Book excerpt: In spring 2011 the National Academies of Sciences, Engineering, and Medicine produced a report outlining the next decade in planetary sciences. That report, titled Vision and Voyages for Planetary Science in the Decade 2013-2022, and popularly referred to as the "decadal survey," has provided high-level prioritization and guidance for NASA's Planetary Science Division. Other considerations, such as budget realities, congressional language in authorization and appropriations bills, administration requirements, and cross-division and cross-directorate requirements (notably in retiring risk or providing needed information for the human program) are also necessary inputs to how NASA develops its planetary science program. In 2016 NASA asked the National Academies to undertake a study assessing NASA's progress at meeting the objectives of the decadal survey. After the study was underway, Congress passed the National Aeronautics and Space Administration Transition Authorization Act of 2017 which called for NASA to engage the National Academies in a review of NASA's Mars Exploration Program. NASA and the Academies agreed to incorporate that review into the midterm study. That study has produced this report, which serves as a midterm assessment and provides guidance on achieving the goals in the remaining years covered by the decadal survey as well as preparing for the next decadal survey, currently scheduled to begin in 2020.

The Red Planet’s proximity and likeness to Earth make it a magnet for our collective imagination. Yet the question of whether life exists on Mars—or has ever existed there—remains an open one. Science has not caught up to science fiction—at least not yet. This summer we will be one step closer to finding the answer. On August 5th, Curiosity—a one-ton, Mini Cooper-sized nuclear-powered rover—is scheduled to land on Mars, with the primary mission of determining whether the red planet has ever been physically capable of supporting life. In Getting to Mars, Roger Wiens, the principal investigator for the ChemCam instrument on the rover—the main tool for measuring Mars’s past habitability—will tell the unlikely story of the development of this payload and rover now blasting towards a planet 354 million miles from Earth. ChemCam (short for Chemistry and Camera) is an instrument onboard the Curiosity designed to vaporize and measure the chemical makeup of Martian rocks. Different elements give off uniquely colored light when zapped with a laser; the light is then read by the instrument’s spectrometer and identified. The idea is to use ChemCam to detect life-supporting elements such as carbon, nitrogen, and oxygen to evaluate whether conditions on Mars have ever been favorable for microbial life. This is not only an inside story about sending fantastic lasers to Mars, however. It’s the story of a new era in space exploration. Starting with NASA’s introduction of the Discovery Program in 1992, smaller, scrappier, more nimble missions won out as behemoth manned projects went extinct. This strategic shift presented huge opportunities—but also presented huge risks for shutdown and failure. And as Wiens recounts, his project came close to being closed down on numerous occasions. Getting to Mars is the inspiring account of how Wiens and his team overcame incredible challenges—logistical, financial, and political—to successfully launch a rover in an effort to answer the eternal question: is there life on Mars?

Vision and Voyages for Planetary Science in the Decade 2013-2022 surveys the current state of knowledge of the solar system and recommends a suite of planetary science flagship missions for the decade 2013-2022 that could provide a steady stream of important new discoveries about the solar system. Research priorities defined in the report were selected through a rigorous review that included input from five expert panels. NASA's highest priority large mission should be the Mars Astrobiology Explorer Cacher (MAX-C), a mission to Mars that could help determine whether the planet ever supported life and could also help answer questions about its geologic and climatic history. Other projects should include a mission to Jupiter's icy moon Europa and its subsurface ocean, and the Uranus Orbiter and Probe mission to investigate that planet's interior structure, atmosphere, and composition. For medium-size missions, Vision and Voyages for Planetary Science in the Decade 2013-2022 recommends that NASA select two new missions to be included in its New Frontiers program, which explores the solar system with frequent, mid-size spacecraft missions. If NASA cannot stay within budget for any of these proposed flagship projects, it should focus on smaller, less expensive missions first. Vision and Voyages for Planetary Science in the Decade 2013-2022 suggests that the National Science Foundation expand its funding for existing laboratories and establish new facilities as needed. It also recommends that the program enlist the participation of international partners. Expected to last for 90 days, the two rovers explored the Martian surface for nearly two years. Their objective was to search for evidence of ancient water on Mars, and to determine if Mars ever had conditions that would have been suitable for life. Opportunity, landed on Meridiani Planum, a smooth plateau near the Martian equator, coming to rest in a small impact feature named Eagle Crater. After leaving Eagle Crater, Opportunity drove eastward to Endurance Crater, a much larger carter that allowed access to deeper and older rocks. At these locations, Opportunity, found strong evidence for ancient water on Mars. This evidence includes "blueberries,” small concretions rich in hematite that precipitated from water. Other evidence includes rocks that ware made largely of sulphate salts, deposited when water evaporated, and rocks that preserve ancient ripples that formed billions of years ago as water flowed over sand on Mars. The conditions long ago at Meridiani Planum could have been suitable for some simple forms of life. Whether life could have developed there, however, is a more difficult question.
