Book excerpt: Extension and advisory services (EAS) are well recognized as a key factor in contributing to agricultural productivity and growth. However, rigorous evaluation of EAS approaches and assessment of complex national or subnational pluralistic EAS systems are rare. This working paper examines the literature on experiential and empirical insights and explores methods to assess complex pluralistic EAS systems. The authors present conceptual thinking on innovation systems and EAS, and review the IFPRI “best-fit” framework. This framework remains relevant because it is based on a holistic perspective with an impact pathway orientation. The paper aims to operationalize and improve the best-fit framework to guide the evaluation of complex EAS systems. The authors draw on and summarize existing literature to illustrate methods and tools used to analyze each component of the framework. The review pays close attention to the literature and methods for assessing the diversity of service providers and their various delivery tools and learning approaches. The discussion also pays close attention to the interaction of each component and how it affects the performance and impact of EAS from a systems perspective. This paper adds key points and considerations on how to operationalize the best-fit framework to carry out evaluations of pluralistic EAS.

The purpose of the hearings was to establish research priorities for the 21st century, improve the efficiency and effectiveness of the federal research investment, and improve accountability through the establishment of a coordinated advisory and priority setting mechanism. Testimony was received from U.S. Senators and Representatives; Under-Secretaries from the U.S. Department of Agriculture (USDA); and spokespersons for agribusiness associations, agricultural science associations, research institutions, land grant universities, and the Extension Service. The following topics were discussed: the role of the National Center for Agricultural Utilization and Research (Peoria, Illinois) in commercialization of agricultural products; financial and political threats to the federal government's role in agricultural research and education; research priorities related to human nutrition, new agricultural and livestock pests and diseases, food safety, and farming's environmental issues; replacing petrochemical ingredients in industrial products with agriculture-based ingredients; proposed participants and processes in setting research priorities for government funding; importance of sustainable agriculture; the needs of rural families and communities that are not usually well supported in USDA budgets and extension programs; worldwide research on consumer food preferences; structure and funding of federally funded agricultural research programs conducted by land grant universities, the USDA Agricultural Research Service, and the agribusiness industry; and the role and methods of the Cooperative Extension Service in disseminating research-based information to farmers. A 1995 publication from the World Bank, Monitoring Environmental Progress: A Report on Work in Progress, generated great interest in the use of indicators to measure the pace and direction of change in environmentally sustainable development. In particular, the attempts to define what it means to be wealthy or poor by recognizing that a countrys wealth is the combination of various forms of capital--produced, natural, and human resources--led to new thinking on what constitutes wealth and how it might be measured. The current document, Expanding the Measure of Wealth: Indicators of Environmentally Sustainable Development, extends the earlier analysis by highlighting portfolio indicators for tracking a countrys progress toward sustainable development. These include new estimates of national wealth and genuine savings, a detailed analysis of changes in subsidies that have environmental consequences, and progress on the conceptual foundations of social capital. The new estimates reinforce the importance of the natural resource base of all economies as well as the fundamental role of human resources, including both human capital and the more difficult to define concept of social capital.
