It tries to understand how and why this simple fact has been transformed into a militant social movement. A clue is found in Hanna Arendt analyses of ideologies (based on the nazi and soviet totalitarianisms). All the key features of an ideology are present in “warmism”: a monocausal explanation of everything and anything; a reference/reverence to “science”; a massive intervention of the State; a total war on a terrible evil, CO2, designated as enemy n°1 (although terrorism is now becoming a serious competitor), and on all lukewarmers; and finally, a popular success. The book argues that the equation IPCC = Science is highly questionable, and that the consequences drawn and the projections/predictions made (for year 2,100) are even more fragile. It shows that the dominant warmist catechism recited by politicians and media goes much beyond this questionable scientific basis. The medicines proposed and imposed under the pretext of “saving the planet” are discussed, and shown to be generally unrealistic and regressive. In particular, contrary to what is claimed by our modern prophets, they would prevent countries of Africa and South-East Asia, which are, at last, beginning to get themselves out of misery, to stop doing so. In short, warmism is the ideology of the day, and it is dangerous like all ideologies.

This “shale oil and gas revolution”, a sudden and unexpected earthquake in the energy world, enabled the US to become one of the most competitive countries in the world. Exporting this revolution could double the world gas reserves and boost those of oil by 20%. Outside North America, the main reservoirs are thought to be in China, Russia and Argentina. In the medium term, this new state of affairs will have major geopolitical consequences, fundamentally altering oil, gas and coal imports. While US imports from the Persian Gulf rapidly dwindle, those of China and India will significantly increase and as the United States becomes a gas exporter, Russia will have to find alternative markets. Although it is not ranked in the “top 10”, Europe is thought to have vast resources. Yet for the realization of a major European project, a number of geological (are European source rocks as high quality as their US counterparts?), economic (will Europe be able to develop its resources at an acceptable cost?) and societal barriers will have to be overcome. On a densely-populated, urban continent, hydraulic fracturing, water supply, microseisms and surface impact represent a battery of “threats” for the stakeholders. Changing this perception will require both pedagogy and transparency regarding the local communities. This has to be a win/win situation and not a case of give and take. Ostensibly the European integration process has been interconnected with science and technology only in the last decade. On the other hand, since the 1950s EEC member states and would-be members have been engaged in several projects and attempts to cooperate in science and technology. National governments not only chose the intergovernmental way, but also they tried to take advantage of the communitarian framework. These attempts produced some successes inside the EEC including the European Commission's framework programme. Appart from some projects discussed at EEC level on automobile standardisation, nuclear energy and supplies during oil crisis, European cooperation in aircraft or electric power was successfully experimented but outside the communitarian networks. These experiences and debates on a European techno-scientific construction encountered competition from across the Atlantic as well as within Europe. As the most recent developments seem to prove, the European Union has to play a role of technological innovator. Thanks to a transnational and interdisciplinary historical approach, are we able to suggest which role, and by which trends?

Not to mention the added challenge of the growing numbers of stakeholders who are increasingly insistent on industrial safety, environment and societal issues? In particular, will non-conventional resources, whose production growth could defer the oil & gas peaks by several decades, be able to withstand political and environmental lobbies? The evolution of oil & gas landscape over the past few years reveals a disturbing increase in the time required to develop large new fields and an accelerated decline of the production base due to the ageing of most of the mature-field facilities. This book aims to analyze all the critical factors (technical, political, economic, social and human) that could potentially accelerate or delay the maintenance and redevelopment of mature producing fields as well as the discovery and development of new conventional and unconventional resources.
