Available in PDF, EPUB and Kindle. Book excerpt: In 1998, the U.S. Department of Energy (DoE) plans to begin a $19 billion program to dispose of 176,000 c.m. of transuranic waste that will be permanently stored in the Waste Isolation Pilot Plant (WIPP), a repository near Carlsbad, NM. However, DoE must first obtain from EPA a certificate of compliance with its disposal regulations for radioactive waste and meet the requirements of RCRA for handling and disposing of hazardous waste. This report assesses the prospects for opening WIPP and determines how well DoE is positioned to begin filling it in the first few years of operation and longer.

Book excerpt: The largest volumes of radioactive wastes in the United States contain only small amounts of radioactive material. These low-activity wastes (LAW) come from hospitals, utilities, research institutions, and defense installations where nuclear material is used. Millions of cubic feet of LAW also arise every year from non-nuclear enterprises such as mining and water treatment. While LAW present much less of a radiation hazard than spent nuclear fuel or high-level radioactive wastes, they can cause health risks if controlled improperly. Improving the Regulation and Management of Low-Activity Radioactive Wastes asserts that LAW should be regulated and managed according to the degree of risk they pose for treatment, storage, and disposal. Current regulations are based primarily on the type of industry that produced the waste-the waste's origin-rather than its risk. In this report, a risk-informed approach for regulating and managing all types of LAW in the United States is proposed. Implemented in a gradual or stepwise fashion, this approach combines scientific risk assessment with public values and perceptions. It focuses on the hazardous properties of the waste in question and how they compare with other waste materials. The approach is based on established principles for risk-informed decision making, current risk-informed initiatives by waste regulators in the United States and abroad, solutions available under current regulatory authorities, and remedies through new legislation when necessary.

Available in PDF, EPUB and Kindle. Book excerpt: The US Department of Energy (DOE) produces radioactive low-level wastes (LLW) which contain hazardous components. Management of those mixed wastes (MW) requires compliance with US Environmental Protection Agency (EPA) regulations for hazardous wastes and DOE regulations for LLW. In 1988, DOE's Nevada Operations Office (NV) began disposing of MW at the Nevada Test Site (NTS) under interim status as authorized by the state of Nevada. MW disposal is limited to Pit 3 while operating under interim status. Preparations for operation of a separate Mixed Waste Management Facility (MWMF) by the end of 1989 are underway. Those preparations include revising the NTS Part B Permit application, developing a MW certification program, developing and operating a vadose zone monitoring system, preparing an Environmental Assessment (EA), developing protocols for analysis of MW, and facility design and construction. This paper describes the permitting and design of a MWMF at the NTS. This 167-acre facility will be a part of the 732-acre Area 5 Radioactive Waste Management Site (RWMS).

Book excerpt: Over the past decade significant progress has been achieved in the development of waste characterization and control procedures and equipment as a direct response to ever-increasing requirements for quality and reliability of information on waste characteristics. Failure in control procedures at any step can have important, adverse consequences and may result in producing waste packages which are not compliant with the waste acceptance criteria for disposal, thereby adversely impacting the repository. The information and guidance included in this publication corresponds to recent achievements and reflects the optimum approaches, thereby reducing the potential for error and enhancing the quality of the end product. -- Publisher's description.

This revised edition has an expanded chapter on chemical management and delves into new areas, such as nanotechnology, laboratory security, and emergency planning. Developed by experts from academia and industry, with specialties in such areas as chemical sciences, pollution prevention, and laboratory safety, Prudent Practices in the Laboratory provides guidance on planning procedures for the handling, storage, and disposal of chemicals. The book offers prudent practices designed to promote safety and includes practical information on assessing hazards, managing chemicals, disposing of wastes, and more. Prudent Practices in the Laboratory will continue to serve as the leading source of chemical safety guidelines for people working with laboratory chemicals: research chemists, technicians, safety officers, educators, and students.
