The information gathered as part of this screening procedure can also be used to support and facilitate higher level assessments by expert investigators performing building-specific evaluations of threat, consequences, and vulnerability. Implementation of FEMA 452, Risk Assessment, A How-to Guide to Mitigate Potential Terrorist Attacks Against Buildings, has demonstrated the need for a preliminary procedure to assess the risk of terrorist attack that is quick and simple to use. It has also shown that such a procedure needs to be usable by screeners who are knowledgeable about building systems, but not necessarily experts in anti-terrorism or structural design. This will reserve the use of experts for higher risk buildings requiring more detailed assessment when resources are limited. In this document, the concepts for rapid visual screening are combined with a risk-based procedure for manmade threats defined in FEMA 426, Reference Manual to Mitigate Potential Terrorist Attacks Against Buildings, and FEMA 452, Risk Assessment, A How-to Guide to Mitigate Potential Terrorist Attacks Against Buildings, from the FEMA Risk Management Series of publications. This handbook outlines a rapid visual screening procedure that quantifies the risk to a building due to a terrorist attack that is capable of causing catastrophic losses in terms of fatalities, injuries, damage, or business interruption. The primary purpose of this screening procedure is to prioritize the relative risk among a group of buildings in a portfolio or community but it can also be used to develop building-specific risk information. It is intended to be the first step in a tiered assessment process that includes successively more refined analyses when more detailed information is needed. Three generic types of terrorist threat are considered in this procedure. These include intrusion into the building, a vehicle borne improvised explosive device (VBIED), and a chemical, biological or radiological (CBR) release. Quantification of relative risk is based on the methodology outlined in FEMA 426, in which risk is characterized as the product of three factors: consequences, threat, and vulnerability. In this rapid visual screening procedure, these three factors are evaluated using a Data Collection Form based on checklists and worksheets contained in FEMA 426 and FEMA 452. To make the screening procedure rapid, the assessment is limited to the most dominant features governing the overall risk to a building given a terrorist attack. In this procedure there is an emphasis on the vulnerability factor, due in part to the relatively significant level of control that the owner has with respect to this factor for a given building compared with the other two factors: threat and consequences.

FEMA 459 can be used in conjunction with FEMA 452. This manual presents an integrated, incremental rehabilitation approach to implementing the outcomes of a risk assessment completed in accordance with FEMA 452, Risk Assessment: A How-To Guide to Mitigate Potential Terrorist Attacks Against Building. This approach is intended to minimize disruption to building operations and control costs for existing commercial buildings. The integrated incremental approach to risk reduction in buildings was initially developed in relation to seismic risk and was first articulated in FEMA's Risk Management Series in the widely disseminated FEMA 395, Incremental Seismic Rehabilitation of School Buildings (K-12), published in June 2003. In 2004 and 2005, FEMA also published Incremental Seismic Rehabilitation manuals (FEMA 396-400) for hospitals, office buildings, multifamily apartments, retail buildings, and hotels and motels. This manual outlines an approach to incremental security enhancement in four types of existing commercial buildings: office buildings, retail buildings, multifamily apartment buildings, and hotel and motel buildings. This manual concentrates on a smaller group of facilities that are crucial for protecting the health and safety of the population: health care, educational, and emergency response facilities. The Design Guide for Improving Critical Facility Safety from Flooding and High Winds (FEMA 543) was developed with the support of the Federal Emergency Management Agency (FEMA) Region IV in the aftermath of Hurricane Katrina. This manual recommends incorporating hazard mitigation measures into all stages and at all levels of critical facility planning and design, for both new construction and the reconstruction and rehabilitation of existing facilities. It provides building professionals and decision makers with information and guidelines for implementing a variety of mitigation measures to reduce the vulnerability to damage and disruption of operations during severe flooding and high-wind events. The underlying theme of this manual is that by building more robust critical facilities that will remain operational during and after a major disaster, people's lives and the community's