; provide better protection for vulnerable road users; develop a well-resourced multisectoral road safety strategy in each country; design and enforce comprehensive legislation; and develop and implement healthier transport policies. In addition, country profiles on the current status of road safety are presented for the 49 participating countries.

However, progress has stalled recently, and has been unequally distributed between different groups of road users. Fatalities among pedestrians, cyclists, motorcyclists and moped riders have not decreased at the same pace as in the overall population. Therefore, these vulnerable groups of road users deserve special attention from policymakers. Road-safety risks linked to changes in weather conditions as well as risks involved in different mobility patterns depending on the day of the week or the time of day are affecting pedestrians, cyclists and motorcyclists, but also novice drivers much more than other road users. Data on seasonal variations in road fatalities can thus be very useful to fine-tune measures that aim to increase the safety of vulnerable road users. Such measures may encompass a wide range of actions, from education and awareness-raising to infrastructure design and minimum vehicle safety standards through better enforcement of traffic rules. Today, when fresh efforts are needed to further improve the EU{u2019}s road-safety records, any progress achieved in the safety of vulnerable road users will have a significant impact. However, this remains a common challenge where decision-makers, road managers and road users share the responsibility of creating a safe mobility system.
