Thomas C.Sawyer (chairman of the subcommittee) presiding. Members present: Representatives Sawyer and Petri. Member also present: Representative Morella. Mr. Sawyer. Thank you all for being here. The U.N. International Conference on Population and Development next month in Cairo is going to deal with population issues that affect us all in ways that are far broader than the notion of population usually generates among most people, I suspect most places in the world. And yet its effect is very deep and broad. The United States for the first time in some time is in a strong position to provide effective leadership in a wide variety of global population policies. Our commitment will have, I hope, an enormous effect on the outcome of the conference. Population is growing and moving in ways that demand coordinated responses by the international community. We need timely, reliable, and consistent information to understand this kind of rapid change and its consequences. Not only that, but we need that kind of information to support the core issues that underlie the consequences of that change. Often, at least some arenas of global population data are sketchy and of inconsistent quality. Strengthening that data will help us to guide policy decisions. Perhaps just as much, it will help us to measure our own efforts to participate and lead in the world. That ability to measure those consequences is perhaps one of the most difficult things in dealing with questions of foreign aid of any that we face. Let me just mention a few of the issues that are of particular interest to me this morning: We have perhaps the largest number of forced international migrants in the world today of any time since World War II. Despite their relatively small proportion of total world population, their substantially growing numbers have an increasingly significant effect on a broad range of policy consideration.