vitality can be better preserved and protected. The poor performance of many critical facilities in the affected areas was not unique to Hurricane Katrina. It was observed in numerous hurricanes dating back more than three decades. Several reasons may explain this kind of performance. In many cases the damaged facilities were quite old and were constructed well before the introduction of modern codes and standards. Some of the older facilities were damaged because building components had deteriorated as a result of inadequate maintenance. Many fa¬cilities occupy unsuitable buildings that were never intended for this type of use. Some newer facilities suffered damage as a result of deficiencies in design and construction or the application of inappropriate design criteria and standards. The primary objective of this manual is to assist the building design community and local officials and decision makers in adopting and implementing sound mitigation measures that will decrease the vulnerability of critical facilities to major disasters. The goals of this manual are to: Present and recommend the use of building design features and building materials and methods that can improve the performance of critical facilities in hazard-prone areas during and after flooding and high-wind events. m Introduce and provide guidelines for implementing flooding and high-wind mitigation best practices into the process of design, construction, and operation and maintenance of critical facilities; and To aid in the reconstruction of the Gulf Coast in the wake of Hurricane Katrina, this manual presents an overview of the principal planning and design considerations for improving the performance of critical facilities during, and in the aftermath of, flooding and high-wind events. Immediately after September 11, 2001, extensive site security measures were put in place, particularly in the two target cities of New York and Washington. However, many of these security measures were applied on an ad hoc basis, with little regard for their impacts on development pat-terns and community character. Property owners, government entities and others erected security barriers to limit street access and installed a wide variety of security devices on sidewalks, buildings, and transportation facilities. The short-term impacts of these measures were certainly justified in the immediate aftermath of the events of September 11, 2001, but traffic patterns, pedestrian mobility, and the vitality of downtown street life were increasingly jeopardized. Hence, while the main objective of this manual is to reduce physical damage to buildings and related infrastructure through site design, the purpose of FEMA 430 is also to ensure that security design provides careful attention to urban design values by maintaining or even enhancing the site amenities and aesthetic quality in urban and semi-urban areas. This publication focuses on site design aimed to protect buildings from attackers using vehicles carrying explosives. These represent the most serious form of attack. Large trucks enable terrorists to carry very large amounts of explosives that are capable of causing casualties and destruction over a range of many hundreds of yards. Perimeter barriers and protective design within the site can greatly reduce the possibility of vehicle penetration. Introduction of smaller explosive devices, carried in suitcases or backpacks, must be prevented by pedestrian screening methods. Site design for security, however, may impact the function and amenity of the site, and barrier and access control design may impact the quality of the public space within the adjacent neighborhood and community. The designer's role is to ensure that public amenity and the aesthetics of the site surroundings are kept in balance with security needs. This publication contains a number of examples in which the security/ amenity balance has been maintained through careful design and collaboration between designers and security experts. Much security design work since September 11, 2001, has been applied to federal and state projects, and these provide many of the design examples shown. At present, federal government projects are subject to mandatory security guidelines that do not apply to private sector projects, but these guidelines provide a valuable information resource in the absence of comparable guidelines or regulations applying to private development. Operations and management issues and the detailed design of access control, intrusion alarm systems, electronic perimeter protection, and physical security devices, such as locking devices, are the province of the security consultant and are not covered here, except as they may impact the conceptual design of the site. Limited information only is provided on some aspects of chemical, biological and radiological (CBR) attacks that are significant for site designers; extensive discussion of approaches to these threats can be found in FEMA 426.

