Available in PDF, EPUB and Kindle. Book excerpt: From late 2010 to the present day, the Arab world has been shot through with insurrection and revolt. As a result, Tunisia is now seen as the unlikely birth place and exemplar of the process of democratisation long overdue in the Arab world. Mixing political, historical, economic, social and cultural analyses and approaches, these essays reflect on the local, regional and transnational dynamics together with the long and short term factors that, when combined, set in motion the Tunisian revolution and the Arab uprisings. Above all, the book maps the intertwined genealogies of cultural dissent that have contributed to the mobilisation of protesters and to the sustenance of protests between 17 December 2010 and 14 January 2011, and beyond.

Book excerpt: This work explains elite behaviour in authoritarian systems and proposes why elites withdraw their support for the incumbent when faced with popular uprisings. Building upon foundations drawn from institutional authoritarianism and synthesised with local context from the substantial scholarship on the Middle East and North Africa, the book argues that the elite supporting autocrats come from three distinct cadres: the military, the single-party and the personalist. Each of these cadres possesses its own distinct institutional interests and preferences towards regime change. Drawing on these interests, the study constructs a theoretical framework that is assessed through testing it against three variables. Utilising an analytic narrative, the research finds that the withdrawal of elite support is the consequence of long-term processes that see distinct cadres marginalised. First, increased incumbent preference for personalist elements destabilises regimes as the military and single-party cadres reconsider their positions. Second, neoliberal economic policies, implemented via structural adjustment, accelerated this personalisation as the state’s withdrawal from the economy. This, in turn, affected the ability of the military and single-party elites to access patronage. Finally, the degree of military involvement in the formal political sphere contributes to shaping the nature of the system that replaced the incumbent regime under examination. Building upon a wide range of literature the book argues that interest realisation determines whether or not elite actors support regime change in authoritarian systems. The volume will be of interest to scholars researching politics, social sciences and the Middle East.

This book was released on 2022-01-18 with total page 216 pages. Available in PDF, EPUB and Kindle. Book excerpt: FAO has promoted the ecosystem approach to fisheries (EAF) as an appropriate framework for the sustainable development and management of fisheries worldwide. With a view to contribute to the identification of lessons and good practices for EAF implementation, this publication documents nine case studies that attempted to put into practice some of the key principles and tools of the approach in the Mediterranean Sea. The case studies were selected to cover a broad range of contexts including smallscale and industrial fisheries operating at local, national and sub-regional scales. It was not within the scope of the publication to evaluate the level of implementation of the ecosystem approach. A specific tool for monitoring implementation is proposed and exemplified. Case studies were analysed with a view to draw preliminary lessons regarding the enabling factors that facilitated the progress made as well as the challenges faced in the transition towards EAF-based management systems. Attention is drawn to key enabling conditions such as favourable policies, legislation and regulatory frameworks, the existence of regional mechanisms for cooperation, favourable market dynamics and social processes, and the relatively low complexity of the fishery systems analysed. A set of factors emerged that contributed to progress during implementation, such as the clear definition of fishing rights, the enhancement of mechanisms for compliance, scientific monitoring and adaptation of management measures, as well as the explicit consideration of biological and socioeconomic aspects in management actions. Further progress in the transition towards sustainable management systems is hampered by external and internal factors. External factors are related, for instance, to environmental changes, the poor regulation and control of competing sectors, consumer behaviour and the governance environment. Issues such as stakeholder representation, knowledge gaps and the availability of sustainable sources of funding are among common internal factors. The authors also discuss how slow progress in the implementation of management plans can generate discredit with the institutions and add additional challenges for any future initiatives to engage stakeholders in participatory management. The case-based results and lessons of how the ecosystem approach to fisheries was considered, developed and implemented in the fisheries discussed in this publication not only contribute to the documentation of current practices in the Mediterranean but may also guide future attempts to further develop the field.

Book excerpt: This book is concerned with EU democracy promotion inside Tunisia, the first Arab signatory of an Association Agreement with the EU. Focusing on the content, context, mechanisms, and outcomes of democratization via association, the authors examine whether Tunisia’s specific mode of democratization works in tandem with EU democracy promotion objectives, and the extent to which both adapt association in a way that neither sabotages EU democracy promotion nor undermines Tunisia’s specificity. Drawing on Arabic, English and French sources, the book deploys a variety of methods and disciplinary approaches - discourse analysis, interviews, democratization theory, foreign policy analysis, security studies, political history, nationalism and identity – and takes an interpretivist perspective, conceiving of political processes as fluid and tentative. The first comprehensive study of the effects of the Union’s Mediterranean democracy promotion strategy on a single recipient state, this book will be relevant to students of Middle East politics, European foreign policy, Euro-Mediterranean studies, democratization theory, and Euro-Arab relations, this book will also be of great interest to researchers, academics and policy-makers.
