The chief purpose of the reconciliation process is to enhance Congress's ability to change current law in order to bring revenue, spending, and debt-limit levels into conformity with the policies of the annual budget resolution. Reconciliation is a two-stage process. First, reconciliation directives are included in the budget resolution, instructing the appropriate committees to develop legislation achieving the desired budgetary outcomes. If the budget resolution instructs more than one committee in a chamber, then the instructed committees submit their legislative recommendations to their respective Budget Committees by the deadline prescribed in the budget resolution; the Budget Committees incorporate them into an omnibus budget reconciliation bill without making any substantive revisions. In cases where only one committee has been instructed, the process allows that committee to report its reconciliation legislation directly to its parent chamber, thus bypassing the Budget Committee. The second step involves consideration of the resultant reconciliation legislation by the House and Senate under expedited procedures. Among other things, debate in the Senate on any reconciliation measure is limited to 20 hours (and 10 hours on a conference report) and amendments must be germane and not include extraneous matter. The House Rules Committee typically recommends a special rule for the consideration of a reconciliation measure in the House that places restrictions on debate time and the offering of amendments. As an optional procedure, reconciliation has not been used in every year that the congressional budget process has been in effect. Book excerpt: On April 11, 2003, the House and Senate reached agreement on a budget resolution for FY2004 (H.Con.Res. 95) which recommends that revenues be reduced by $1.225 trillion over the 11-year period covering FY2003-2013. In addition, the budget resolution recommends increases in outlays stemming from related tax policy changes (i.e., refundable tax credits). These recommendations in the aggregate roughly parallel those proposed by President George W. Bush in the FY2004 budget he submitted to Congress on February 3. The FY2004 budget resolution recommends that a large portion of the revenue reductions (and associated outlay increases), pertaining to an economic growth package, be achieved through the budget reconciliation process. The remaining revenue reductions, amounting to about $691 billion (plus associated outlay increases), may be considered under regular legislative procedures. The reconciliation process, authorized under Section 310 of the 1974 Congressional Budget Act, is an optional procedure that operates as an adjunct to the budget resolution process. The chief purpose of the reconciliation process is to enhance Congress's ability to change current law in order to bring revenue and mandatory spending levels into conformity with the policies of the budget resolution. While a budget resolution may rest on assumptions regarding changes in revenue and mandatory spending levels, reconciliation may make it more likely that such changes will occur by compelling committees to develop the necessary legislation and providing for its expedited consideration. The reconciliation directives, set forth in Section 201 of the budget resolution, require the House Ways and Means Committee and the Senate Finance Committee to report reconciliation legislation to their respective chambers by May 8, 2003. Although the level of tax policy changes is the same for each committee (not more than $550 billion over the 11-year period covering FY2003-2013), the two committees have a different mix of directives to reduce revenues and increase outlays related to tax policy changes. The Ways and Means Committee is directed to reduce revenues by not more than $535 billion and to increase outlays by not more than $15 billion; the corresponding amounts for the Finance Committee are not more than $522.524 billion in revenue reductions and not more than $27.476 billion in outlay increases. In an innovative procedure intended in part to avoid conflicts with the Senate's so-called Byrd rule (Section 313 of the 1974 Congressional Budget Act), the budget resolution also contains a point of order, set forth in Section 202, that prohibits the initial consideration in the Senate of reconciliation legislation proposing revenue reductions and associated outlay increases greater than $350 billion. The prohibition does not apply, however, to the consideration in the Senate of the conference report. This report will be updated as developments warrant.

Reconciliation is a two-step process, involving the inclusion of reconciliation instructions in the budget resolution, which direct the appropriate committees to develop legislation achieving the desired budgetary outcomes, and the subsequent consideration of the resultant reconciliation legislation under expedited procedures. The FY2006 budget resolution (H.Con.Res. 95), which was agreed to by the House and Senate on April 28, 2005, included reconciliation instructions expected to lead to the development of three different reconciliation measures: (1) an omnibus spending bill to reduce mandatory outlays by about $35 billion over FY2006FY2010; (2) a revenue bill to reduce revenues by $70 billion over the same period; and (3) a bill to increase the limit on the public debt by $781 billion. Following a surge in spending for relief and reconstruction efforts associated with Hurricanes Katrina and Rita, Republican leaders in the House and Senate announced plans to achieve additional savings in mandatory outlays through the reconciliation process, and to pursue other savings in annual appropriations acts. The Senate Budget Committee reported the spending reconciliation bill, S. 1932, the Deficit Reduction Omnibus Reconciliation Act of 2005, on October 27. The Senate passed the bill with amendments on November 3, by a vote of 52-47. Congressional Budget Office (CBO) estimated that the committee recommendations would yield net outlay savings of $39.114 billion over FY2006-FY2010; the amendments adopted by the Senate reduced the five-year savings to $34.644 billion. The House Budget Committee reported the spending reconciliation bill, H.R. 4241, the Deficit Reduction Act of 2005, on November 7. The House passed the bill on November 18, by a vote of 217-215; amendments were incorporated into the bill automatically under a self-executing feature of the rule governing consideration (H.Res. 560, as amended), but no other amendments were allowed. CBO estimated that the committee recommendations would yield net outlay savings of $53.929 billion over FY2006-FY2010, about $4 billion the revised level of savings requested by the House leadership; the amendments adopted by the House reduced the five-year savings to $49.889 billion. The Senate Finance Committee approved the revenue reconciliation bill, S. 2020, the Tax Relief Act of 2005, on November 15. The Senate passed the bill with amendments on November 18, by a vote of 64-33. The House Ways and Means Committee reported the revenue reconciliation bill, H.R. 4297, the Tax Relief Extension Reconciliation Act of 2005, on November 17. The House passed the bill on December 8, by a vote of 234-197. The Joint Committee on Taxation estimated the five-year revenue reduction at $57.756 billion in the Senate-passed bill and $56.082 billion in the House-passed bill.
