The world oil market structure is an example of such an intermediate market structure. The purpose of this title is to develop such a theoretical framework. The study examines non-renewable resource markets in which a profit maximizing producer cartel co-exists with a non-cartel supply sector, which is alternately modelled as consisting of a collection of competitive firms or as exhibiting other exogenously assumed supply behaviours. This title will be of interest to students of environmental economics.

Book excerpt: This research project develops and extends a Hotelling type model of the optimal extraction of a nonrenewable natural resource. From the model, the relationships between the resource price movements and such factors as discount rates, market structures, extraction costs and resource reserves are obtained. The major theoretical predictions gained from the model are 1) with endogenous discount rates, as discount rates are high, a natural resource would be depleted more slowly; 2) a monopolistic extraction of a natural resource depends not only on discount rates, but also on demand elasticities compared with a competitive industry, and 3) the traditional increasing price paths of exhaustible natural resources could be altered by the rate of changes in marginal extraction costs. The model suggests a declining and a U-shaped time path for prices with a decreasing rate of change of marginal extraction costs. This research project also empirically tests the price behavior for ten different mineral commodities based on annual data over the period 1950:1-2010:12. The empirical study indicates that substantial differences across different natural resource markets make it difficult.

Book excerpt: Natural resource extraction has fueled protest movements in Latin America and existing research has drawn considerable scholarly attention to the politics of antimarket contention at the national level, particularly in Ecuador, Bolivia, and Argentina. Despite its residents reporting the third-highest level of protest participation in the region, Peru has been largely ignored in these discussions. In this groundbreaking study, Moises Arce exposes a long-standing climate of popular contention in Peru. Looking beneath the surface to the subnational, regional, and local level as inception points, he rigorously dissects the political conditions that set the stage for protest. Focusing on natural resource extraction and its key role in the political economy of Peru and other developing countries, Arce reveals a wide disparity in the incidence, forms, and consequences of collective action. Through empirical analysis of protest events over thirty-one years, extensive personal interviews with policymakers and societal actors, and individual case studies of major protest episodes, Arce follows the ebb and flow of Peruvian protests over time and space to show the territorial unevenness of democracy, resource extraction, and antimarket contentions. Employing political process theory, Arce builds an interactive framework that views the moderating role of democracy, the quality of institutional representation as embodied in political parties, and most critically, the level of political party competition as determinants in the variation of protest and subsequent government response. Overall, he finds that both the fluidity and fragmentation of political parties at the subnational level impair the mechanisms of accountability and responsiveness often attributed to party competition.Thus, as political fragmentation increases, political opportunities expand, and contention rises. These dynamics in turn shape the long-term development of the state. Resource Extraction and Protest in Peru will inform students and scholars of globalization, market transitions, political science, contentious politics and Latin America generally, as a comparative analysis relating natural resource extraction to democratic processes both regionally and internationally.

Novel data on the drilling of 20,000 oil wells in Brazil allows us to exploit a quasi-experiment: Municipalities where oil was discovered constitute the treatment group, while municipalities with drilling but no discovery are the control group. The results show that oil discoveries significantly increase per capita GDP and urbanization. We find positive spillovers to non-oil sectors, specifically, an increase in services GDP which stems from higher output per worker. The results are consistent with greater local demand for non-tradable services driven by highly paid oil workers.

Book excerpt: This paper considers the well-known Levhari-Mirman model of resource extraction, and investigates the effects of the information structure of the dynamic game - open-loop, Markovian or history-dependent - on the equilibrium consumption path and the overall utility of the agents. The open-loop regime yields a Pareto-optimal outcome. The Markovian regime leads to the most pronounced version of the tragedy of the commons. History-dependent behavior yields an outcome set that is intermediate between the other two cases. The level of efficiency of equilibrium behaviour is thus U-shaped as a function of the level of information extraction strategies are based on. The analysis suggests that in environments characterized by a dynamic (and no market) externality, forcing agents to commit to open-loop behavior would constitute welfare-improving regulation.
