The value chains in question were food, natural cosmetics and natural pharmaceuticals with the focus on companies from regions being Baden-Württemberg and Slovenia. The Covid-19 pandemic has exposed vulnerabilities in production and supply chains throughout the EU and wider world. Various studies imply that reorganizing value chains is imperative to making them more resilient. However, the level of exposure to pandemics differed among industries. Companies had multiple options for building resilience, and the major resilience strategies vary by industry. For some, it is essential to increase the inventory of critical products1 . For others, diversifying value chains ensures less dependency on external production and, where they are dependent on external producers, ensures that such dependence is spread amongst more trading partners.%%The objective of the current study was to gain insights and lessons learned on measures and strategies that firms from the food, natural cosmetics and natural pharmaceuticals industries apply to mitigate the adverse impacts of the Covid-19 pandemic and ensure their value chains% resilience in times of crises and high uncertainty. While there are several theoretical concepts on value chain resilience, this study provides empirical examples of twenty companies from Baden-Württemberg and Slovenia, who shared their latest experiences with the effects of Covid-19 in the interviews.

Yet, when the COVID-19 pandemic arrived, the Canadian health-care supply chain was not ready.Critical supplies were held up by lockdowns in China and disruptions in transportation networks. Competition between provinces for emergency supplies meant places with the greatest needs were not prioritized. Health- care professionals were given top-down orders on the supplies they were to use, denied the autonomy to make infection-control decisions applicable to their specific situations. With no direct involvement by health-care workers in procurement decisions, governments bought many unnecessary, poor-quality or counterfeit supplies that were wasted. Shortages drove a “hospital-first” approach, which resulted in supplies being diverted away from non-hospital settings experiencing critical need, such as long-term care homes, sometimes with devastating consequences.To ensure a more resilient health-care supply chain that will withstand future disruptions, shortages and crises, policy-makers need to learn from the problems encountered during the COVID-19 pandemic. A more sustainable supply chain requires data standards and digital infrastructure that enable the tracking of supply inventories and product usage in near real time. It is critical that this information is consistent across all provinces, and at the federal level, to provide true visibility that monitors supplies and needs, while identifying risks of shortages early. It is also vital that the health-care workforce is involved in the management and maintenance of supplies, so that they can inform decisions that serve patients and feel confident in the safety of their own workplaces.Canada also needs to ensure it no longer pursues a supply-chain strategy that prioritizes lowest-cost producers, which resulted in our overdependence on a single region. Resilience in the supply chain will require diversification of product sources. It will also benefit from policies that support domestic manufacturers, including by providing them privileged access to provincial health-care markets, allowing Canadian suppliers to grow to sufficient scale so they can become reliable sources for the domestic market and also profit from international sales.The fragility of the supply chain that was exposed by the COVID-19 pandemic revealed just how important the supply chain is. Human lives depend on 100-per-cent supply availability. Accurate, timely, automated and interoperable supply data, and the involvement of frontline health-care workers in procurement decisions, make data- driven and collaborative leadership possible, while mitigating the risks of future supply disruptions. The COVID-19 pandemic will not be the last health-care supply crisis that Canada will face, but the lessons learned from this crisis about supply-chain fragility will allow us to become much better prepared for the next one.

Book excerpt: This study views markets as social institutions and examines whether they enable or hinder access for small-scale fisheries, especially in the context of the COVID-19 pandemic at a global and a national scale (Bangladesh), with a local case study in the Bangladesh Sundarbans. On a global scale, the study reveals that the COVID-19 pandemic has disrupted the supply chains of fish and fisheries products worldwide, with serious consequences for small-scale fishers' livelihoods and socio-economic conditions. However, the pandemic has also brought new opportunities for small-scale fisheries, including product and income diversification, alternative market arrangements, and flexibility in direct sales. At a country level in Bangladesh, similar effects are found in the production, distribution and supply, processing, markets, and food and nutritional security for small-scale fisheries. Finally, a case study was conducted in the Bangladesh Sundarbans to investigate the market structure and the governance of access to markets for the small-scale mud crab (Scylla serrata) fishery. The findings show that local traders or depo owners are the main actors governing both the domestic and the export mud crab supply chains, while small-scale fishers are invisible due to weak market arrangements and the absence of government policy to support them. The study recommends modifying the market governance structure based on the social dynamics of the stakeholders, institutional capacity, and interactions between the key actors to enhance the small-scale fisheries' access to markets. Overall, the COVID-19 pandemic has created an opportunity for countries around the world, especially for developing countries like Bangladesh, to build back the market structure better and stronger, also by addressing the pre-pandemic distortions made by the powerful players in the supply chains. Governing bodies and the stakeholders of the fisheries supply chains around the world could also learn from the present situation and use it as a basis for building viable and resilient small-scale fisheries when facing future crises.

These mission-driven institutions often leverage their purchasing power and hiring practices to support community development. Local food purchases are one crucial way institutions support local economies and contribute to the development of robust and resilient food systems. The relationships institutional buyers establish with local farmers and intermediaries frequently require more time and energy to facilitate but result in more direct, connected, and mutually beneficial relationships, which, based on the findings of this research, are a critical source of resilience. The COVID-19 pandemic is the most recent event to demonstrate vulnerabilities within food systems and global supply chains. The pandemic caused shortages of everyday food items, employment disruptions, and rising levels of food insecurity. However, even before COVID-19, there was a growing interest and need to develop resilience within food systems, primarily to withstand the shocks associated with climate change. This thesis uses interviews, focus groups, and survey data to explore anchor institutions' roles in local food systems. The first article looks at the impact of COVID-19 on institutional foodservice operations and examines how institutions acted as anchors for their communities. The findings suggest that anchor institutions played an important role in supporting food access during the pandemic. The second article defines two complementary paths to enhance local procurement efforts at institutions: supporting new policy initiatives as policy entrepreneurs or using the practical methods identified by focus group participants to enhance local procurement efforts at institutions. Overall, this thesis argues that the relationships between local suppliers and anchor institutions support food system resilience and enhance institutions' ability to respond to shocks. Although New England anchor institutions already contribute significantly to local communities, the potential of these institutions is not yet fully realized.

As a direct consequence, today, food security and resilience are at stake. The effects on bio-based products and bioenergy (in particular: biofuels) vary and their role in the recovery (with possible changes in customer's behaviour) could differ as well. The linkages of the bioeconomy to post-pandemic recovery with regard to impacts and possible responses are currently being discussed by many institutions and initiatives, even though there is currently limited data on the impact of the pandemic on the bioeconomy. This report presents preliminary results based on initial analysis from the authors on knowledge synthesis on the EU bioeconomy system, trends, and perspectives of the future development towards 2030 and 2050.
