Over the last several years, the military has drastically downsized its forces while the airline industry continues to grow. The purpose of this study is to provide a better understanding between the relationship between airline hiring and Air Force pilot retention. Using past airline hiring characteristics, military and civilian pilot trends, and forecast airline growth, the impact of airline requirements on Air Force retention is discussed. Additionally, the new military force structure includes increased reliance on the Air Reserve Component. A brief analysis of reduced pilot production and retention on the Air Force Reserve and Air National Guard is included. Recommendations admit that, while a single, fix-it solution to pilot retention does not exist, there are many things personnel planners should consider. First and foremost, is the need to understand that pilot retention is a result of supply and demand. Other considerations include the need for a long term focus, replacing the pilot bonus with increased pilot flight pay, increasing pilot production and continued emphasis on quality of life initiatives.

Two decades of elevated operational tempos, tight budgets, and robust airline hiring have motivated pilots to leave active duty service in record numbers, eroding the Service's stock of experienced aviators. The global recession caused by the coronavirus pandemic may have temporarily subdued commercial airlines' demand for military trained pilots, but these conditions won't last forever, and soon the Air Force will once again need to retain experienced aircrew when the airlines are hiring. This dissertation leverages a value-added model to identify changes to Air Force basing policy that could improve fighter pilot retention outcomes. Using a value-added model to analyze twenty years of fighter pilot retention data highlights significant variation in retention outcomes at installations across the USAF's basing posture. Comparing retention outcomes to the communities surrounding military installations can demonstrate pilots' revealed installation preferences. Investigating recent retention trends at prospective F-35 bases yields insights into the potential retention consequences of future basing decisions. This dissertation recommends that the Air Force continue to gather as much data as possible about pilots' personal and professional preferences, so that individuals can be matched with tailored, retention improving assignments. Next, the Air Force should use these preferences to more fully understand pilots' revealed assignment and installation preferences. Lastly, these preferences should be incorporated into the Air Force's Strategic Basing Process to move the Service towards a basing posture that passively supports pilot retention with every basing decision.

This demand has led to a shortage of pilots across the services, with the problem being particularly acute in the United States Air Force, with a deficit at this point of over 1,000 total pilots. We cannot buy our way out of this problem since the military cannot compete with the potential salaries and, in some cases, the lifestyle of the commercial airlines. The services must use all the levers in their control, from an increase in bonuses to changes in the assignment system to changes in promotion to incentives, to incentivize pilots to remain in the military. The shortage of military pilots has a direct impact on readiness. The reaction to the shortage has typically been along the same veins: to throw more money at the problem in the form of cash retention bonuses. But without addressing the root causes, this will do little to stem the departure of valuable experienced military pilots. Service members are not in it for the money. Military pilots serve for love of country and for love of flying. There are many reasons besides money that military pilots leave the service for the private sector, including family concerns and a desire for more stability, too few flying hours, and too many assigned tasks unrelated to flying. It costs millions of dollars and years of training to produce just a single aviator. We therefore need to think broadly and creatively about how best to retain the skilled aviators that the U.S. needs.

Book excerpt: Following the events of September 11th, the average days served by the part-time pilots of the Air Force Reserve doubled and, at times, tripled compared to the pre-September 11th rates. These part-time pilots in the Air Force Reserve often work for civilian airlines and earn some of the highest civilian incomes in the nation. Both Congress and the Department of Defense have expressed concerns that if activation causes income losses for activated members, these losses might lead some reservists to leave the reserves earlier than they otherwise would have and might also prevent some potential reservists from ever joining the reserves. This dissertation analyzes whether the increased activation of reserve pilots negatively affects their earnings and retention rates. The author uses information relevant to the dual-employment aspect of part-time, reserve pilots to develop a theoretical model for how an individual might behave when choosing between reserve activation time and civilian employment opportunities. The insights from this model provide the basis for two empirical analyses. The results of both analyses suggest that positive income and retention impacts are associated with increased activation service.

This report proposes three ways the Air Force and Congress can increase pilots' career satisfaction and gain longer service commitments without additional outlays. These recommendations increase a pilot's agency inside the Air Force while giving the service more stability and predictability in its pilot manning.

The readiness of an individual unit is the result of a series of time-intensive force generation processes that ultimately combine qualified people, working equipment, and unit training to produce military capabilities suitable for executing the defense strategy. While this discussion is a basic tenet of production theory, it had not been commonly applied to readiness management until recently. The important point here is that understanding how the readiness of military capabilities is generated provides the clearest picture of the current readiness status and whether that status is likely to change over time. Furthermore, it provides the best shot at identifying effective management policies to ensure that DOD can generate the capabilities that the Nation asks of it. This paper argues that traditional unit-level readiness metrics are useful as part of a larger readiness management construct, but by themselves they do not provide enough information to proactively manage strategically.
