Book excerpt: The use of referendums around the world has grown remarkably in the past thirty years and, in particular, referendums are today deployed more than ever in the settlement of constitutional questions, even in countries with little or no tradition of direct democracy. This is the first book by a constitutional theorist to address the implications of this development for constitutional democracy in a globalizing age, when many of the older certainties surrounding sovereignty and constitutional authority are coming under scrutiny. The book identifies four substantive constitutional processes where the referendum is regularly used today: the founding of new states; the creation or amendment of constitutions; the establishment of complex new models of sub-state autonomy, particularly in multinational states; and the transfer of sovereign powers from European states to the European Union. The book, as a study in constitutional theory, addresses the challenges this phenomenon poses not only for particular constitutional orders, which are typically structured around a representative model of democracy, but for constitutional theory more broadly. The main theoretical focus of the book is the relationship between the referendum and democracy. Each chapter formulates and expounds the idea that an empire of liberty requires the existence of what are termed ‘liberty-bearing agents’, and shows how education – with a particular emphasis on knowledge – is needed to foster the human powers which allow people to become liberty-bearing. It is also emphasised, however, that republican liberty is non-perfectionist and non-eudaimonic: the core values enshrined in an empire of liberty centre on non-dependency rather than the promulgation of a certain way of life. Book excerpt: Realism, the dominant theory of international relations, particularly regarding security, seems compelling in part because of its claim to embody so much of Western political thought from the ancient Greeks to the present. Its main challenger, liberalism, looks to Kant and nineteenth-century economists. Despite their many insights, neither realism nor liberalism gives us adequate tools to grapple with security globalization, the liberal ascent, and the American role in their development. In reality, both realism and liberalism and their main insights were largely invented by republicans writing about republics. The main ideas of realism and liberalism are but fragments of republican security theory, whose primary claim is that security entails the simultaneous avoidance of the extremes of anarchy and hierarchy, and that the size of the space within which this is necessary has expanded due to technological change. In Daniel Deudney's reading, there is one main security tradition and its fragmentary descendants. This theory began in classical antiquity, and its pivotal early modern and Enlightenment culmination was the founding of the United States. Moving into the industrial and nuclear eras, this line of thinking becomes the basis for the claim that mutually restraining world government is now necessary for security and that political liberty cannot survive without new types of global unions. When José Luis Rodríguez Zapatero became Spain's opposition leader in 2000, he pledged that if his socialist party won power he would govern Spain in accordance with the principles laid out in Philip Pettit's 1997 book Republicanism, which presented, as an alternative to liberalism and communitarianism, a theory of freedom and government based on the idea of nondomination. When Zapatero was elected President in 2004, he invited Pettit to Spain to give a major speech about his ideas. Zapatero also invited Pettit to monitor Spanish politics and deliver a kind of report card before the next election. Pettit did so, returning to Spain in 2007 to make a presentation in which he gave Zapatero's government a qualified thumbs-up for promoting republican ideals. In this book, Pettit and José Luis Martí provide the historical background to these unusual events, explain the principles of civic republicanism in accessible terms, present Pettit's report and his response to some of its critics, and include an extensive interview with Zapatero himself. In addition, the authors discuss what is required of a political philosophy if it is to play the sort of public role that civic republicanism has been playing in Spain. An important account of a rare and remarkable encounter between contemporary political philosophy and real-world politics, this is also a significant work of political philosophy in its own right.
