Book excerpt: Regulating Place looks at how design standards have shaped the built environment of urban America. Tracing the history behind the evolution of building codes, the contributors examine the increasing influence of regulatory codes over urban design and planning during the past century. From the environment to housing to public space, the volume considers the positive and negative effects of regulation on American cities - particularly the merits of flexible approaches relative to more rigid, technocratic methods. Regulating Place also questions what sort of criteria should be used to measure reg.

Available in PDF, EPUB and Kindle. Book excerpt: The conversation about zoning has meandered its way through issues ranging from housing affordability to economic growth to segregation, expanding in the process from a public policy backwater to one of the most discussed policy issues of the day. In his pioneering 1972 study, Land Use Without Zoning, Bernard Siegan first set out what has today emerged as a common-sense perspective: Zoning not only fails to achieve its stated ends of ordering urban growth and separating incompatible uses, but also drives housing costs up and competition down. In no uncertain terms, Siegan concludes, “Zoning has been a failure and should be eliminated!” Drawing on the unique example of Houston—America’s fourth largest city, and its lone dissenter on zoning—Siegan demonstrates how land use will naturally regulate itself in a nonzoned environment. For the most part, Siegan says, markets in Houston manage growth and separate incompatible uses not from the top down, like most zoning regimes, but from the bottom up. This approach yields a result that sets Houston apart from zoned cities: its greater availability of multifamily housing. Indeed, it would seem that the main contribution of zoning is to limit housing production while adding an element of permit chaos to the process. Land Use Without Zoning reports in detail the effects of current exclusionary zoning practices and outlines the benefits that would accrue to cities that forgo municipally imposed zoning laws. Yet the book’s program isn’t merely destructive: beyond a critique of zoning, Siegan sets out a bold new vision for how land-use regulation might work in the United States. Released nearly a half century after the book’s initial publication, this new edition recontextualizes Siegan’s work for our current housing affordability challenges. It includes a new preface by law professor David Schleicher, which explains the book’s role as a foundational text in the law and economics of urban land use and describes how it has informed more recent scholarship. Additionally, it includes a new afterword by urban planner Nolan Gray, which includes new data on Houston’s evolution and land use relative to its peer cities.

Available in PDF, EPUB and Kindle. Book excerpt: The growing housing crisis cries out for solutions that work. As many as 3.5 million Americans experience homelessness each year, half of them women and children. One in four renters spends more than half of their income on rent and utilities (more than 30 percent is considered unaffordable). With record foreclosures and 28 percent of homes underwater, middle and low-income homeowners are suffering. Many congregations want to address this daunting problem yet feel powerless and uncertain about what to do. The good news is that churches are effectively addressing the housing crisis from Washington State to New York City--where an alliance of sixty churches has built five thousand homes for low-income homeowners, with virtually no government funding or foreclosures. This book not only presents solid theological thinking about housing, but also offers workable solutions to the current crisis: true stories by those who have made housing happen. Each story features a different Christian denomination, geographic area, and model: adaptive reuse, cohousing, cooperative housing, mixed-income, mixed-use, inclusionary zoning, second units, community land trusts, sweat equity, and more. Making Housing Happen is about vision and faith, relationships, and persistence. Its remarkable stories will inspire and challenge you to action. This new edition includes significant new material, especially in light of the ongoing mortgage crisis.

Available in PDF, EPUB and Kindle. Book excerpt: During the early decades of the Cold War, large-scale investments in American defense and aerospace research and development spawned a variety of problem-solving techniques, technologies, and institutions. From systems analysis to reconnaissance satellites to think tanks, these innovations did not remain exclusive accessories of the defense establishment. Instead, they readily found civilian applications in both the private and public sector. City planning and management were no exception. Jennifer Light argues that the technologies and values of the Cold War fundamentally shaped the history of postwar urban America. From Warfare to Welfare documents how American intellectuals, city leaders, and the federal government chose to attack problems in the nation's cities by borrowing techniques and technologies first designed for military engagement with foreign enemies. Experiments in urban problem solving adapted the expertise of defense professionals to face new threats: urban chaos, blight, and social unrest. Tracing the transfer of innovations from military to city planning and management, Light reveals how a continuing source of inspiration for American city administrators lay in the nation's preparations for war.
