Available in PDF, EPUB and Kindle. Book excerpt: As or 1994, 93% of U.S. homes had at least one smoke detector. Fifty percent of home fires occurred in homes with no smoke detector. Three-fifths of the home fire deaths occur in homes with no smoke detector. In 1/3 of the homes with detectors that had fires, the detectors were not operational. One-fifth of all homes with detectors had detectors that were not operational. The research identifies the principal reasons for non-operational smoke detectors and discusses strategies for addressing the residential fire problem in America. The research further identifies a flaw in the collection and analysis of fire loss data in the United States.

Book excerpt: The data originated from the NFPA and the Wisconsin Fire Incident Report Forms for the years 1985 through 1989. The study supports the existence of a strong set of similarities between the national and local operational readiness of smoke detectors. The study also supports a link between the increased level of operational readiness locally and the local smoke detector campaign of 1986 and 1987. The challenge at hand is to develop, organize, and implement a comprehensive program that encourages the effective installation, maintenance, and testing of smoke detectors. The study provided valuable research concluding, smoke detectors can be a very effective tool if they are adequately installed, maintained, and tested. The study also supported the importance of re-initiating the local smoke detector campaign.

What effect does installing smoke detectors have on reported fires and casualties for the average household? How much of an effect would increasing smoke detector utilization have on the total number of fires and casualties in the United States? And what are the attributes of homes currently without smoke detectors and where are they located? We estimate the installation of smoke detectors in homes without them reduces the expected number of fires reported from a (formerly) non-smoke-detector residence by a factor of 3.5 to 5, and reduces the number of expected casualties by a factor of 2.5 to 3.5. Unexpectedly, we find the number of casualties per reported fire is lower for non-smoke- detector households compared to smoke-detector households. This could be due to changes in people's behavior when they have a smoke detector in the house or because the less dangerous fires are preferentially extinguished when smoke detectors are present. If smoke detectors were installed in all residences, the number of fires reported to the fire department could be reduced by 25 % or more. More realistically, each percent increase in smoke detector penetration reduces reported fires by more than 2.6 %. Finally, estimates of smoke detector utilization at the census tract level were developed for the entire country. We find evidence that the number of homes with smoke detectors are lower than current estimates that rely on telephone-only survey interviews. We estimate actual smoke detector usage is likely below 92 %. It seems likely that this is due to a correlation between phone presence and smoke detector utilization.

Book excerpt: In the nearly 20 years since AMERICA BURNING was published, many states and municipalities have mandated the use of smoke detectors in the home. In addition, many persons who lived where no legislation was pending still had the foresight to install smoke detectors in their homes. Have smoke detectors been effective in reducing the number of deaths and injuries related to residential fires? Are the results what were hoped for when AMERICA BURNING was published? This paper will examine smoke detector effectiveness.

Available in PDF, EPUB and Kindle. Book excerpt: Fire safety is a major concern in many industries, particularly as there have been significant increases in recent years in the quantities of hazardous materials in process, storage or transport. Plants are becoming larger and are often situated in or close to densely populated areas, and the hazards are continually highlighted with incidents such as the fires and explosions at the Piper Alpha oil and gas platform, and the Enschede firework factory. As a result, greater attention than ever before is now being given to the evaluation and control of these hazards. In a comprehensive treatment of the subject unavailable elsewhere, this book describes in detail the applications of hazard and risk analysis to fire safety, going on to develop and apply quantification methods. It also gives an explanation in quantitative terms of improvements in fire safety in association with the costs that are expended in their achievement. Furthermore, a quantitative approach is applied to major fire and explosion disasters to demonstrate crucial faults and events. Featuring: Full international coverage and a review of several major fires and explosion disasters. Presentation of the properties and science of fire including the latest research. Detailed coverage of the performance of fire safety measures. This is an essential book for practitioners in fire safety engineering, loss prevention professionals, technical personnel in insurance companies as well as academics involved in fire science and postgraduate students. This book is also a useful reference for fire safety officers, building designers, engineers in the process industries, safety practitioners and risk assessment consultants.

Available in PDF, EPUB and Kindle. Book excerpt: In 2003, the U.S. Consumer Product Safety Commission (CPSC) initiated a project to review the audibility effectiveness of residential smoke alarms for the older population. The scope of the project was broadened to address recent concerns that children may not wake to the sound of a smoke alarm. The CPSC staff estimates that in 1999 there were 337,300 unintentional residential structure fires resulting in 2,390 civilian deaths, 14,550 civilian injuries, and $4.24 billion in property losses. The National Fire Protection Association (NFPA) reports that, during the 24-year period from 1977 to 2001, home fires and home fire deaths dropped 49% and 47% respectively, excluding events from September 11,2001. In 2001, four of every five fire deaths occurred in home structure fires, excluding 9/11, according to NFPA.

Available in PDF, EPUB and Kindle. Book excerpt: Smoke detectors are an inexpensive device available to citizens to protect them in their residences from death, injury and loss due to fire. Fire departments have encouraged and even mandated the installation of these devices based on observations, nearly all of which lack statistical significance to "conclusively" demonstrate the effectiveness of smoke detectors to provide protection in residential fire situations. This study attempted to establish with statistical validity a reduction in dollar loss contributed by the presence and operation of smoke detectors in residential fires in the City of Reading, Ohio for the six year study period 1986-1991. All residential fires during the study period were retrospectively analyzed for detector performance and dollar loss. Incidents in which detectors operated were grouped and those incidents where detectors failed or were not present were grouped.

Available in PDF, EPUB and Kindle. Book excerpt: This important new book, the first of its kind in the fire safety field, discusses the economic problems faced by decision-makers in the areas of fire safety and fire precautions. The author considers the theoretical aspects of cost-benefit analysis and other relevant economic problems with practical applications to fire protection systems. Clear examples are included to illustrate these techniques in action. The work covers: * the performance and effectiveness of passive fire protection measures such as structural fire resistance and means of escape facilities, and active systems such as sprinklers and detectors * the importance of educating for better understanding and implementation of fire prevention through publicity campaigns and fire brigade operations * cost-benefit analysis of fire protection measures and their combinations, taking into account trade-offs between these measures. The book is essential reading for consultants and academics in construction management, economics and fire safety, as well as for insurance and risk management professionals.
