Book excerpt: Joint Vision 20101 addresses the need for achieving military dominance through the application of new operational concepts. For the Department of the Navy, future operational concepts will hinge on a continuance of forward yet unobtrusive presence and the capability to influence events ashore as required. This capability will be enabled by the development and insertion into the forces of new technologies for providing command, control, and surveillance; battlespace dominance; power projection; and force sustainment. For example, unmanned aerial vehicles (UAVs) have recently proven to be valuable operational platforms for providing tactical intelligence by surveillance of the battlefield. To support naval force objectives, the Office of Naval Research (ONR) has established a research program within the Strike Technology Division (Code 351) of the Naval Expeditionary Warfare Science and Technology Department aimed at expanding the operational capabilities of UAVs to include not only surveillance and reconnaissance, but strike and logistics missions as well. This new class of autonomous vehicles, known as uninhabited combat air vehicles (UCAVs), is foreseen as being intelligent, recoverable, and highly maneuverable in support of future naval operations. Review of ONR'S Uninhabited Combat Air Vehicles Program evaluates ONR's UCAV technology activities, including its vision documents and its science and technology roadmap (in areas of vehicle dynamics, communications, sensors, and autonomous agents) against criteria that would be selected by the committee, such as the relevance for meeting future naval priorities, the cost and time scale for its utilization, duplication of effort, and scientific and technical quality.

Current plans are based on the premise that UAVs have the potential to augment, or even replace, inhabited aircraft in a variety of missions. However, UAV technologies must be better understood before they will be accepted as an alternative to inhabited aircraft on the battlefield. The U.S. Air Force Office of Scientific Research (AFOSR) requested that the National Research Council, through the National Materials Advisory Board and the Aeronautics and Space Engineering Board, identify long-term research opportunities for supporting the development of technologies for UAVs. The objectives of the study were to identify technological developments that would improve the performance and reliability of "generation-after-next" UAVs at lower cost and to recommend areas of fundamental research in materials, structures, and aeronautical technologies. The study focused on innovations in technology that would "leapfrog" current technology development and would be ready for scaling-up in the post-2010 time frame (i.e., ready for use on aircraft by 2025).

A document that took a year to research and develop had to answer one question. What capabilities should the USAF have in 2025 to help defend the nation . When 2025 was published in August 1996, it identified uninhabited air vehicles as one of 10 critical leverage systems crucial to the defense of our nation. This paper will discuss how the USAF has been responding in answering the proposed question and also its progress since the identification of these high leverage systems. This study will investigate whether or not the USAF is still committed in exploiting the uninhabited air vehicle systems addressed in Air Force 2025. This paper reviews the USAF 2025 plan and original tasking. There is also a brief background review on UAV development and missions that pave the way to the requirements of UCAVs. There is financial information from the Department of Defense agencies to show the USAF's progress in procuring this high leverage system. A look at world events and technology races was done to see if there were any major impacts that influenced the USAF to pursue this line of defense for our country. Finally, a look at possible consequences to our nation's defense are addressed should the USAF decide not to follow the 2025 plan recommendation to pursue the use of use UCAVs.

It argues that the use of the newest commercial satellite constellations already in the process of being launched gives the DoD a unique opportunity to meet the warfighter's needs, and argues that commercial low earth orbiting (LEO) satellites is an integral part of the DoD's strategy for the UCAV. The exploitation and partnership with the civil community offers the U.S. a reliable and redundant backup capability by utilizing the technology enhancements already funded and marketed by the commercial space industry. The integration of commercial satellites is the UCAV's 'Missing Link'.

While aggressive and optimistic, this statement demonstrates the determination of our nation's decision makers in supporting unmanned aviation technology. This determination, coupled with recent successes in the Joint Unmanned Combat Air Systems (J-UCAS) demonstration program, makes uninhabited combat aerial vehicles (UCAV) a credible combat force in the near future. Unfortunately, the futuristic air surrounding these accomplishments has led to inaccurate analysis methods for future employment, resulting in outlandish claims or limited expectations. In similar circumstances, other emerging technologies have been rushed into use, without the establishment of joint doctrine, with fatal results. Therefore, to exploit UCAV's emerging abilities, military leaders must possess a clear analysis of the unmanned systems undergoing testing, the advantages and limitations of UCAVs, the weapons intended for integration, and the implications of using these unique capabilities under existing doctrinal architecture. Book excerpt: The U.S. Air Force is Actively pursuing unmanned aerial vehicle programs for surveillance and reconnaissance missions. However, the Air Force has not funded any substantial research into bomb or missile carrying "lethal" UAV's, despite the recommendations of the USAF scientific board's New World Vistas, DARPA, and the Air Force 2025 project. With budget constraints and a reluctant to transition to an unmanned combat force, new advance technologies UCAVs are decades from operational status. By modifying the multi-role F-16 fighter into an unmanned aircraft, the USAF can quickly provide a cost-effective interim UCAV. Lockheed Martin has suggested the modification of "boneyard" non-flying F-16 A-models into UCAVs. An investigation of this idea yielded several limitations and concerns that led to the formulation of an alternative F-16 UCAV proposal. Many of the limitations, concerns and costs associated with the Lockheed Martin F-16A proposal are eliminated or reduced by modifying currently flying block 40 and 50 F-16Cs and operational squadrons. With the addition of remote control equipment, a few squadron jets are converted into "dual role" aircraft. The selected dual role F-16Cs can continue to fly as normal "manned" aircraft or, if needed as unmanned remotely piloted UCAVs. Converting a few block 40 LANTIRN laser targeting pod equipped and block 50 Harm targeting system equipped F-16Cs in operational squadrons to dual role UCAVs will quickly provide a cost effective and capable interim unmanned military option. With low modification costs, no new infrastructure requirements, and no need for additional pilots or support personnel, the USAF should immediately start the developments, testing and conversion of a few F-16Cs into dual role UCAVs. As an interim unmanned military option, the F-16C UCAV will provide valuable insights and lessons or future advanced technology UCAV development and operations.
