A major premise of the QDR is the continuing reliance on Reserve Component forces. To ensure the appropriate use of the Reserve Components, DoD plans to undertake a comprehensive review of the Active and Reserve mix, organization, priority missions, and associated resources. This paper will build on recent assessments of Reserve Component issues (utilization, force mix, and emerging missions) and offer insights regarding how the Army should structure and employ its reserve forces in the future. Key areas will include roles and missions within the strategic construct of Assure, Dissuade, Deter, and Defeat and the role of the RC postulated force packages within simultaneously occurring mission requirements.

Book excerpt: This report provides background and recommendations to inform decisions regarding the future role of the Reserve Component that are consistent with the 2010 Quadrennial Defense Review Report. It examines the roles for which the Reserve Components are best suited, and the best ways to optimize their capabilities and strengths. This report identifies the environment needed to provide a trained, equipped, ready and available Reserve Component; presents options for future force rebalancing considerations; and identifies necessary revisions to law, policy and doctrine. The findings validate some common themes from past studies while providing instructive insights for charting a course for the future. Although the body of this report does not address the absolute cost of each Service's Reserve Component, it makes clear the value of those organizations. The fundamental conclusion of the report is that the Quadrennial Defense Review was correct in its assessment that the National Guard and Reserve, if employed judiciously and with strategic acumen, can effectively contribute to the National Security Strategy even beyond contemporary expectations. It makes clear that decisions regarding the future role of the Reserve Components and the balance between active and reserve forces must be seen through the lens of the All-Volunteer Force. Doing so will require a Reserve Component that is both capable and sustainable. 1. Costs. Establishing a common Departmental baseline costing methodology for the Total Force and identifying the instances where such common baseline costing is not feasible. 2. Uses. Leveraging Departmental plans for the future to best determine how to use the capabilities and capacities of the Guard and Reserve to best advantage during drill time, periods of Active Duty, and during mobilization. 3. Roles. Determining those roles for which the Guard and Reserve are well suited and where Guard and Reserve forces should be considered as a force of first choice. 4. Standards. Determining the conditions and standards that provide for a trained, equipped, ready, and available Guard and Reserve in order to meet the demands of the Total Force while maintaining the support of service members, their families and employers. 5. Rebalancing. Proposing recommendations on rebalancing the mix of Active and Reserve Components to meet demands of the Combatant Commands based on the Guidance for Employment of the Force (GEF) and the cost-benefit analysis of these proposals. 6. Changes. Proposing needed law, policy, and doctrinal changes required to meet the demands and conditions determined in Objectives 2-5 above.

Guard (NG), the Army Reserve, the Navy Reserve, the Marine Corps Reserve, the Air NG, the Air Force Reserve, and the Coast Guard Reserve. These reserve components ¿provide trained units and qualified persons available for active duty in the armed forces.¿ Since 1990, reservists have been involuntarily activated six times, incl. two large-scale mobilizations for the Persian Gulf War and in the aftermath of 9/11. This increasing use of the reserves has led to interest in funding, equipment, and personnel policy. This report provides an overview of key reserve component personnel issues. Available in PDF, EPUB and Kindle. Book excerpt: Based on the National Security Strategy (NSS) and the Quadrennial Defense Review (QDR), the military must adjust to meet anticipated and directed threats to U.S. national security. The active component of the U.S. Army is addressing these issues by building a more expeditionary, modular force, capable of projecting power with a rapid response. Army Chief of Staff General George Casey directed a review on transitioning the U.S. Army Reserves and National Guard into an operational forces, while the U.S. is engaged in two major conflicts and preparing for cuts to the military budget. Historically, discussions on dealing with the current and future threats with a limited budget and an adaptive global enemy do not appeal when the discussion pertains to force restructuring. Currently, one of the areas under review is the U.S. Army's approach to enterprise management and the alleviation of duplicated missions. Secretary Gates proposed the elimination of Joint Forces Command, a reduction of this one headquarters will save the U.S. roughly $230 million dollars a year. Another area of duplication is within the U.S. Army's Reserve Components, where both the Army National Guard and U.S. Army Reserves reside. The question is why does the Army maintain two Reserve Components and should the nation combine this force into one?

The DoD is facing the complex challenge of simultaneously supporting continuing operations in Iraq and Afghanistan and preparing its military forces to meet emerging threats of the new security environment. The 2010 Quadrennial Defense Review (QDR) articulates DoD's strategic plan to rebalance capabilities in order to prevail in current operations and develop capabilities to meet future threats. The QDR acknowledged that the country faces fiscal challenges and that DoD must make difficult trade-offs where warranted. This report provides an assessment of the degree to which DoD addressed each of these items in its 2010 report on the QDR and the supplemental information provided to the defense committees. Book excerpt: The U.S. Army War College, in cooperation with the Association of the United States Army (AUSA), the U.S. Naval War College, and the Atlantic Council of the United States, cosponsored a symposium in late F%ebruary 1997 to examine the topic, ̀1National Defense into the 21st Century: Defining the Issues.'1 The purpose of this symposium was to relate the national interests of the United States to its long-term military requirements and to define those challenges which will face the Department of Defense, as well as those issues most pertinent to each of the military services. This symposium was a sincere effort by individuals from the various services, the Army1s and the Navy1s premier professional military education institutions, AUSA, and the Atlantic Council to search for a common under- standing of the difficult issues facing all the services jointly and each of them individually. Over a period of two days, through four panels and three special addresses, the presenters and more than 100 attendees engaged in an enlightening and productive exchange of ideas and points of view. What follows is a report on the four individual panels and the comments of the Honorable John D. White, the Deputy Secretary of Defense; Major General Mark K. Hamilton, U.S. Army, Vice Director for F%orce Structure, Resources, and Assessment on the Joint Staff; and retired U.S. Army General Andrew J. Goodpaster, Chairman of the Atlantic Council of the United States. General Jack N. Merritt, U.S. Army, Retired, opened the symposium by describing its goals and agenda.

Book excerpt: As an After-action report, this documented briefing summatizes analysis performed for the Joint STaff in preparation for and in support of the second Quadrennial Defense Review(QDR). The authors concluded that QDR 2001 like QDR 1997, was useful inproviding information on requirements for military capabilties and resource. The report recommend that the Chairman of the Joint Chiefs of Staff use existing processes to routinely address cross-cutting issues from a military perpective.
