Book Synopsis Toward a New Mission Statement for Canadian Fiscal Federalism by : Harvey Lazar
Download or read book Toward a New Mission Statement for Canadian Fiscal Federalism written by Harvey Lazar and published by IIGR, Queen's University. This book was released on 2000 with total page 428 pages. Available in PDF, EPUB and Kindle. Book excerpt: Canada: State of the Federation, 1999–2000 identifies and explains major threads in Canadian fiscal federalism. Set against the cacophony over domineering and arrogant centralization from supporters of Quebec sovereignty/session on the one hand, and fears that excessive decentralization is fuelling an obsessively neo-liberal agenda on the other, these essays replace much of this heat with new light. The authors begin with an examination of recent developments in the theoretical literature surrounding fiscal federalism. They then examine some of the major issues facing the federation – Is there a vertical imbalance between federal and provincial governments? Does Ottawa collect more revenues than are needed relative to its spending responsibilities while the provinces are under-funded? How do federal-provincial struggles over money and jurisdictional power affect local government or the para-public sector, emerging aboriginal governments, and citizens? Federal government actions in 1999 suggest that Ottawa has not lost all of its interest in social outcomes. It is, however, seeking to influence the well-being of citizens by transferring money to them directly rather than through transfers to provinces. The authors suggest that if this trend continues the approach to the millennium will be seen as a watershed in public policy, given that current trends in Canadian fiscal federalism are as much about re-balancing the federation as they are about decentralization.

Book Synopsis Collective Autonomy by : Edward Monahan
Download or read book Collective Autonomy written by Edward Monahan and published by Wilfrid Laurier Univ. Press. This book was released on 2006-01-01 with total page 253 pages. Available in PDF, EPUB and Kindle. Book excerpt: Chronicles the rise and decline of Ontario universities from the halcyon 1960s to the Common Sense Revolution through the history of its planning association, the Council of Ontario Universities. Collective Autonomy: A History of the Council of Ontario Universities, 1962-2000 is the first full-length account of an organization that has played a major role in the development of the university system in Ontario. Edward J. Monahan served as the council’s chief executive officer for over fifteen years. This is his insider’s account, enhanced by archival material, of the key role the universities played in planning the high academic quality of the Ontario provincial university system. Collective Autonomy traces the evolution of Ontario universities over a period of forty years, from the halcyon days of the 1960s, during which massive injections of public funds transformed these institutions from ivory towers to public utilities, through the 1970s and ’80s when universities were downgraded as a government spending priority and problems began to develop. It concludes by looking at the problems created by the “Common Sense Revolution” and the resulting severe cutbacks in government grants to universities. It chronicles the efforts of the universities to preserve their autonomy while expanding their service to the common good, and their efforts to maintain the delicate balance between university autonomy and public accountability.

Book excerpt: Avis Glaze was recently identified as one of the most inspiring women every educator should know. From her earliest days in Jamaica, as a young girl who was driven to teach others to read, to her rapid rise through all levels of the school system to become the founding CEO of the Literacy and Numeracy Secretariat and Ontario’s Education Commissioner, Glaze has been a persistent voice in the belief that there should be no ‘throw-away kids.’ Recognized for her record of innovations in education, including improved student learning and achievement in Ontario, she initiated system-wide character development programs in schools, communities and workplaces. This award-winning educator has been a steadfast advocate for equity of outcomes for all students. That is why Glaze has always acted with a sense of urgency because, as she often says, “the children cannot wait.” Glaze was chosen by the Canadian government to assist with education reform in South Africa. She is in demand as a speaker across the globe, having worked in more than 22 countries and over 30 U.S. states to help maximize impact. She is truly an international leader in the field of education. Part biography, part chronicle of achievements, this book will reignite passion and commitment to improve teaching, learning, leadership, and organizational effectiveness.