This primer specifically addresses four high-population, private-sector building types: commercial office, retail, multi-family residential, and light industrial. However, many of the concepts presented here are applicable to other building types and/or existing buildings. The focus is on explosive attack, but the text also addresses design strategies to mitigate the effects of chemical, biological, and radiological attacks. Designing security into a building requires a complex series of tradeoffs. Security concerns need to be balanced with many other design constraints such as accessibility, initial and life-cycle costs, natural hazard mitigation, fire protection, energy efficiency, and aesthetics. Because the probability of attack is very small, security measures should not interfere with daily operations of the building. On the other hand, because the effects of attack can be catastrophic, it is prudent to incorporate measures that may save lives and minimize business interruption in the unlikely event of an attack. The measures should be as unobtrusive as possible to provide an inviting, efficient environment that does not attract undue attention of potential attackers. Security design needs to be part of an overall multi-hazard approach to ensure that it does not worsen the behavior of the building in the event of a fire, earthquake, or hurricane, which are far more prevalent hazards than are terrorist attacks. Because of the severity of the types of hazards discussed, the goals of security-oriented design are by necessity modest. With regard to explosive attacks, the focus is on a damage-limiting or damage-mitigating approach rather than a blast-resistant approach. The goal is to incorporate some reasonable measures that will enhance the life safety of the persons within the building and facilitate rescue efforts in the unlikely event of attack. It is clear that owners are becoming interested in considering manmade hazards for a variety of reasons including the desire to: attract more tenants or a particular type of tenant, lower insurance premiums or obtain high-risk insurance, reduce life-cycle costs for operational security measures, and limit losses and business interruption. Protection against terrorist attack is not an all-or-nothing proposition. Incremental measures taken early in design may be more fully developed at a later date. With a little forethought regarding, for instance, the space requirements needed to accommodate additional measures, the protection level can be enhanced as the need arises or the budget permits after construction is complete. This primer strives to provide a holistic multi-disciplinary approach to security design by considering the various building systems including site, architecture, structure, mechanical and electrical systems and providing general recommendations for the design professional with little or no background in this area. This is one of a series of five FEMA primers that address security issues in high-population, private-sector buildings. It is the intent of FEMA that these reports will assist designers, owners, and local/state government officials in gaining a solid understanding of man-made hazards. This manual was prepared as a component of the S&T program for infrastructure protection and disaster management; the overall goal of this program is to enhance the blast and chemical, biological, and radiological (CBR) resistance of our Nation's buildings and infrastructure to meet specific performance requirements at the highest possible level. One of the objectives of this manual is to provide the tools and guidance to reduce physical damage to structural and nonstructural components of buildings and related infrastructure and to reduce resulting casualties caused by conventional bomb attacks and attacks using CBR agents. Although the material and the risk assessment methodology in this manual can be applied to most building types, it is intended to assist with the design and management of facilities in eight designated sectors outlined in the DHS 2009 National Infrastructure Protection Plan (the NIPP): Banking and Finance, Commercial Facilities, Communications, Critical Manufacturing, Government Facilities, Healthcare and Public Health, Information Technology, and Postal and Shipping. The purpose of this manual is to provide guidance to designers and decision makers in these sectors, to building professionals working for public and private institutions, and to first responder communities. It presents tools to help assess the performance of buildings and infrastructure against terrorist threats and to rank recommended protective measures. A primary objective of this manual is the establishment of a common framework of terminology to facilitate the transfer of this information. For example, a basis for design is established by identifying the threat or hazard to which a building may be vulnerable. Within the military, intelligence, and law enforcement communities, the term “threat” is typically used to describe the potential threat elements (personnel) and their tactics for creating terrorism or manmade disasters. Within FEMA and other civil agencies, the term “hazard” is used in several different contexts. “Natural” hazard typically refers to a natural event, such as a flood, wind, or seismic event. “Human-caused” (or manmade) hazards are “technological” hazards and “terrorism.” These are distinct from natural hazards, primarily, in that they originate from human activity. Furthermore, “technological” hazards are generally assumed to be accidental, in that their consequences are unintended. For the sake of simplicity, this manual uses the terms “threat” to describe terrorism or intentional attacks and “hazard” to describe accidental manmade or technological hazards. Another objective of this manual is the transfer of design concepts that have been in use by DHS [these include concepts of the Interagency Security Committee (ISC) Standards and Best Practices, the General Services Administration (GSA), the U.S. Department of Veterans Affairs (VA), the U.S. Department of State (DOS), U.S. Department of Defense (DOD), Unified Facilities Criteria (UFC), and the military services] to commercial practice. Several valuable risk assessment methodologies are used by both the public and private sectors; however, this manual focuses on the methodology described in FEMA 452, Risk Assessment: A How-To Guide to Mitigate Potential Terrorist Attacks (2005), which has been used extensively by Federal agencies, along with State and local governments and the private sector. This manual presents techniques that can be implemented incrementally over time to increase resiliency as well as decrease the vulnerability of a building to hazards and terrorist threats.
