Book excerpt: Excerpt from Rights and Wrongs of the Transvaal War The object of these pages is to provide within a single volume of moderate size as complete a handbook as possible to the dis eussions on the policy of the South African War. Upon the conduct of the war I do not touch. My attempt has been to trace the war back to its ultimate causes, to recall the sequence of events immediately preceding it, to set out the actual course of the negotiations, and to discuss the questions of right and wrong involved in the struggle. Book excerpt: Excerpt from Neutral Rights and Obligations in the Anglo-Boer War This essay is the outgrowth of work done in the Political Science Seminary of the Johns Hopkins University and is a portion of a larger study dealing with the causes of the anglo-boer War and the questions of international law arising during that con ict. At the beginning of the war the English Government was inclined to view the contest as one which would not make it necessary to call into operation the neutrality laws of third parties. It was soon realized, however, that the con dition of insurgency was not broad enough to sustain the relations between the two Governments. Toward the close of November Great Britain's declaration with a retroactive effect put the contest upon a distinctly belligerent basis and accepted the date of the Transvaal's ultimatum, 5 P. M., October 11, 1899, as the commencement Of the war. Other Powers which had awaited this announcement with some anxiety at once declared their attitude toward the war. Among the first to assume this neutral position was the United States with the announcement that its attitude would be in accordance with the requirements of the strictest neutrality. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Right, or the Wrong, of the American War: A Letter to an English Friend New York, July, 1863. Sir - -, K. C. B. Mt Dear Friend: - ... You think that our government cannot put down the rebellion; and that even if it could, it would be rendering a questionable service to the world, as the American people would then soon become too powerful for the safety of other nations. On both these grounds, you wish to see the war brought to an end by the acknowledgment of the Confederacy as an independent nation. I will not discuss your second reason at any length. You do not doubt that the more powerful any nation should become the better for the world it would be, provided its councils were guided by justice and enlightened views of policy. Without and with such guidance, then, let us see how this country would stand towards foreign nations. Without justice and integrity, both among its citizens generally and in its councils, this Republic could not last long, but must soon be self-destroyed. This is an axiom in the judgment of our best men. If thus self-destroyed - a prey to internal dissension, disorder, and violence - this country would be a beacon to teach other nations the supreme importance of private and public virtue. But let the principles of our holy religion be in the ascendant, and our country would be the means only of good to the world, sharing with the people of other lands the pursuits of commerce and science and the blessings of Christianity. On either supposition, this country would not be an object of fear. But if there is danger to be apprehended, it must spring from the division and not from the union of these states. What are all reforms, restorations, victories of truth, but protests of a minority: efforts clogged and incomplete, of the good and brave, just enough in their own day to stop instant ruin - the appointed means to save what is to be saved, but in themselves failures? Good men work and suffer, and bad men enjoy their labours and spoil them; a step is made in advance - evil rolled back and kept in check for a while, only to return perhaps the stronger. But thus, and thus only, is truth passed on and the world preserved from utter corruption." About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from National and International Right and Wrong: Two Essays Among the great and startling events of this war there are none of more permanent significance to the historian and the philosophic thinker than those which have raised the question: "By what, if any, moral law are states and their governments bound?" We had been wont to assume that ethical standards and principles exist for states as for individuals, even if the standards were not wholly identical. But four years ago, while the governments of two great civilised nations were, with some faint excuses, violating the traditional standards by their acts, their philosophers and historians were proclaiming that no such standards exist. The State, they declared, has no morality.
