The results of the NCI investigation were used a primary resource for communicating with the public about the cancer risks near the nuclear facilities. However, this study is now over 20 years old. The U.S. Nuclear Regulatory Commission requested that the National Academy of Sciences provide an updated assessment of cancer risks in populations near USNRC-licensed nuclear facilities that utilize or process uranium for the production of electricity. Analysis of Cancer Risks in Populations near Nuclear Facilities: Phase 1 focuses on identifying scientifically sound approaches for carrying out an assessment of cancer risks associated with living near a nuclear facility, judgments about the strengths and weaknesses of various statistical power, ability to assess potential confounding factors, possible biases, and required effort. The results from this Phase 1 study will be used to inform the design of cancer risk assessment, which will be carried out in Phase 2. The original tables were mandated under Public Law 97-414 (the "Orphan Drug Act") and were intended to provide a means of estimating the probability that a person who developed any of a series of radiation-related cancers, developed the cancer as a result of a specific radiation dose received before the onset of the cancer. The mandate included a provision for periodic updating of the tables. The motivation for the current revision reflects the availability of new data, especially on cancer incidence, and new methods of analysis, and the need for a more thorough treatment of uncertainty in the estimates than was attempted in the original tables.

This, coupled with increasing exposure from other sources including occupational and environmental radiations, has resulted in greater recognition of the importance of research on radiation-induced carcinogenesis and risk assessment with a view to radiation protection. One of the well-known late effects of radiation is the increased incidence of leukemia that occurred among atomic bomb survivors beginning two or three years after expo sure. A remarkable increase of solid tumors including cancers of the thyroid, breast and lung was also observed 10 to 20 years after exposure. Thus, many pathological, clinical and epidemiological studies have been made on radiation carcinogenesis in atomic bomb survivors by investigators at the Atomic Bomb Casualty Commission (ABCC), now known as the Radiation Effects Research Foundation (RERF), as well as by the staff of universities in Hiroshima and Nagasaki. Some of the mechanisms involved in radia tion carcinogenesis in man and associated modifying factors, such as age at time of ex posure and sex, have been elucidated by these studies. The results obtained are being used by such agencies as the International Commission on Radiation Protection (ICRP) for risk estimations of radiation exposure. This monograph presents the results realized thus far in these epidemiological and The incidence of radiation-induced cancer among atomic bomb pathological studies.

The gradual evolution over the last 20 years has been towards a more precise definition of the limits for occupational exposure. These have been created not only in terms of short-term effects but also more importantly in terms of long-term risks involving such problems as the potential for carcinogenesis and genetic change. In the United States the National Committee for Radiation Protection has recom mended that 5 rems (50 mSv) should remain as the maximum permissible dose equiva lent for total body exposure. This would represent the sum of internal and external ex posure and should be regarded as the upper limit allowed. The community of radiation users is required to conduct its operations in such a man ner that the absolute value of the individual's dose equivalent in rems does not exceed his age in years. There should be additional limits for tissues and organs based on short term effects. Therefore, individual organs are limited to dose equivalents low enough to ensure that the dose threshold values are not exceeded.
