Despite solid legal frameworks, corruption remains a significant challenge, impeding growth and EU convergence. Drawing from regional successes, the paper stresses the importance of specialized anti-corruption agencies, robust prosecution, civil society involvement, and international expertise. Moldova has made strides in strengthening its legal and institutional infrastructure, but challenges like delayed corruption case adjudication persist. Book Synopsis The Shield of Nationality by : Rachel L. Wellhausen
Download or read book The Shield of Nationality written by Rachel L. Wellhausen and published by Cambridge University Press. This book was released on 2016-04-28 with total page 321 pages. Available in PDF, EPUB and Kindle. Book excerpt: There is extraordinary variation in how governments treat multinational corporations in emerging economies; in fact, governments around the world have nationalized or eaten away at the value of foreign-owned property in violation of international treaties. This even occurs in poor countries, where governments are expected to, at a minimum, respect the contracts they make with foreign firms lest foreign capital flee. In The Shield of Nationality, Rachel Wellhausen introduces foreign-firm nationality as a key determinant of firms' responses to government breaches of contract. Firms of the same nationality are likely to see a compatriot's broken contract as a forewarning of their own problems, leading them to take flight or fight. In contrast, firms of other nationalities are likely to meet the broken contract with apparent indifference. Evidence includes quantitative analysis and case studies that draw on field research in Ukraine, Moldova, and Romania.

Book Synopsis The Financial Performance and Macrofinancial Implications of Large State-Owned Enterprises in Sub-Saharan Africa by : Torsten Wezel
Download or read book The Financial Performance and Macrofinancial Implications of Large State-Owned Enterprises in Sub-Saharan Africa written by Torsten Wezel and published by International Monetary Fund. This book was released on 2022-03-18 with total page 32 pages. Available in PDF, EPUB and Kindle. Book excerpt: Using a newly-compiled dataset of state-owned enterprises in Sub-Saharan Africa, we present aggregate information about profitability, liquidity and leverage. We find that 40 percent of the close to 300 surveyed SOEs are unprofitable, while larger firms also tend to be illiquid and overleveraged. In cross-sectional regressions we find that SOE debt stock sustainability is impacted by firms’ profitability and liquidity, while macroeconomic factors cannot be shown to matter, expect for some governance variables. Based on these findings and citing country examples, we also illustrate that weak SOE performance may have a macrofinancial impact affecting bank soundness through delinquent loan exposures.
Book Synopsis State-owned Banks in the Transition by : Khaled Sherif
Download or read book State-owned Banks in the Transition written by Khaled Sherif and published by World Bank Publications. This book was released on 2003 with total page 134 pages. Available in PDF, EPUB and Kindle. Book excerpt: 'State-Owned Banks in the Transition: Origins, Evolution, and Policy Responses' reviews the experience with state banking over the last decade in the transition economies of Europe and Central Asia. State ownership of banking systems has undermined economic reform efforts and has distorted emerging markets. This study compares various approaches to reform and calls attention to the significant costs associated with continued state ownership. It concludes with lessons from experience and recommendations for policymakers on approaches to reducing state ownership of banks in the region. The findings indicate that restructuring of state banks has proven time consuming and costly, and governments are better off moving swiftly to privatize or liquidate their remaining state banks rather than attempting to rehabilitate them. This report includes seven case studies of individual state banks that have been reformed or privatized over the past decade. The case studies highlight the challenges of implementing various reform measures and illustrate how such challenges have been addressed in difficult economic and political contexts.
Book Synopsis Migration, Homeland, and Belonging in Eurasia by : Cynthia J. Buckley
Download or read book Migration, Homeland, and Belonging in Eurasia written by Cynthia J. Buckley and published by Woodrow Wilson Center Press. This book was released on 2008-09-09 with total page 378 pages. Available in PDF, EPUB and Kindle. Book excerpt: Migration, a force throughout the world, has special meanings in the former Soviet lands. Soviet successor countries, each with strong ethnic associations, have pushed some racial groups out and pulled others back home. Forcible relocations of the Stalin era were reversed, and areas previously closed for security reasons were opened to newcomers. These countries represent a fascinating mix of the motivations and achievements of migration in Russia and Central Asia. Migration, Homeland, and Belonging in Eurasia examines patterns of migration and sheds new light on government interests, migrant motivations, historical precedents, and community identities. The contributors come from a variety of disciplines: political science, sociology, history, and geography. Initial chapters offer overall assessments of contemporary migration debates in the region. Subsequent chapters feature individual case studies that highlight continuity and change in migration debates in imperial and Soviet periods. Several chapters treat specific topics in Central Eurasia and the Far East, such as the movement of ethnic Kazakhs from Mongolia to Kazakhstan and the continuing attractiveness to migrants of supposedly uneconomical cities in Siberia.
