Book excerpt: After completing the information-gathering process and discussing the issues raised throughout the review, the Committee delegated to the working group the authority to prepare a draft report on hydroelectric development for review by the Committee. [...] In accordance with the instructions of the Committee the working group met to determine the content of the Committee's report on hydroelectric development. [...] For a complete record reference should be made to the Alberta Hansard transcripts of the Committee proceedings, including the oral presentations made to the Committee; the summary of presentations; the research reports that were prepared by the Legislative Assembly Office's Research Services; and other related documents that were submitted to the Committee (See Appendices C and D). [...] Report on Hydroelectric Development The Committee recommends that the Government of Alberta work with the federal government to assess the impact of hydroelectric development projects on flora and fauna and the negative effects on fish and wildlife habitats. [...] The Paddle Prairie Métis Settlement, the Little Red River Cree Nation, and the Smith's Landing First Nation all made submissions to the Committee illustrating the harmful effects to the environment and to economic activities of Aboriginal peoples caused by the disruption to the flow regime of the Peace River, the result of upstream hydroelectric development in British Columbia.

Book excerpt: The National Energy Board expects energy demand in Alberta to grow by approximately 50% between 2012 and 2035 in comparison to a 28% increase for Canada overall (NEB, 2013), and the greenhouse gas intensity of Alberta's electricity sector in particular is the highest in the country. [...] Background research was first conducted by reviewing academic publications on the topic of renewable energy adoption, including the advantages and disadvantages of different sources, the feasibility of a renewable energy transition, policy options, and the economic, social, and environmental effects of renewable energy operation. [...] Based on this secondary research, we distilled our project into three main components: the technical feasibility of renewable energy in Alberta, the role of policy and the political context in a renewable energy transition, and consumer behaviours and attitudes towards renewable energy. [...] Currently, renewable electricity is on the verge of a transition from niche status to becoming the main provider of electricity in Germany (Wassermann et al., 2015), with the help of the national 'Energieweinde' program, the most extensive plan for adopting wind and solar energy in the world (Schiermeier, 2013). [...] Steps taken include extensive federally-supported research on the location of regions with the highest potential for wind power, and federal assistance in the financing of a 365-turbine wind farm in the Lake Turkana District, which is expected to increase the nations' power capacity by 17% (Jacobs, 2014).

Book excerpt: The Joint Review Panel (the Panel) was established by the Alberta Natural Resources Conservation Board (NRCB), the Alberta Utilities Commission (AUC) and the federal government of Canada to conduct a review of the Dunvegan hydroelectric project on the Peace River proposed by Glacier Power Ltd. The project, proposed by Glacier Power, was to construct and operate a 100-megawatt low head, run-of-river hydroelectric project on the Peace River near Dunvegan, Alberta. This report is the result of an assessment of the environmental and socio-economic effects of the project by the Panel. The aspects of the project which were considered include: project need, purpose, viability and benefits; potential alternatives; effects on the Peace river fishery; ice formation and break-up; geotechnical issues (slope stability, sedimentation and channel morphology, seismicity); navigable waters; First Nations and Metis concerns; vegetation and forest resources; wildlife; health and safety; heritage and visual resources; and decommissioning.
