Book excerpt: 'Graycar and Smith's excellent edited volume studies corruption as a pervasive, global phenomenon. The chapters move from general overviews to in-depth studies of corruption-prone sectors such as forestry, financial markets, public procurement, and trade in diamonds and art. The volume is an important, contribution to the international study of corruption that mixes scholarly analysis with practical recommendations for the control and prevention of corruption – both international initiatives and country – or sector-specific policies.' – Susan Rose-Ackerman, Yale Law School, US 'Corruption is on top of the agendas of practitioners and scholars in public administration all over the world. This volume addresses questions no one can neglect and comes up with answers we should not miss.' – Leo Huberts, VU University Amsterdam, The Netherlands 'This Handbook will serve as an invaluable resource for scholars, students and public officials interested in understanding corruption and its control.' – James B. Jacobs, NYU School of Law, US Corruption is a global phenomenon with costs estimated to be in the trillions of dollars. This source of original research and policy analysis deals with the most important concepts and empirical evidence in foreign corrupt practices globally. Handbook of Global Research and Practice in Corruption includes research from all continents and provides a critical analysis of the key issues of corruption and its control. Through rigorous analysis and theoretical foundations, this book provides a multi-disciplinary and international account of corruption from the perspectives of public policy, criminal law and criminology, as well as considering principles of prevention and control in both the public and private sectors. With original and empirical analyses, this unique book will appeal to academics, researchers and students in international business and international law, staff of crime and corruption commissions and police integrity agencies, as well as international organisations such as the World Bank, IMF, Transparency International and the World Economic Forum.

Book excerpt: This tells of why and how a young Rhodesian army Captain decided in 1963 not to fight the oncoming war over majority rule. His future unknown, he leaves the country for studies in Cape Town; marries; wins a Beit Fellowship to Oxford; and is recruited to a career at the World Bank. In time he becomes an expert on Eastern Europe. Invited home in 1975 to help prepare Rhodesia's transition to Zimbabwe, he spends three years living through the very war he chose to avoid. Rejoining the Bank, he works on Hungary and, in a unique period after communism fell in 1989, he lives in Poland as Resident Representative. A man of two transitions, he explains how they are separate but ironically linked. His book, a testament to the value of education and the power of family, is written as a memoir to his grandchildren. Now himself a proud American, he offers them a world view-what he calls a moral equilibrium- to harmonize their vexed heritage with today's divided America. Happy with his life, he regrets the outcomes in the country he left. He describes a different path to majority rule his countrymen could have taken, instead of herd-think support of Ian Smith's UDI and war. Had they done so, both the war as well as the brutality, corruption and devastation of Mugabe's Zimbabwe could well have been avoided. As a life's message to his grandchildren, he exhorts them not to make similar mistakes: beware the herd; think for yourself.

Available in PDF, EPUB and Kindle. Book excerpt: The security and political crisis in Mali caused a sharp recession along with tax and external financing shortfalls. There has been a sharp expenditure cut and increased recourse to domestic financing, but the accumulation of arrears is prevalent. The first disbursement under the Rapid Credit Facility (RCF) of special drawing rights (SDR) 12 million in February has catalyzed about $508 million of budget support thus far. Resumption of donor support brightens the path to economic recovery, but there remain important financing gaps. Strengthening public financial management is essential for sustained macroeconomic and fiscal stability.

Book excerpt: NAMED ONE OF THE BEST BOOKS OF THE YEAR BY BUZZFEED AND KIRKUS REVIEWS • With deeply moving human drama, nail-biting suspense—and bold speculation informed by a degree in physics—C. A. Higgins spins a riveting science fiction debut guaranteed to catapult readers beyond their expectations. Serving aboard the Ananke, an experimental military spacecraft launched by the ruthless organization that rules Earth and its solar system, computer scientist Althea has established an intense emotional bond—not with any of her crewmates, but with the ship’s electronic systems, which speak more deeply to her analytical mind than human feelings do. But when a pair of fugitive terrorists gain access to the Ananke, Althea must draw upon her heart and soul for the strength to defend her beloved ship. While one of the saboteurs remains at large somewhere on board, his captured partner—the enigmatic Ivan—may prove to be more dangerous. The perversely fascinating criminal whose silver tongue is his most effective weapon has long evaded the authorities’ most relentless surveillance—and kept the truth about his methods and motives well hidden. As the ship’s systems begin to malfunction and the claustrophobic atmosphere is increasingly poisoned by distrust and suspicion, it falls to Althea to penetrate the prisoner’s layers of intrigue and deception before all is lost. But when the true nature of Ivan’s mission is exposed, it will change Althea forever—if it doesn’t kill her first. Praise for Lightless “Gripping . . . sci-fi flavored with a hint of thriller.”—New York Daily News “[A] measured, lovely science-fiction debut [that is] more psychological thriller . . . contained, disciplined, tense . . . The plot is compulsive. . . . Lightless is the first of a planned series, and you can’t help looking forward to learning what’s next.”—The New York Times “Lightless is full of suspense and fun as hell to read.”—BuzzFeed “Absolutely brilliant . . . This is science fiction as it is meant to be done: scientific concepts wedded to and built upon human ideals.”—Seanan McGuire, New York Times bestselling author of the October Daye series “The stakes in this story are high—life and death, rebellion and betrayal—and debut novelist Higgins continually ratchets up the tension. . . . A suspenseful, emotional story that asks plenty of big questions about identity and freedom, this is a debut not to be missed.”—Kirkus Reviews (starred review) “A taut, suspenseful read.”—Tech Times “Lightless is an exercise in lighting a very slow fuse and building the tension to an unbearable pitch while making us guess just how apocalyptic the ultimate explosion will be. . . . It is a high-wire act, a wonderment, and a fine accomplishment from a name we’ll be seeing again.”—Sci Fi
