Book excerpt: Road traffic injuries are a major but neglected global public health problem. Worldwide, the number of people killed in road traffic accidents each year is estimated at almost 1.2 million, while the number injured could be as high as 50 million. Without increased efforts and new initiatives, the total number of road traffic injuries and fatalities worldwide is forecast to rise by 65 percent between 2000 and 2020, while in low and middle-income countries, road traffic fatalities are expected to increase by as much as 80 percent over the same period. In 2002, road traffic injuries were the ninth leading cause of years lost worldwide, equal to 2.6 percent of the global burden of disease. On current trends, by 2020, road traffic injuries are likely to be the third leading cause of years lost. Part one of this reports presents the achievements of the Chinese Government in the last five years and the challenges it faces. Part two reviews the World Bank's experience with road safety in China over the last 20 years and summarizes the legacy of its efforts and the lessons learned. Finally, part three discusses recommendations on the way ahead for World Bank's road safety initiatives in China.

Book excerpt: This text analyzes the dramatic shifts in Chinese Communist Party economic policy during the mid to late 1950s which eventually resulted in 30 to 45 million deaths through starvation as a result of the failed policies of the Great Leap Forward. Teiwes examines both the substance and the process of economic policy-making in that period, explaining how the rational policies of opposing rash advance in 1956-57 gave way to the fanciful policies of the Great Leap, and assessing responsibility for the failure to adjust adequately those policies even as signs of disaster began to reach higher level decision makers. In telling this story, Teiwes focuses on key participants in the process throughout both "rational" and "utopian" phases - Mao, other top leaders, central economic bureaucracies and local party leaders. The analysis rejects both of the existing influential explanations in the field, the long dominant power politics approach focusing on alleged clashes within the top leadership, and David Bachman's recent institutional interpretation of the origins of the Great Leap. Instead, this study presents a detailed picture of an exceptionally Mao-dominated process, where no other actor challenged his position, where the boldest step any actor took was to try and influence his preferences, and where the system in effect became paralyzed while Mao kept changing signals as disaster unfolded.

Book excerpt: The World Bank's road safety partnership with the Government of China (GOC) is maturing at a time when a deeper awareness of the negative development impacts of road crashes in low and middle-income countries coincides with the shift in road safety management policies and practices in leading high-income countries which are becoming focused on the elimination of road deaths and serious injuries, rather than accepting them as human failure and the inevitable price of economic progress. This shift in results focus is also aligned with other sustainable development initiatives addressing environmental, energy and public health goals, which present significant opportunities to capture the co-benefits of harmonized initiatives. For these reasons the World Bank and GOC agreed to review the situation in China and prepare a new road safety engagement strategy. The proposed strategy aims to facilitate an accelerated transfer of road safety knowledge and scaling up of investment at national, provincial and city levels to rapidly improve China's road safety performance, with an emphasis on strengthening national lead agency functions and multisectoral coordination arrangements. It also aims to promote China's regional and global leadership role over the coming decade and draw upon the innovative services of international partners through the World Bank's global networks and road safety investment experience. The need for a designated agency to lead and coordinate the delivery of activities under the new engagement strategy was highlighted. Several candidate agencies were considered and in particular the State Administration for Work Safety (SAWS) was identified as being well placed and ready to take responsibility for this task.This report summarizes the review findings and presents them in an operational framework specified in the form of a project concept encompassing all activities proposed under the new engagement strategy. It then outlines the steps to be taken to finalize the project concept before detailed preparation for its implementation can commence.
